Proclamations, Opinions, Awards - Historical - 3/18/2020 CITY OF GLENDALE PROCLAMATION OF THE MAYOR OF THE CITY OF GLENDALE DECLARING THE EXISTENCE OF A LOCAL EMERGENCY WHEREAS, on March 11, 2020, the World Health Organization (WHO) officially declared a pandemic due to the COVID-19 outbreak and the Governor of the State of Arizona, Douglas A. Ducey, determined that the COVID-19 outbreak presents conditions in Arizona that justified his declaration of a State of Emergency; and WHEREAS, on March 13, 2020, the President of the United States of America, Donald J. Trump, found and proclaimed that the COVID-19 outbreak in the United States constituted a national emergency; and WHEREAS, on March 15, 2020, the Centers for Disease Control and Prevention (CDC), in accordance with its guidance for large events and mass gatherings, recommended that for the next eight weeks, organizers (whether groups or individuals) cancel or postpone in-person events that consist of 50 people or more throughout the United States, and is expected to adjust that directive to ten people or more; and WHEREAS, on March 15, 2020, Governor Ducey ordered statewide closures of all Arizona schools through Friday, March 27, 2020; and WHEREAS, on March 16, 2020, President Trump issued his “Coronavirus Guidelines for America: 15 Days to Slow the Spread” which provides guidance to avoid social gatherings of more than ten people and direction to “Listen to and follow the directions of your state and local authorities,”: and WHEREAS, A.RS. § 26-311 and City Code Chapter 14 authorize the Mayor of the City of Glendale to declare a local emergency under appropriate circumstances. BASED ON THE FOREGOING, I HEREBY DECLARE that the COVID-19 outbreak, consistent with the above listed declarations, proclamations, and recommendations, presents conditions in the City of Glendale that endanger life, and I hereby declare a local emergency in the City of Glendale, Arizona; and I FURTHER DECLARE that the City of Glendale Emergency Operations Plan is hereby activated and in effect until further notice; and that the entire city limits of the City of Glendale located within the boundaries of Maricopa County are hereby included in this declaration; and IT IS FURTHER PROCLAIMED AND ORDERED that in order to flatten the curve of the spread of the COVID-19 virus, keep our hospitals from, becoming overwhelmed, and maximize available funding, as follows: 1. Public gathering places, such as bars, clubs, libraries, gyms, and other places where groups in excess of ten congregate, are asked to take measures to implement social distancing; and 2. All restaurants, food courts, cafes, coffeehouses, retail food facilities, and other similar businesses and establishments are asked to take measures to implement social distancing, and increase the use of delivery service, window service, drive-through service, or drive-up service, and to use precautions in doing so to mitigate the potential transmission of COVID -19, including social distancing, noting the City will pause all Code Enforcement that may impede such action; and 3. Members of the public are urged to: a. use social distancing and avoid groups of ten or more people; and b. avoid contact with those with elevated risks associated with COVID- 19; and c. stay home and contact your medical provider if you or others in your household feel sick; and d. stay home and away from other people if you are an older person or you have a serious underlying condition that can put you at increased risk, for example, a condition that impairs your lung or heart function or weakens your immune system; and e. practice good personal hygiene, such as regularly washing your hands, avoid touching your face, sneezing into a tissue or the inside of your elbow, and frequently disinfecting. 4. The City of Glendale requests that financial, mutual aid, and in-kind assistance be obtained from the County of Maricopa, the State of Arizona, and the Federal Government of the United States of America as may be necessary and appropriate under the circumstance.
