CITIZEN COMMENTS William Demski, Sahuaro District resident, expressed his concern about corporate welfare regarding Cabela's and the Gila River Arena, the increase in water and sewer fees and employee salaries and pensions. James Deibler, Phoenix resident, expressed his support for light rail in Glendale. V Mayor Weiers recognized the Boy Scouts from Troop 526 who were attending the Council meeting. APPROVAL OF THE MINUTES 1. Mr. Beard said the proposed ordinance accepted right-of-way along southbound 59th Avenue from Kings Avenue to approximately 230 feet north of Kings Avenue. The owner of BioLife • Plasma Services, GRD Glendale, LLC, an Iowa limited liability company and located at 16480 North 59th Avenue,was required to construct street improvements along 59th Avenue to meet current street design requirements. The owner had agreed to dedicate additional right-of-way in order for the City to maintain the portion of the street once the improvements had been constructed. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Jamie Aldama to approve Ordinance No. 017-52. ORDINANCE NO. 017-53 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA,AUTHORIZING THE EXECUTION OF A WARRANTY DEED FOR RIGHT OF WAY LOCATED ON KINGS AVENUE WEST OF 59TH AVENUE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Staff Contact: David D. Beard, P.E., City Engineer Ms. Bower read the ordinance by title. Mr. Beard said proposed ordinance accepted right-of-way along westbound Kings Avenue from 59th Avenue to approximately 435 feet west of 59th Avenue. In conjunction with the development of BioLife Plasma Services, located at 16480 North 59th Avenue, it was discovered that the adjacent portion of Kings Avenue was not located within City right-of-way. In order for the owner of BioLife Plasma Services, GRD Glendale, LLC, to have legal access to the property from Kings Avenue, and for the City to have legal access to maintain the existing improvements, the owner of the property, Kings Plaza, LLC, had agreed to dedicate the right-of-way. ORDINANCE NO. 017-54 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE EXECUTION OF AN EASEMENT FOR A WATER LINE AND SEWER LINE LOCATED AT 9455 WEST GLENDALE AVENUE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Staff Contact: David D. Beard, P.E., City Engineer Ms. Bower read the ordinance by title. Mr. Beard said the proposed ordinance accepted a new water and sewer line easement at 9455 West Glendale Avenue. The developer of the new District Shops at Westgate was constructing a new public water line and sewer line to meet the domestic water demands,fire protection and sewer requirements of the City Code for the development. The developer, The New Westgate, LLC,.a Delaware limited liability company, was granting the City an easement for the new water line and sewer line so that the City could maintain, operate, repair, replace and remove if necessary, the new water line and sewer line consistent with City Code. Staff Contact: David D. Beard, P.E., City Engineer Ms. Bower read the ordinance by title. Mr. Beard said the proposed ordinance accepted a new water line easement at 16480 North 59th Avenue. The owner of the new BioLife Plasma Services, was installing two new public water meters and a public fire hydrant in order to meet the domestic and fire protection requirements.of the City Code for the development. GRD Glendale, LLC., was granting the City an easement for the waterline appurtenances so that the City could maintain, operate, repair, replace and remove if necessary, the new appurtenances consistent with City Code. It was one of five right-of-way acquisitions and/or Temporary Construction Easement requests necessary in order for the capacity improvements to be completed. It would be held on December 2nd, from 10:00 a.m. to 3:00 p.m., at the Target located at 43rd Avenue and Peoria Avenue. Councilmember Aldama was co-sponsoring the Club for Claus Christmas party. It was free to the community and toys would be distributed to children. The party was being held on Saturday, December 2nd, from 11:00 a.m. to 4:00 p.m. at O'Neil Park, located at 64th Avenue and Missouri Avenue. Councilmember Aldama said the Las Posadas Musical Festival was being held'on Sunday, December 3rd, from 5:00 p.m. to 9:00 p.m: in the Murphy Park amphitheater. Councilmember Aldama said he and staff were hosting a citywide meeting regarding the streetlight conversion program. The meeting would be held at the Glendale Community Center on December 6th, 6:00 p.m. to 7:00 p.m. , Councilmember Clark reminded everyone that Conair was holding its annual warehouse sale on Saturday morning, December 2nd. Councilmember Tolmachoff invited Cholla residents to the 3rd annual Cholla District Mixer at the Foothills Recreation and Aquatics Center on Thursday, December 14th,from 5:30 p.m. to 7:30 p.m. Councilmember Turner thanked residents for their patience during the construction at 59th and Olive and asked them to drive with extra care through the intersection until the construction was completed. Mayor Weiers thanked the Glendale Chamber for its assistance with the turkey drive for Hope for Hunger. He said 477 turkeys were collected. Mayor Weiers challenged everyone to participate in the Hope for Hunger food drive. The goal was to collect 100,000 pounds. - Mayor Weiers hoped everyone had a great time at Glendale Glitters. The lights would remain on for the next month and he invited everyone to check it out.
