GLENDALE AVE. 1st FLOOR, CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 FEBRUARY 28, 2024 9:00 A.M.            1.CALL TO ORDER THE LOCAL FIRE BOARD Chair Charles Erickson called the meeting to order at 9:32 a.m.   2.ROLL CALL Present: Jerry Weiers, Mayor Charles Erickson, Chair Anthony Love, Board Member Kevin Phelps, Board Member Absent: Kyle Borg, Board Member Also Present: Jim Brown, Human Resources Director Vicki Moss, Administrator, HR Mike Hamblin, Assistant City Attorney Police Board Member Mitchell Ervin, Police Officer Police Board Member Justin Harris, Police Sergeant Gary Benson, Assistant Fire Chief John Davidge, Police Sergeant Charlotte Beadles, HR Benefits Analyst Erik Elias, Management Analyst Attendees: Board Attorney Cynthia Kelley , (via telephone conferencing) James Saylor, Former Police Officer (via telephone conferencing) Thomas Griffin, Attorney for James Saylor (via telephone conferencing) 3.CITIZEN COMMENTS There were no citizens present.   4.APPROVAL OF THE MINUTES    Motioned by Mayor Jerry Weiers, seconded by Board Member Anthony Love The Board voted to  Motioned by Mayor Jerry Weiers, seconded by Board Member Anthony Love The Board voted to approve the Public Safety Personnel Retirement System - Local Fire Board Minutes of January 24, 2024.  AYE: Mayor Jerry Weiers  Chair Charles Erickson  Board Member Anthony Love  Board Member Kevin Phelps Passed   a.Public Safety Personnel Retirement System - Local Fire Board Minutes of January 24, 2024      5.NEW BUSINESS Board Secretary Jim Brown read the pertinent information and the following questions related to the re-employment of James Ellstrom, a retired City of Glendale Firefighter. Mr. Ellstrom retired from the City of Glendale on December 16, 2023. He was rehired by the City of Glendale as a Fire Inspector on January 8, 2024. It was determined that because he was being rehired as a Fire Inspector, the 6-month requirement did not apply. 1. Did Mr. Ellstrom become reemployed in any capacity by the City of Glendale before 6-months after his date of retirement? The Board agreed by consensus that the answer is Yes. 2. Was Mr. Ellstrom rehired as a Fire Inspector? The Board agreed by consensus that the answer is Yes. 3. Was Mr. Ellstrom's re-employment a result of a job re-assignment after retirement, as an accommodation in accordance with the Americans Disability Act of 1990 due to a disability that was directly related to the retired member being awarded an accidental disability benefit? The Board agreed by consensus that the answer is No. 4. Does this Board Acknowledge that the City of Glendale is responsible to pay the ACR to PSPRS, and will be responsible for matching contributions into ASRS? The Board agreed by consensus that the answer is Yes.    Motioned by Board Member Kevin Phelps, seconded by Mayor Jerry Weiers  AYE: Mayor Jerry Weiers  Chair Charles Erickson  Board Member Anthony Love  Board Member Kevin Phelps Passed   6.BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions.   7.NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Fire Board will be held on March 27, 2024, at 9:30 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC) in the 1st Floor Conference Room 103, located at 11550 W.
