RE: Design Review for a Metal and Steel Carport - 11407 North 50th Avenue
Dear Mr. Carnes:
This letter is in response to your request for design review for a proposed attached
metal and steel flat roof carport structure at 11407 North 50th Avenue. We are not able
to approve this request as submitted.
The purpose of the design review is to promote development consistent with the City's
goals of high quality design and to ensure that development is compatible with the
surrounding area. Design review is required for any new development or construction
to a single residence project and is regulated by Section 3.605 of the Zoning
Ordinance. This section identifies that the City staff shall make seven findings in its
evaluation of a project (I have enclosed a copy of the findings for your information).
We have reviewed the request for your proposed structure. Your request to add an
attached metal and steel carport structure to the existing house does not meet three
findings and the City of Glendale Single Family Residential Design Guidelines,
specifically (A), (D), and (F).
• The proposed development does not comply with all provisions of this ordinance
and all other ordinances, objectives, and standards of the City of Glendale.
• The height, location, materials, color, texture, area, setbacks, and mass, as well as
part of any structure (buildings, walls, signs, lighting, and landscaping), is
appropriate to the development, the neighborhood, and the community.
• The architectural character of the proposed structures is in harmony with, and
compatible to, structures in the neighboring environment and the architectural
character desired for the city: avoiding excessive variety or monotonous repetition.
In addition to the review criteria, the City's Single Family Residential Design Guidelines
state that accessory structures should be designed to be compatible with the principal
City of Glendale

structure including materials and colors. While the City is not requiring the carport to be
enclosed, it must be designed to have a compatible roof line and constructed of the
same material of the existing home. Allowing an attached metal and steel carport
structure, would not be consistent with the objectives and standards of the City of
Glendale, the material and texture of the principal structure, nor the architectural
character desired for the City. Requiring the material to match the principal structure is
a uniform and fair application of the City's design expectations.

Subsequent to planning staff's letter to Mr. Ray Carnes dated October 8, 1999; staff has
received additional communication from Mr. Carnes. The information provided was
discussed with the Planning Director and staff is now able to concur with Mr Carnes'
request for a carport addition to his residence.

The design of the proposed carport was discussed with Dean Svoboda, Planning Director
on this date. The following conditions were noted:
• The neighborhood in question pre-dates Design Review and the Residential
Design Guidelines.
• The neighbor character is generally eclectic in nature.
• Carports have been constructed in the area of a similar design as proposed by
Mr. Carnes.
• The rooflines and pitch of the existing home would be difficult to safely
replicate in a carport.
• The proposed carport design includes a landscape trellis along the street
elevation.
With this information taken into account, we concur with Mr. Carnes requested carport
design.
