Workshop Meeting Civic Center City Council Mayor Jerry Weiers Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner CALL TO ORDER Mayor Weiers called the meeting to order at 12:30 p.m. ROLL CALL Present: Mayor Jerry Weiers Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner Also Present: Kevin Phelps, City Manager Michael Bailey, City Attorney Marcela Moreno, Deputy City Clerk WORKSHOP SESSION 1. COUNCIL ITEM OF SPECIAL INTEREST - REPEAT OFFENDER ORDINANCE Presented by: Rick St. John, Deputy City Manager Ms. Moreno read the item by title. Mr. St. John requested consensus to move forward with the scope of work for Councilmember Tolmachoff s Council Item of Special Interest regarding adopting a repeat offender ordinance for repeat violators of the City code. Councilmember Tolmachoff was concerned about the havoc repeat offenders created in neighborhoods. She would like a prosecutor added to prosecute repeat offenders, similar to what was done with fireworks. Councilmember Turner agreed with the concept. Councilmember Malnar said something needed to be done to stop repeat offenders. He agreed with the concept. Councilmember Aldama concurred and asked for data to be brought back on the staff time being spent on repeat offenders. Vice Mayor Clark asked what the current policy was. Mr. St. John said that on the third offense, a letter was sent from the City, identifying the property as a repeat offender. If there was a fourth or subsequent offense in a 12-month period, a citation was issued. Vice Mayor Clark agreed that the current policy needed changing. Mayor Weiers requested information as to whether a violator was a renter or homeowner_ Mayor Weiers said there was consensus to move forward. COUNCIL DISCUSSION REGARDING SELECTION OF A VICE MAYOR Presented by: Ryan Lee, Intergovernmental Programs Director Ms. Moreno read the item by title. Mr. Lee said the City Charter required Council to appoint a member of Council to serve a one-year term as Vice Mayor at the first workshop meeting in January of each year. The item was on the agenda for tonight's voting meeting. Vice Mayor Clark thanked Council for appointing her as Vice Mayor. She said it had been an honor and a privilege to serve. She intended to nominate Councilmember Hugh as the next Vice Mayor at the voting meeting. CITY MANAGER'S REPORT Mr. Phelps presented information regarding the progress of the Downtown Campus Reinvestment Project. Mr. Phelps thanked Council for attending the 20th anniversary of the Desert Diamond Arena. CITY ATTORNEY'S REPORT No report COUNCIL ITEMS OF SPECIAL INTEREST Councilmember Turner requested data that showed whether the proactive steps being taken on fireworks were working. Councilmember Turner requested data (interactions, warnings, citations) from neighborhoods regarding loud vehicles. MOTION AND CALL TO ENTER INTO EXECUTIVE SESSION A motion was made by Councilmember Bart Turner, seconded by Councilmember Ray Malnar to hold an executive session. Discussion/consultation with the City Attorney for legal advice, discussion and consultation regarding the City's position in pending or contemplated litigation, including settlement discussions conducted in order to avoid or resolve litigation pursuant to A.R.S. § 38-431.03(A)(3)(4) . Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with property located at 5450 W Northern Ave, Glendale, AZ 85302 pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7) . Discussion regarding appointments and matters relating to various boards, commissions and other bodies pursuant to A.R.S. § 38-431.03(A)(3)(4) A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Ian Hugh to adjourn the executive session.
