AVIATION ADVISORY COMMISSION

6:00 P.M.
1. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Chair Dagostino with the following Commissioners
present: Randall Kruger, Terry Aramian, and Quentin Tolby. Commissioner Leonard Escudero arrived
after the Call to Order.
Also present: Kenn Potts, Airport Administrator, and John Padilla, Luke Air Force. Kurt Christianson,
Assistant City Attorney arrived after the Call to Order.
2. ROLL CALL
Chair Dagostino conducted roll call.
3. CITIZEN COMMENTS
No comments were made.
4. APPROVAL OF MINUTES
Motion by Commissioner Kruger, second by Commissioner Aramian, to approve the September 20,
2017 Commission meeting minutes as written. The motion carried 4 — 0. [Commissioner Escudero
was not yet present.]
5. AIRPORT BUSINESS
a. Amendment to Airport Terminal Lease Agreement with PC Cops dba Black Box Consulting, LLC.
Mr. Potts presented information on the amendment to the Terminal Lease Agreement with PC Cops dba
Black Box Consulting, LLC. Mr. Potts noted that the original lease specified the monthly rental amount
as $666.61, however, the rental amount should be stated as $595.41 a month plus tax and utilities. Mr.
Potts explained that there is no material change to the lease.
Motion by Commissioner Aramian, second by Commissioner Tolby, to recommend for the City
Council to authorize the City Manager to enter into an amendment to the Lease Agreement Airport
Terminal Office beginning September 1, 2017 with PC Cops dba Black Box consulting for office
suite 204 at a negotiated rate of $595.41 a month plus utilities and tax. The motion carried 4 — 0.
[Commissioner Escudero was not yet present.]
b. Airport Veteran's Memorial Update
[Mr. Christianson entered the meeting.]
Commissioner Kruger gave an update on the proposed Veteran's Memorial on Airport property along
Glendale Avenue. Commissioner Kruger stated that he and Mr. Potts did a site visit, during which they
took measurements of the area and took pictures. The pictures were displayed.
[Commissioner Escudero entered the meeting.]
Commissioner Kruger noted the following:
• There is a power pole at the site and he proposed using the area to the east of the power pole.
• Once the site is finalized and agreed upon, a conceptual drawing could be done.
• Mr. Kruger added that there will be space for parking in addition to static display of the aircraft.
• The letter which the Commission sent to the Mayor for signature is moving forward in the process.
Mr. Christenson explained that the letter, requesting the Mayor's signature, is in the Mayor's or City's
Manager's Office at this time. Mr. Christenson added that the letter will most likely be a discussion item
at a Council meeting. Commissioner Kruger added that a presentation regarding the proposed memorial
may have to be made at a Council meeting at some point.
Chair Dagostino inquired about the funding for the memorial. Commissioner Kruger relayed that he is
planning on setting up a non-profit organization with the goal of raising the public's education in aviation,
which would tie in nicely with the memorial. Commissioner Kruger noted that he has commitments from
some tradespeople to do some of the work at no charge.
Commissioner Aramian inquired if a building, such as a museum for storing artifacts was envisioned.
Commissioner Kruger replied that the memorial is an outdoor display one.
Commissioner Escudero apologized for being late and announced that Vice Chair Rovey communicated
that he was unable to attend tonight's meeting.
c. FAA Hangar Policy/Stakeholder Group Update
Mr. Potts announced that he is making suggestions for document changes based on the comments he has
received from the group.
6. STAFF REPORTS
a. 11 Quarter Airport Revenues Graph: Provided in the October Staff Report

c. Operating Expenses 1St Quarter: Provided in the October Staff Report
d. October 2017 Staff Report: Mr. Potts provided on current Airport projects and activities, which
included the following:
o Construction Projects/Grants Status
■ The ALP Workshop is scheduled with the City Council on November 7th and the draft
PowerPoint presentation for the Workshop is under review by City staff. The Council
report is complete. After the workshop, the ALP will be sent to the FAA and ADOT
for final review.
The close out documents for North Apron Rehabilitation Phase 1 A are being finalized.
The North Apron Rehabilitation Phase IB preconstruction meeting will be held on
October 26th. The project is expected to begin November 20, 2017. A request for the
ADOT matching grant in the amount of $153,417 has been submitted. Some tenants
have expressed an issue with the length of the project and how it will impact hangar
access. Mr. Potts noted that this will be a 220 -day project, done in various phases.
Almost half of the project will be full asphalt reconstruction while the other half will
be mill and overlay. Two of the access gates will be replaced as will. Mr. Potts is
drafting notification to tenants.

o Operating Budget/Expenses/Revenues
■ Mr. Potts presented detailed financial information for June, July, and August 2017.
Graphs for revenues and expenses were displayed, budget versus actual.
o Airport Business Activity/Lease Updates
■ The next Boards & Commissions Appreciation Night is on Monday, February 12,
2018 to watch the Coyotes play the Chicago Blackhawks.
■ The RFQs for land to construct a hangar next to the maintenance bay and hangar pads
#11 and #13 was due on September 22"d at 2:00 p.m. There was one proposal for the
maintenance bay spot and none for the hangar pads. The proposal is under review by
the Committee, on which Commissioners Topliff and Aramian are participating.
■ Mr. Potts is working with the Engineering Department to complete asphalt repairs in
the south apron.
■ The Airport is again short-staffed with two persons recently out, however, one
returned this past Tuesday. Mr. Potts is recruiting for a Service Worker and there were
119 applicants. Nine candidates were interviewed on October 11th and 12th. Mr. Potts
is checking references for the finalist.
o Land Use Planning/Zoning/Development
■ Mr. Potts has submitted comments to the Planning Department on two proposed
single-family developments near the Airport. One is at 99th Avenue near Northern
Avenue and one is at 90 Avenue near Bethany Home Road.
■ Mattamy Homes is requesting a rezoning north of the Camelback Ranch area. The
Airport and neighborhood opposed it last time. Mr. Potts has contacted Phoenix to
see if a similar memo/letter can be written. This parcel is along 107th Avenue adjacent
to the Airport property. Mr. Potts stated that this issue will be kept on as a future
agenda time for discussion and possible action. Commissioner Escudero suggested
attending Phoenix Planning Meetings regarding the issue.
o Air Traffic Operations/Airspace/Community Relations
■ Traffic is up by 16% in September 2017 compared to September 2016.
■ There were four noise/low flying aircraft complaints in September and eleven so far
in October.
■ 94 kids signed up for Take Your Kids to Work Day. At the Airport, Airwest and Fox
Aviation displayed aircraft, a tour of a King Air was offered, and gliders were passed
out at the end. Mr. Potts displayed pictures of the event.
■ The Huey at the Airport is going to be mounted in a park in Peoria.
■ The Airport Open House is scheduled for November 3, 2018.
■ On Monday, a 95 -year old man had a cardiac arrest at the FBO.
■ Mr. Potts gave a West -MEC tour today to twelve avionics students, who viewed the
Huey and toured the control tower. Pictures were displayed.
in Mr. Potts presented the draft documents for the City's Social Media Policy. The
Policy will allow individual departments to tailor what is posted on social media
according to department needs. The Airport has its own Facebook page.
o Solar Panel Update
■ Mr. Potts has provided Commissioner Aramian with the Airport electric bills.
Commissioner Aramian stated that he is working with Harmon Solar, which is a
division of Harmon Electric. One of the engineers at Harmon Solar is assisting
Commissioner Aramian with determining what the Airport's consumption bill would
be on solar. Commissioner Aramian stated that the Airport would still need to be
connected to the APS grid and even if no electricity was used, there would still be a
nominal charge from APS. Commissioner Aramian explained solar tax credits and
stated that there is still much to analyze regarding solar at the Airport.

Mr. Potts announced that he has submitted his retirement notice and he will be retiring in approximately
two to six months. He will keep the Commission apprised once a date is firmed up.
7. LUKE AIR FORCE BASE OPERATIONS
Mr. Padilla gave an update on LAFB operations, which included the following:
• The LAFB Air Show is scheduled for March 10h and 110', 2018.
• There are now three F35 squadrons at LAFB.
• LAFB will host a significant exercise mid-November to mid-December: Forging Saber 17.
There will be participants from Pinal County and Idaho and the base will be open on weekends
during that time.
• Mid -December, the academy cadets will be parachute jumping at Gila Bend.
8. COMMISSION COMMENTS AND SUGGESTIONS
The Commissioners were provided an opportunity for open comment. No comments were made.
9. FUTURE AGENDA ITEMS
The following future agenda was suggested: A standing agenda item for the proposed single-family
housing developments adjacent to the Airport property.
10. NEXT MEETING TIME
The next meeting date is Wednesday, November 15, 2017 at 6:00 p.m. in the Conference Room on the
second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona 85307.
Chair Dagostino announced that the November 15a' meeting will be his last meeting on the Commission.
He noted that he has enjoyed his time on the Commission.
11. ADJOURNMENT
The meeting was adjourned by consensus at 6:58 p.m.
