CALL TO ORDER
Mayor Weiers called the meeting to order at 12:30 p.m.

Absent: Councilmember Bart Turner

Councilmember Turner arrived after the roll was called at 12:33 p.m.
WORKSHOP SESSION
1. COUNCIL ITEM OF SPECIAL INTEREST —VALLEY METRO'S RIDECHOICE PROGRAM
Presented By: Kevin Link, Transit Administrator
Ms. Bower read the item by title
Mr. Link presented the following information regarding Valley Metro's RideChoice Program:
. Options of 20 or 50 trips per month, or mileage plan of 400 miles per month
. Prescheduled trips
. Fiscal year 2024 average cost per trip
. Fiscal year 2024 average trip length
. Fiscal year 2024 net cost per mile
Mayor Weiers asked if the fuel price increases were included in the cost estimates.
Mr. Link said that was correct. Staff used Valley Metro estimates for 2025.
Councilmember Tolmachoff asked what the staff recommendation was.
Mr. Abbas said staff recommended a 1-year pilot program.
Councilmember Malnar asked if there were any cost savings.
Mr. Link said that the shorter trips that transitioned from Paratransit to RideChoice would
reduce the overall costs by $200,000.
Mayor Weiers asked how the public would be notified.
Mr. Link said Valley Metro would help with marketing and information would be available on the
City's website.

Mayor Weiers confirmed Council consensus to move forward with the pilot program.
CITY MANAGER'S REPORT
Mr. Phelps said the City had successfully hosted two of the largest, safest sporting events in the last 2
years.
Mr. Phelps said the final two Live! @ the Lot! performances would be this weekend and next weekend.
Mr. Phelps said that on Sunday, April 14th, the City would hold the 27th Annual Glendale Family Bike
Ride.
Mr. Phelps said the first firefighters' graduation of the year would take place in two weeks.
CITY ATTORNEY'S REPORT
Mr. Bailey said there had been an error on the agenda. The executive session referenced Surprise and
it should have referenced Glendale.

A motion was made by Councilmember Bart Turner, seconded by Vice Mayor Ian Hugh to
hold an executive session.

EXECUTIVE SESSION
Council met in executive session at 12:51 p.m. for:
. Discussion and/or consultation, to consider its position, and to provide instruction/direction
regarding the vacancy in the Ocotillo District and discussion/consultation for legal advice with the
City Attorney pursuant to A.R.S. §§ 38-431.03 (A)(1)(3)
. Discussion/consultation with the City Attorney and City Manager to receive an update, to
consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with property located in the area of 99th Avenue and
Northern Avenue pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7)
. Discussion/consultation with the City Attorney and City Manager to receive an update, to
consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Surprise's position in connection with pending or contemplated litigation with, or in
City Council Meeting Minutes - April 9, 2024 Page 3 of 4
settlement discussions conducted to avoid or resolve litigation with the Arizona Cardinals and the
Arizona Sports and Tourism Authority pursuant to A.R.S. §38-431.03 (A)(1)(4)
Mayor Weiers adjourned the executive session at 3:47 p.m.
