MANAGEMENT) AND SETTING FORTH AN EFFECTIVE DATE.

Mr. Beard said the proposed changes to Chapter 17 - Floodplain Management included
modifications to the definitions, minor revisions to the statutory language, and reorganizing the

25. ORDINANCE NO. 024-14
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING CASH AND APPROPRIATION BALANCE TRANSFERS
BETWEEN BUDGET ITEMS IN THE ADOPTED FISCAL YEAR 2023-2024 BUDGET.

Ms. Bower read the ordinance by title.
Mr. Gibson said the proposed ordinance would approve certain Fiscal Year 2023-2024
(FY23-24) budget amendments. The City's FY23-24 total budget appropriation across all
funds remained unchanged with the action. Exhibit A contained the requested cash and
appropriation transfers between departments and funds consistent with Article VI, Section 11
of the City Code and consistent with Resolution No. 5038 supporting the Cash and Budget
Appropriation Transfer Policy.
Councilmember Tolmachoff thanked Mr. Gibson for the detailed explanation of the transfers.

26. RESOLUTION NO. R24-35
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, ADOPTING A TENTATIVE BUDGET OF THE AMOUNTS REQUIRED FOR THE
PUBLIC EXPENSE FOR THE CITY OF GLENDALE FOR THE FISCAL YEAR 2024-2025;
SETTING FORTH THE REVENUE AND THE AMOUNT TO BE RAISED BY DIRECT
PROPERTY TAXATION FOR THE VARIOUS PURPOSES; ADOPTING CITY COUNCIL'S
FINANCIAL POLICIES; AND GIVING NOTICE OF THE TIME FOR HEARING TAXPAYERS
AND FOR FIXING TAX LEVIES.

Mr. Gibson said the proposed resolution authorized the Adoption of the Fiscal Year 2024-25
(FY24-25) Tentative Budget, including the proposed Capital Improvement Plan (CIP). It also
provided notice of the date for public hearings on the following items:
The FY24-25 Final Budget adoption and the property tax levy on June 11, 2024 at 5:30

p.m. at the Glendale Civic Center
The FY24-25 property tax levy adoption on June 25, 2024 at 5:30 p.m. at the Glendale
Civic Center
Mr. Gibson said the proposed Tentative Budget for FY24-25 was $1.48 billion and included an
operating budget of $671 million, a capital improvement budget of $572 million, a debt service
budget of $108 million, and a contingency appropriation of $129 million. The total revenue
budget was $1.05 billion and the total transfer budget was $295 million. The budget did not
include an increase to the primary property tax rate.
Mayor Weiers asked how many years the property tax rate had remained the same.
Mr. Gibson said it had remained the same for nine years.

Councilmember Clark invited everyone to attend the groundbreaking on Friday, May 17th at 9:00 a.m.
for the Heroes Park Sports Complex.
Councilmember Malnar reminded everyone of the ABCs of Water Safety: Adult supervision; Barrier
pool fencing; and CPR training and Swimming lessons.
Councilmember Tolmachoff thanked everyone who attended the Cholla Annual Spring Barbeque.
Mayor Weiers reminded everyone that an Induction Ceremony would be held on May 17th at 6:00 p.m.
at the Desert Diamond Arena for high school students who would be entering military service after high
school graduation.
