If the ground system is no longer available we will need to provide a new Grounding Electrode Conductor and per NEC Table 250.66 shall be min of 1/Ocu. Per NEC 250.52 the Grounding electrode system needs to connect the water piping system, metal building steel and ufer. Since the only one that exists for our project is the water piping we will need to a supplemental grounding means as per NEC 250.52(A)(4)thru (7)which is a ground ring, ground rods, or plate electrodes. The only viable option for an existing structure is the ground rods. Per NEC 250.52(A)(5) have the contractor install 3 new 3/4th in diameter by 10 foot long. Per NEC 250.56 the ground rods shall be installed not less than 6' apart. If the space is available a triangular layout would be desired.
