1. CALL TO ORDER
Chair Berryhill called the meeting to order at 6:02 p.m.

4. APPROVAL OF THE MINUTES
a. Citizen Utility Advisory Commission Minutes of November 1, 2023.
Motioned by Commissioner Scott Scherer, seconded by Vice Chair Amber Ford to approve the
minutes of the November 1, 2023 Citizens Utility Advisory Commission Meeting as written. Motion
carried 4 — 0.

5. SOLID WASTE CODE REVISIONS
a. Solid Waste Code Revisions
Mr. Carr, Deputy Director, Field Operations, gave a presentation on Solid Waste Code Revisions, which
included information on the following:
• Solid Waste Code — Chapter 18: Garbage and Trash
• Defines terms and phrases
• Compliance
*Containers and Pre -collection Practices
• Defines Residential and Commercial Policies
*Collection and Disposal Practices
• Changes to Definitions
• Bulk Trash
•Add Language "Bulk trash does not include putrescible waste, combustible waste, or
hazardous waste."
• Construction and Demolition Waste
•Add Language "All debris, rubble, soil and excess materials from any construction,
demolition, repair, or remodeling operations, whether on private, public, residential, or
commercial premises, whether to the primary structure or any other structure, and
whether produced by the work or at the direction of the property owner, contractor,
subcontractor, agent, or any other party."
•Changes to Section 18-108
• Street placement of bulk trash piles.
• Clarify alley placement of bulk trash piles.
• No sidewalk placement of bulk trash piles.
• Piles need to be 5 feet away from obstacles.
• Items need to be stacked, bagged, boxed, and bundled.
•The full proposed language for Section 18-108 Bulk Trash Collection was provided.
• Next Steps
• Staff will take the revisions to Council for approval.
• If approved, staff will update the Chapter language.
•The Staff will begin Education and Enforcement.
Commissioner Scherer inquired about the resident notification process. Mr. Carr explained that
inspectors go through the neighborhoods and if they see a pile with an infraction, they will tag the pile or
use a door hanger to make contact.
Commissioner Scherer asked if contractors would be made aware of the new revisions. Mr. Carr said it
has already been in the code that construction debris is not accepted and the revision just strengthens
the language. Mr. Carr explained that contractors were aware of the prohibition as were most customers.
Commissioner Grandhi asked if the number of bulk trash collection days was sufficient. Mr. Carr said
bulk trash was collected once a month, for which the City was staffed and had enough equipment. Mr.
Carr relayed staff has not received requests for additional days.
Chair Berryhill asked if the City still rents roll -off containers to residents. Mr. Carr said that was correct.
Vice Chair Ford asked for the definition of putrescible. Mr. Carr said it was microbial waste.
6. 2024 COMMISSION CALENDAR AND AGENDA TOPICS
a. 2024 Commission Calendar and Agenda Item Topics
Ms. Lisa Esquivel, Administrator Department Support Services, Water Services, announced the
following:
*Agenda topics are related to the CUAC goal: To provide City Council recommendations related to
the impact of the City's water and solid waste management services, operations, policies, rates,
fees, and budgets on the wellbeing and quality of life of Glendale residents and businesses.
*Additional topics can be requested by CUAC, but the method of conveying will depend on the topic.
• The draft list of Agenda Topics for January 2024 through January 2025 was provided.
No changes to the calendar were proposed.
Ms. Esquivel said that the calendar will be finalized and placed on next month's agenda for vote.
Commissioner Grandhi asked if the Commission could have an update on how the City was doing with
water conservation as part of the Water Resources Update in May and October. Ms. Esquivel confirmed
that will be part of the presentation.
7. STAFF UPDATES
a. Mr_ Serio gave the following update:
• The application of Designation of Assured Water Supply was completed and submitted by staff to
the Department of Water Resources. The current Designation was from 2013 and expires in 2025.
• Staff applied for and received a $450,000 Water Infrastructure Finance Authority (WIFA) grant,
which will be used to offset expenses for Water Conservation Rebates. Staff completed the grant
in-house, which was a cost savings as well.
• The 2024 Clean & Green Calendar was now available.
COMMISSIONER COMMENTS AND SUGGESTIONS
Commissioner Scherer said he was impressed by the departments that attend the meetings. He
commented that he was always leaving more aware and impressed with the City.
Commissioner Grandhi concurred with Commissioner Scherer and expressed his appreciation to staff.
Chair Berryhill appreciated the opportunity to address a multitude of issues. She asked if the
Commission could take a tour of the SRP water plant next door to the Water Services building. Mr. Serio
explained that the SRP plant next door is a power plant and said he will contact that SRP facility to see if
a tour was feasible.
Vice Chair Ford asked if the Commission could have new tours of the City water facilities, since there
were two new Commissioners. Mr. Serio will follow up on this request. Vice Chair Ford said she was
impressed that staff completed the WIFA grant in-house and commented that it demonstrated the
know-how of the team.
9. FUTURE AGENDA ITEMS
a. Chair Berryhill announced the following:
• February 7, 2024
• Finalize CY2024 Calendar and Topics
Commissioner Grandhi asked if topics suggested by the commissioners would be considered for a future
agenda. Mr. Serio said the commissioners could suggest topics to staff. Ms. Katrina Alberty, Deputy
Director, Water Services, explained that by policy, the calendar was set for the year; however, if a
commissioner suggested a topic, it would have to be added to the official calendar agenda.
10. NEXT MEETING
The next regular meeting of the Citizens Utility Advisory Commission will be held on February 7, 2024,
at 6:00 p.m., at the Oasis Water Campus, 7070 W. Northern Ave., Glendale, Arizona, 85303.
11. ADJOURNMENT
Motioned by Vice Chair Amber Ford, seconded by Commissioner Scott Scherer to adjourn the
meeting at 6:25 p.m. Motion carried 4 — 0.
