GLENDALE, ARIZONA 85301 OCTOBER 19, 2023 4:00 P.M. Present: Timothy Quinn, Chair Theodora Hackenberg, Vice Chair Larry Rovey, Commissioner Willow Taylor, Commissioner Absent: Elaine Gomez, Commissioner Lillian Mickey Lund, Commissioner Sharon Wixon, Commissioner Also Present: Tabitha Perry, Deputy Director - Development Services Michael Harris, Media Production Specialist Alex Lerma, Senior Planner K. John Kazmerski, Recording Secretary 1. CALL TO ORDER Mr. Quinn called the meeting to order at 4:00 pm. 2. APPROVAL OF THE MINUTES a. Historic Preservation Commission Minutes of May 25, 2023. Motioned by Vice Chair Theodora Hackenberg, seconded by Commissioner Larry Rovey to approve the May 25, 2023 minutes. WITHDRAWALS AND CONTINUANCES 4. DISCUSSION ITEMS a. Video Tour Production Discussion - Tabitha Perry & Michael Harris. Ms. Perry Introduced Micheal Harris, explaining to the commission that Mr. Harris was brought in to assist staff and the commission on the execution of creating the general interest video that had been discussed in previous meetings. Mr. Harris introduced himself and requested that the commission choose two or three members volunteer narrate the video, a list of the sites covered and access to them. Ms. Perry stated that while brainstorming, staff determined that be best to create new video rather than using clips of old video. We will use the same sites, but shoot new video. Mr. Quinn stated that some of the older video did not age well. Ms. Hackenberg asked if the dialogue would be scripted? Mr. Harris stated that the questions his staff would ask will be, but the commissioner's responses would not. Ms. Perry stated that staff would provide information about the sites to review, but would like the Commissioner's responses to be conversational. Mr. Quin suggested commissioner Rovey narrate due to his family history in Glendale. Mr. Rovey asked what sites were being considered. Ms. Perry replied that the Commission should choose the sites. Staff will be happy to put a list together for consideration, but the decision would come from this commission. Mr. Harris stated that he rode the bus tour in 2020. He has some video of that tour; the Sine building, Manastee Ranch, Sahuaro Ranch and side streets of the tour. He also stated that the video would be used on the City of Glendale Facebook page, Channel 11, Instagram and X-Twitter. Ms Perry stated that it was her understanding that the clip would start with the whole commission in the beginning and then go into voice-overs for the specific site locations. Or would a Commissioner be on camera at the site? The commission would have to decide that. Mr. Harris stated that he already collected video of the whole group from this meeting, so he would only need to work with the volunteers from the commission. Ms. Perry asked for volunteers from the commission. Mr. Rovey, Mr. Quinn and Ms. Hackenberg volunteered. Mr. Quinn asked if there were any further questions. There were none. b. Presentation on Tal'Wi-Wi Ranch - Margaret T Baker. Ms. Baker provided a presentation on the historical significance of the ranch. Mr. Quinn thanked Ms. Baker for making the commission aware of the ranch, and it's significance. C. Glendale Historical Society Update - Brenda Bartels & Gary Sherwood. Brenda Bartels Glendale Historic Society President spoke to the commission, inviting them to their monthly meetings. Mr. Quin thanked Ms. Bartels and stated one of the commissioners will be attending every meeting. Ms. Taylor asked for a list of their meeting dates. Ms. Perry said she would have staff send them. d. Heart of Glendale Plaques - Alex Lerma. Alex Lerma presented the finalized verbiage of the plaques and asked for approval of it from the commission. Mr. Quinn asked if the changes from the last meeting were completed. Mr. Lerma said yes, the changes had been done. Mr. Lerma stated if the commission approves the verbiage staff will contact the company that will make the bronze plaques and begin working with them on their design. Once they are installed the next phase will be to work on the QR codes. Mr. Quinn asked if the commission would have the opportunity to see proofs of what the plaques will look like? Mr. Lerma stated it would be possible to communicate the conceptual renderings. Via email. Ms. Perry inquired if the commission was seeking to be informed for information purposes, not approval? Mr. Quinn replied yes for information not to seek approval. Mr. Lerma asked the commission for a vote to approve the plaque verbiage. Motioned by Vice Chair Theodora Hackenberg, seconded by Commissioner Willow Taylor to approve the plaque verbiage. OTHER BUSINESS a. Discussion and Vote for 2024 Chair and Vice Chair. Motioned by Commissioner Willow Taylor, seconded by Commissioner Larry Rovey to keep Mr. Quinn as Chair and Ms. Hackenberg as Vice Chair. Approval of 2024 Meeting Dates. Motioned by Vice Chair Theodora Hackenberg, seconded by Commissioner Willow Taylor to approve the 2024 Historic Preservation Commission meeting dates. CITIZEN COMMENTS Jay Dewit from the City of Phoenix. Spoke as the owner of the Tal WiWI Ranch. He stated that 400 acres have been sold on the other side of the property presented. They have retained SWCA consulting to evaluate the historical integrity of the buildings on the property that Phoenix still owns. The project is on going. He also stated that the Gonzalez family will be retained and will live in the house in its current state and are in no danger of being evicted. He also stated that the City of Phoenix is committed and sensitive to the historic nature of this property. 7. STAFF REPORT Ms. Perry addressed the commission about the Tal WiWi Ranch presentation. Explaining that presentations like these are for informational purposes only. This commission can only act on items within its jurisdiction. 8. COMMISSION COMMENTS AND SUGGESTIONS Ms. Hackenburg asked if the Tal WiWi Ranch was within the City of Glendale limits. Ms. Perry stated it is not. It is within the Glendale strip annexation area, but it is not annexed. Ms. Hackenberg asked if the property sold would it be annexed into Glendale? Ms. Perry stated she can only speak on how things are today. Glendale would evaluate the property in the future if it were to change. 9. NEXT MEETING The next regular meeting of the Historic Preservation Commission is scheduled for January 25, 2024, at 4:00 p.m., in the Board Room, located at Glendale Civic Center, 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10.
