AVIATION ADVISORY COMMISSION

1. CALL TO ORDER
The meeting was called to order by Commissioner Portik at 6:04 p.m.
2. ROLL CALL

Absent: Commissioner James Carneal

Brian O'Neill, Executive Director of Mesa Gateway Airport Authority
3. CITIZEN COMMENTS
None were present.
4. APPROVAL OF THE MINUTES
Approval of the Aviation Advisory Commission Minutes of June 19, 2024 was

5. AIRPORT BUSINESS
1. Brian O'Neill, Executive Director of the Phoenix Mesa Gateway Airport Authority spoke
with the commission about regional airport authorities. He stated The Gateway Authority
has five owners. Each owner has a set annual contribution to pay the matching amounts
needed for Federal and FAA grants used for capital projects.
He stated airports thrive when run as an enterprise fund or like a business. They are
unique and cannot be run like another city department.
6. STAFF REPORTS
Presented by Matt Smith, Airport Administrator
1. The Airport Administrator briefed the commissioners about the current capital projects and
the five-year Airport Capital Improvement Plan recently submitted to ADOT.
a. The tower equipment has been replaced, and the project is done except for a few
remaining housekeeping type items.
b. The 5-Year Plan was submitted to ADOT. We are awaiting their comments and
approval.
c. Two ADOT grants were closed.
2. The Airport Administrator presented the Operations Update to the commission.
a. No noise complaints were reported.
b. Operations are up by 4,779 from last year.
7. LUKE AIR FORCE BASE OPERATIONS
There are now five F-35 squadrons and two F-16 squadrons.
8. COMMISSION COMMENTS AND SUGGESTIONS
There were no comments or suggestions.
9. FUTURE AGENDA ITEMS
There were no suggestions.
10. NEXT MEETING
The next regular meeting of the Aviation Advisory Commission will be held on September 18,
2024 at 6:00 p.m., in the conference room on the second floor of the Airport terminal building,
6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307.
