Mayor Weiers proclaimed the month of February as Black History Month in the City of
Glendale.
The proclamation was accepted by Marcia Garland and representatives of Glendale

ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO A MEMORANDUM OF
UNDERSTANDING WITH PEORIA UNIFIED SCHOOL DISTRICT REGARDING A
SECURITY PLAN AND SYSTEM PARTNERSHIP AGREEMENT.
15. RESOLUTION NO. R24-06
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AMENDMENT ONE
TO AN INTERGOVERNMENTAL AGREEMENT (ADOT CAR NO 16-0006250-1) WITH

A motion was made by Councilmember Lauren Tolmachoff, seconded by Vice Mayor Ian
Hugh to approve item 16.
Councilmember Clark said, as was her habit and practice, she would be voting no on all
5-year contracts.

18. ORDINANCE NO. 024-05
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE EXECUTION OF A POWER TRANSMISSION EASEMENT
IN FAVOR OF SALT RIVER PROJECT AGRICULTURAL IMPROVEMENT AND POWER
DISTRICT LOCATED ON 67TH AVENUE, NORTH OF OCOTILLO ROAD AND DIRECTING
THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE.

Ms. Bower read the ordinance by title.
Ms. Chapin said the proposed ordinance would grant a new power transmission easement to
support the development of the multi -family development at the northeast corner of 67th
Avenue and Ocotillo Road. Staff recommended approval of the power transmission
easement.
A motion was made by Councilmember Bart Turner, seconded by Councilmember Joyce
Clark to adopt Ordinance No. 024-05.

RESOLUTIONS
19. RESOLUTION NO. R24-07
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE SUPPORT OF THE WATER INFRASTRUCTURE FINANCE
AUTHORITY OF ARIZONA WATER CONSERVATION GRANT FUND AGREEMENT FOR
THE GLENDALE WATER WISE REBATE PROGRAM; AND AUTHORIZING THE
ACCEPTANCE AND EXPENDITURE OF THE GRANT AWARD IN THE AMOUNT OF
$450,000.

Ms. Bower read the resolution by title.
Mr. Serio said the proposed resolution authorized the City Manager to accept a grant award in
the amount of $450,000 from the Water Infrastructure Finance Authority of Arizona (WIFA)
Water Conservation Grant Fund (WCGF) Agreement.
A motion was made by Councilmember Bart Turner, seconded by Councilmember Lauren
Tolmachoff to adopt Resolution No. R24-07.

Councilmember Aldama invited residents to the following downtown events: Dog Days of Glendale,
February 24th 8:00 a.m. - 1:00 p.m.; Coffee with a Cop, February 21st, 8:00 a.m. - 9:00 a.m., Blue
Corn Cafe & Bakery; Live, February 17th, 1:00 p.m. - 6:00 p.m.; Downtown Glendale Community
Market in conjunction with the Chocolate Affaire, February 17th & 18th; and The Chocolate Affaire,
February 17th & 18th, 10:00 a.m. - 5:00 p.m., Glendale Civic Center.
CITIZEN COMMENTS
Warren Wilfong, Ocotillo District resident, commented on code inspection issues.
James Deibler, Phoenix resident, commented on shoplifting issues.

Mayor Weiers adjourned the meeting at 5:51 p.m.
