R24-02 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, DIRECTING AND ENTERING INTO AN INTERGOVERNMENTAL AGREEMENT, ASSISTANCE LISTING NUMBER 21.027, WITH THE MARICOPA COUNTY HUMAN SERVICES DEPARTMENT FOR THE DEVELOPMENT OF TRANSITIONAL HOUSING FOR HOMELESS AND AT -RISK VETERANS. 15. RESOLUTION NO. R24-03 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO AN ARIZONA MUTUAL AID COMPACT WITH THE ARIZONA DEPARTMENT OF EMERGENCY AND MILITARY AFFAIRS FOR MUTUAL AID FROM AND/OR FOR PARTICIPATING JURISDICTIONS, WITHIN THE STATE OF ARIZONA, FOR EMERGENCY ASSISTANCE. 16. RESOLUTION NO. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH ATHLETIC APPLICATIONS, LLC FOR CAMELBACK RANCH FIELD REPLACEMENT AND AWARD OF RFP 24-04 A motion was made by Councilmember Jamie Aldama, seconded by Councilmember Lauren Tolmachoff to approve item 17. Councilmember Clark said, as was her habit and practice, she would be voting no on the 5-year contract. AN-244 CARIOCA AT PEORIA AND SARIVAL ANNEXATION LOCATED AT THE SOUTHEAST CORNER OF PEORIA AVENUE AND SARIVAL AVENUE (PUBLIC HEARING) Presented by: Tabitha Perry, Deputy Director, Development Services Department Ms. Bower read the item by title. Mr. Bailey said the item was being continued to a future meeting because it required further work by staff. ORDINANCES City Council Meeting Minutes - January 23, 2024 Page 7 of 10 19. ORDINANCE NO. 024-02 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE ABANDONMENT OF CERTAIN RIGHTS -OF -WAY IN THE CITY OF GLENDALE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Presented by: Jayme E. Chapin, P.E., Principal Engineer Ms. Bower read the ordinance by title. Ms. Chapin said the proposed ordinance would authorize the abandonment of public rights -of -way for water, sewer and drainage in various locations in the City in support of development. Staff recommended approval. A motion was made by Councilmember Joyce Clark, seconded by Councilmember Jamie Aldama to adopt Ordinance No. 024-02. ORDINANCE NO. 024-03 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE EXECUTION OF DEEDS AND EASEMENTS AT VARIOUS LOCATIONS THROUGHOUT THE CITY AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Presented by: Jayme E. Chapin, P.E., Principal Engineer Ms. Bower read the ordinance by title. Ms. Chapin said the proposed ordinance would accept warranty deeds, easements and a dedication at eight locations throughout the City in support of both private development and City projects. ORDINANCE NO. 024-04 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AMENDING THE GLENDALE CITY CODE, CHAPTER 27, AND SETTING FORTH AN EFFECTIVE DATE. Presented by: John Kennedy, Director, Parks and Recreation Ms. Bower read the ordinance by title. Mr. Kennedy said the proposed ordinance would update Chapter 27 to better address areas of concern for the community, such as homelessness, and policing activities within the City's park system. The updates were discussed at a Council workshop on December 12, 2023. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Joyce Clark to adopt Ordinance No. 024-04. Patricia de Gaston, Sahuaro District resident, addressed concerns regarding the lack of a program to assist residents with the removal of dead trees.
