ARTS COMMISSION
ZOOM MEETING
January 25, 2024
6:00 P.M.
1. CALL TO ORDER
The virtual meeting was called to order by Chair Lenox at 6:02 p.m.

4. APPROVAL OF THE MINUTES
a. Action: Arts Commission Minutes of November 30, 2023

5. NEW BUSINESS
a. Information: Update on Arts Master Plan
Ms. Flynn and Mr. Plettner-Saunders, the consultants on the Arts Master Plan, gave an update
presentation, which included information on the following:
Arts and Culture Plan
• Planning Process Update / What We Have Accomplished
• Strengths
• Gaps
• Opportunities
• Community Vision / Community Arts Survey
o Excepts from Survey Results Report were shared
• Common Themes
• Next Steps
Commissioner Barber said the results of the survey were very interesting. She commented on
the increase in loneliness in the community and said there used to be dedicated spaces for
people to meet up to express themselves. She asked if the City had a gallery space to display
art on a revolving basis. Mr. Sabillon said there was in Influx art display at City Hall and in the
past, there was a gallery space for the City at Westgate. Commissioner Barber asked why the
Westgate space did not work. Mr. Sabillon was not sure as he was not in the department at the
time, but said that the Commission had the power to request funding for something similar
again. Commissioner Barber said she would like to see a dedicated space for local artists to
exhibit their work and for people to convene with each other.
Mr. Plettner-Saunders commented that it might not be loneliness, but rather, people's desires for
a connection.
Commissioner Hyde said she attended a few holiday events at the library and at one of the
events, Mr. Sabillon handed out the survey. Commissioner Hyde said she heard people talking
about the desire for the Jazz Festival and other downtown festivals. She asked how the City
could leverage the use of places it already had, that were not at Westgate. She said there was a
feeling of neglect for the older section of the City and there was a desire to bring arts and culture
to the old neighborhoods.
Commissioner Hyde asked about the goal for the number of responses and said 477 seemed
low for the City's population. Ms. Flynn said the goal was 500 and complimented Mr. Sabillon's
hard work. Ms. Flynn said the respondents were diverse demographically with all ages. Ms.
Flynn noted that the survey was not statistically valid because there was not enough time for
that, however, felt that a very diverse response was captured.
The agenda item was concluded.
b. Information: Update on Current Projects
Mr. Sabillon gave an update on the Arts Master Plan, which included the following:
• Thunderbird Field Art Project: The project is slated to be completed by mid -February. The
artist is Kristine Kollasch.
C. Action: Meeting Change
Commission members discussed options for meeting in person and changing meeting dates.
The Commissioners agreed by consensus to meet on the third Tuesday of the month at the
Civic Center plaza, at 6:00 p.m. The specific room will be determined.

Mr. Sabillon informed Commissioner Chaney of the consensus. Commissioner Chaney did not
voice opposition.
Commissioner Chaney asked if there would no longer be a Zoom option. Mr. Sabillon said all
other Boards and Commissions were meeting in person and which gave the public a better
opportunity to be a part of the meeting.
d. Action: Downtown Campus Reinvestment Project Update
Ms. Pederson gave a presentation on the Downtown Campus Reinvestment Project (DCRP),
which included design concepts and update to date status.

Chair Lenox asked if there would be more seating in the amphitheater. Ms. Pederson said there
was not a capacity number yet as the design components were still being worked through. She
said the goal was to seat people more comfortably and the level grade would assist with the
goal.
Chair Lenox asked if there would be restroom facilities in the amphitheater. Ms. Pederson said
that there had been conversations as to the best way to bring restrooms into the design and
where they would be located.
Ms. Pederson encouraged all to follow additional updates on the DCRP website.
Commissioner Chaney asked if any of the downtown businesses would be affected by the
construction. Ms. Pederson explained how Okland Construction was handling the construction
and mitigating impacts to the surrounding business and parking.
6. STAFF REPORTS
Mr. Sabillon reported on the following:
• The Live@Murphy Park on January 2011 had a pottery wheel demonstration, people were
able to participate in the clay making, and it was a very successful event. He said the next
Live@Murphy Park will have a Reggae theme and there will be taco food truck wars. He
thanked the Commission for it support of the program.
• The Downtown Glendale Arts & Culture Fest will be held at the Glendale Civic Center Plaza
on March 91h from 10:00 a.m. to 6:00 p.m. and more information will be distributed soon.
• The Folk & Heritage Festival will be held on March 2"d and 3rd with the Plein Air Competition.
More information will be sent to the Commission.
• An active search is being conducted for a new Arts & Culture Administrator. Hopefully, a new
Administrator will be introduced to the Commission at the next meeting.
7. COMMISSION COMMENTS
Commissioner Chaney commented on her outreach to a contact who is involved with farmer's
markets. She said her contact was not interested in a farmer's market in downtown Glendale at
this time because she was unsure if it could sustain one. Commissioner Chaney will reach out to
her contact again with the information on the Downtown Reinvestment project.
Commissioner Barber asked if the City had facilities to host a food or culinary arts event. Ms.
Pederson said staff was starting to work with contacts who may want to develop this type of event
and noted it was part of an ongoing conversation in the west valley.
Commissioner Chaney thanked Mr. Sabillon for being instrumental in bringing the Cornish Pasty
Company to downtown Glendale.
8. NEXT MEETING
The next regular meeting of the Glendale Arts Commission will be on Tuesday, February 20,
2024 at 6:00 p.m., at the Glendale Civic Center, with the specific room to be determined.
9. ADJOURNMENT
