Brown St. Glendale, Arizona 85302 FEBRUARY 15, 2024 5:30 P.M. 1. CALL TO ORDER Chair Baker called the meeting to order at 5:32 p.m. 2. ROLL CALL Present: Lisa Baker, Chair Moises Gallegos, Vice Chair Kelly Carbello, Committee Member David Giles, Committee Member Theodora Hackenberg, Committee Member Brandon Hiller, Committee Member Carlos Vargas, Committee Member Absent: Kirstin Flores, Committee Member Oscar Gonzales, Committee Member Also Present: Matthew Hess, Revitalization Administrator Heather Grant, Contract Monitor Yolanda Poole, Administrative Support Specialist 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES Motion by Vice Chair Gallegos, second by Committee Member Giles, to approve the January 18, 2024 minutes of the Community Development Advisory Committee meeting. The motion carried 6 — 0. [Committee Member Carbello was not yet present.] a. Community Development Advisory Committee Minutes of January 18, 2024 - For information and action. 5. OLD BUSINESS None. 6. NEW BUSINESS a. a. FY 2024-25 CDBG Public Services Grant Application Funding Selection Mr. Hess introduced Ms. Grant, who gave a presentation in CDBG, which included information on the following: . What is CDBG? o Economic Development o Housing o Public Facilities and Improvements o Public Services . What are Public Services? Public Services 15% of the total HUD CDBG allocation to the City o Employment services o Domestic Violence services o Health services o Substance Abuse services o Fair Housing counseling o Education programs o Services for senior citizens o Youth programs . Grant Application Cycle: The timeline was presented. . CDAC's Role o Evaluate applications o Determine what meets the goals of the 5-Year Consolidated Plan o Recommend Funding to City Council . Consolidated Plan o Goal 3: Increase Access to Public Services for Vulnerable Populations o Through our funding of non-profit agencies, the City will provide additional services to support low and moderate -income people, particularly food assistance and senior and youth services. Other vulnerable groups may include those with disabilities, victims of domestic abuse, children in or aged out of foster care, those suffering from addiction or mental health diseases and possibly others. . Other Considerations o Prior City subrecipient o Monitoring findings/concerns o Spending capacity o Performance outcomes . Application Statistics 018 applications submitted o $577,240 requested o $360,000 estimated available Chair Baker asked where the other Public Services funds were allocated. Mr. Hess said 20% went to administration and most of the rest was allocated to the HOME Repair Program and Emergency Home Repair, such as for air conditioners, electrical, plumbing and roofs. Mr. Hess said staff was also looking towards a rental program or increasing Housing Choice vouchers, but this needed to be researched further. Committee Member Vargas asked if the Committee could review the potential program before it was fully fleshed out by staff. Mr. Hess agreed. [Committee Member Carbello entered the meeting.] Committee Member Vargas asked for more clarification of the High Risk Findings and Moderate Risk Findings categories in the matrix. Ms. Grant explained the categories and shared some examples. Discussion was held regarding the issue of duplication of clients served in some applications. Ms. Grant commented on challenges. She Grant said that there was constant improvement due to education of the agencies and subrecipients. Mr. Hess said this year, the matrix includes Additional Information to Consider categories, which staff felt would be beneficial to the Committee's review process. Committee Member Carbello asked for clarification of the Performance Target and Actual Performance categories in the matrix. Ms. Grant provided clarification. Committee Member Vargas said the matrix, based on clients served, penalized some local organizations that help 100% of local clients but may do better local work. He said some of the larger agencies may not be able to focus specifically on local. Vice Chair Gallegos appreciated the additional concerns information. During the review and discussion, the Committee Members asked specific questions about grant applications, which staff answered. Staff relayed information regarding specific audit findings for certain agencies. Committee Members reviewed and discussed funding recommendations. Mr. Hess noted that the amount available of $360,000 was an estimate at this time and once the HUD final figures were received, final recommendations would be adjusted on a pro-rata basis if needed. Committee consensus was received on the following recommendations to forward to City Council for CDBG Public Services funding: *Treasure House: $30,000 e VALLEYLIFE: $18,000 . Boys & Girls Club of the Valley: $5,000 . BLOOM365: $12,480 . Back to School Clothing Drive: $15,000 . A New Leaf, Inc.: $120,000 . Chrysalis: $15,000 . Arizona Opera: $5,000 .One Step Beyond: $20,000 . Hope Community Services: $25,000 . New Pathways for Youth: $25,000 . Southwest Fair Housing Council: $25,000 . Sun City Area Interfaith Services Inc. / Benevilla: $15,000 . Duet: Partners in Health & Aging: $30,000 7. DIRECTOR'S REPORT Mr. Hess said there was no report this evening. 8. COMMITTEE MEMBER COMMENTS AND SUGGESTIONS Committee Member Carbello said she would like an opportunity for the Committee to discuss and consider moving back to in -person grant application presentations by the agencies, as was done in the past. 9. NEXT MEETING The next regular Community Development Advisory Committee meeting will be held on March 21, 2024, at 5:30 p.m., in the Sapphire Room at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10, ADJOURNMENT Motion by Vice Chair Gallegos, second by Committee Member Hackenberg, to adjourn the meeting at 7:16 p.m. Motion carried 7 — 0.
