Councilmember Clark said, as was her habit and practice, she would be voting no on the
5-year contract.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE ABANDONMENT OF CERTAIN RIGHTS -OF -WAY IN THE
CITY OF GLENDALE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED
COPY OF THIS ORDINANCE.

Ms. Chapin said the proposed ordinance would authorize the abandonment of public
rights -of -way for water, sewer and drainage in various locations in the City in support of
development. Staff recommended approval.

Ms. Chapin said the proposed ordinance would accept warranty deeds, easements and a

AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING THE GLENDALE CITY CODE, CHAPTER 27, AND SETTING
FORTH AN EFFECTIVE DATE.
Presented by: John Kennedy, Director, Parks and Recreation
Ms. Bower read the ordinance by title.
Mr. Kennedy said the proposed ordinance would update Chapter 27 to better address areas
of concern for the community, such as homelessness, and policing activities within the City's
park system. The updates were discussed at a Council workshop on December 12, 2023.

Joyce Clark to adopt Ordinance No. 024-04.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Turner said the Glendale Arts Council's 60th Annual Juried Art Show was taking
place through the weekend in the Fruit Packing Gallery at Sahuaro Ranch Park, from 10:00 a.m. to
5:00 p.m.
CITIZEN COMMENTS
Helena Johnson Bodine, Cholla District resident, addressed concerns regarding Councilmember
Clark's behavior.
Patricia de Gaston, Sahuaro District resident, addressed concerns regarding the lack of a program to
assist residents with the removal of dead trees.
