GLENN DR. GLENDALE, ARIZONA 85301 MAY 13, 2024 5:30P.M. Parks and Recreation Mission Statement A partnership of employees and community working together to create a better quality of life for Glendale through the provision of excellent parks, recreational programming, special events, tourism, and neighborhood and community facilities. 1. CALL TO ORDER Chair Martinez called the meeting to order at 5:30 p.m. 2. ROLL CALL Chair Martinez conducted roll call. Present: Reginald Martinez, Chair Helena Johnson Bodine, Vice Chair Dianna Guzman, Commissioner Marie Nesfield, Member Bud Zomok, Commissioner Lauren Snair, Teen Commissioner Absent: Kathryn Mawby, Commissioner Tom Traw, Commissioner Also Present: John Kennedy, Director Mike Keane, Assistant Director Manuel Padia, Recreation Administrator Diane Williams, Program Manager Attendees: Adam Hawkins, J2 Engineering and Environmental Design 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Parks and Recreation Advisory Commission Minutes of April 8, 2024. Commissioner Guzman had a correction to the minutes. Chair Martinez asked for a motion to approve the minutes as corrected. Motioned by Commissioner Bud Zomok, seconded by Vice Chair Helena Johnson Bodine, to approve the minutes as corrected. AYE: Chair Reginald Martinez Vice Chair Helena Johnson Bodine Commissioner Dianna Guzman Member Marie Nesfield Commissioner Bud Zomok Teen Commissioner Lauren Snair Other: Commissioner Kathryn Mawby (ABSENT) Commissioner Tom Traw (ABSENT) Passed 5. NEW STAFF INTRODUCTIONS New Assistant Director Mike Keane and new C.I.P. Project Manager Julian Reyes were introduced. 6. NEW BUSINESS a. INFORMATION: COMMISSION REPORTS The Parks and Recreation Advisory Commission members reported on and discussed items they observed while visiting the parks. b. INFORMATION: AQUATICS UPDATE Mr. Padia presented information on staffing levels, aquatics schedules, and classes being held. The Commission discussed the information that was presented. C. INFORMATION: UPDATE ON RENAMING EL BARRIO PARK Mr. Kennedy presented information on the City Council's direction for renaming El Barrio Park. . The Parks and Recreation Advisory Commission's Recommendation was presented at the City Council Workshop on April 23rd. . The City Council requested additional information. . Staff met with organizers to discuss further efforts requested by the City Council. . Staff will provide the additional petition information to the Commission for recommendation once received from the organizers. The Commission discussed the information that was presented. d. INFORMATION: BONSALL PARK DESIGN REVIEW Mr. Kennedy introduced Adam Hawkins with J2 Engineering and Environmental Design. Mr. Hawkins presented an update on the Bonsall Park Master Plan Project. . Site inventory and analysis . Recent improvements . Design concept The Commission discussed the information that was presented. e. INFORMATION: UPDATE ON HEROES REGIONAL PARK MASTER PLAN PROJECT Mr. Kennedy presented information for the Heroes Park Ball Field groundbreaking ceremony on Friday, May 17, 2024. The Commission discussed the information that was presented. 7. STAFF UPDATES Mr. Kennedy presented and discussed information with the Commission members. . Future agenda items . National Parks and Recreation Month Proclamation - June 25th City Council voting meeting . Ocotillo District - New Council Member . Projects update . (North) Bonsall Park Master Plan . Sahuaro Ranch Park Master Plan *Thunderbird Conservation Park Improvements . Irrigation and Lighting Projects . Heroes Regional Park Groundbreaking 8. COMMISSION COMMENTS AND SUGGESTIONS Commissioner Snair commented on attending the Arbor Day Festival. Commissioner Guzman commented on attending the Arbor Day Festival and Commissioner Snair's upcoming high school graduation. Chair Martinez requested an update on replacing smaller play structures, specifically at Tarrington Ranch Park. Mr. Kennedy explained the C.I.P. process and voter approval through bond measures to fund future projects. 9. NEXT MEETING The next regular meeting of the Parks and Recreation Advisory Commission will be held on June 10, 2024, at 5:30 p.m., at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10.
