28. AWARD OF RFP 24-14 AND AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH C
& S SWEEPING SERVICES, INC FOR STREET SWEEPING SERVICES
Presented By: Michael Carr, Deputy Director, Field Operations
Councilmember Aldama requested a presentation regarding the item.
Ms. Bower read the item by title.
Mr. Carr said the agreement with C & S Sweeping Services, Inc., would be utilized by the Field
Operations and Transportation Departments to provide street sweeping services to the
Northern Parkway area, and on -call residential services on an as -needed basis.
Councilmember Aldama asked if the reason for the contract was because City staff did not
have the appropriate credentials to operate a sweeper on Northern Parkway.
Mr. Carr said City sweepers did not have attenuators on its sweepers which were required
when sweeping on roads with higher rates of speed.
A motion was made by Councilmember Jamie Aldama, seconded by Councilmember Ian
Hugh to approve item 28.
Vice Mayor Clark said, as was her habit and practice, she would be voting no on all 5-year
contracts.

Ms. Bower read the ordinance by title.
Mayor Weiers opened the public hearing.
Ms. Perry said the current Zoning Ordinance was 30 years old. She said the public
involvement process for the Unified Development Code (UDC) included public outreach,
engagement with a Stakeholder Advisory Group, Council Code Committee, and Council
Business Committee. At various stages of the process, the team organized a series of
in -person community workshops.
Ms. Perry said some of the significant changes included:
. Revised development standards
. Appeal of interpretation before City Council
. Neighborhood radius requirements for public participation
. Allowance for digital billboards along Loop 303 similar to what was allowed along Loop
101
. Updated signage regulations
. Regulations for recreational marijuana
. Comprehensive rewrite of group homes
Ms. Perry said at the Planning Commission meeting, a speaker requested less restrictions for
accessory dwelling units (ADU). A suggested modification was made to the ADU regulations
to decrease the minimum lot size to 8,000 square feet. It would be necessary to bring back
various text amendments to address areas of concern.

Councilmember Tolmachoff confirmed that the only place that billboards were allowed along
the Loop 101 was in the Entertainment District.
Ms. Perry said that was correct. The distance requirement of 1,760 feet would be same for
the Loop 303.
Councilmember Tolmachoff asked if a property owner was required to reside on the property
in order to be able to rent out an ADU.
Ms. Perry said the property owner must live within the primary structure or the ADU.
Vice Mayor Clark said the intent was to adopt the UDC as presented tonight. If there were
concerns by residents regarding certain sections, residents had the opportunity to request a
Councilmember to bring the item back for future discussion and possible amendment.
Ms. Perry said that was one option. A resident could request that staff conduct an analysis of
whether a staff -initiated text amendment was appropriate. A resident could also submit a text
amendment application.
Councilmember Turner said a floor amendment could also be offered tonight. He asked if
ADUs would have to comply with setback and lot coverage requirements and could not be
placed on lots smaller than 8,000 square feet and could not be larger than 50% of the existing
living structure on the lot.
Ms. Perry said the 50% would be the footprint of the principal structure. It would also have to
comply with the lot coverage. There were separate setback requirements and development
standards for ADUs.
Councilmember Turner was concerned that in the downtown area, the standard lot size was
7,000 square feet. It was an area where ADUs would be most helpful. Under the proposal,
virtually every residential lot in the area would be prohibited from adding an ADU to the
property. He proposed that the lot size requirement be either dropped or be reduced to 6,000
square feet. The 50% requirement should also be reviewed.
Councilmember Aldama agreed that the demographics of the downtown area lent itself to
ADUs. Councilmember Turner's amendment was appropriate, and he would support it.
Councilmember Tolmachoff was willing to have a future discussion but was not comfortable
with a blanket 6,000 square feet. She was not prepared to support an amendment tonight. It
was a good idea to take a look at it and carve out appropriate areas.
Mr. Klyszeiko said there was room for discussion. As the lot sizes were adjusted, other issues
and questions would arise. He would like to be able to analyze what the unintended
consequences could be if the lot size was reduced.
Councilmember Malnar supported adopting the UDC as presented. It would not be perfect
and that was why there was an amendment process. There were several areas that he would
like brought back for further discussion.
Vice Mayor Clark agreed. Many of the issues were complex and could have unforeseen
ramifications. She was not comfortable with amending it without further discussion.
Councilmember Hugh supported approving the UDC as presented.

Mayor Weiers would also support the UDC as presented.
Olivia Dailey, Yucca District resident, requested that marijuana dispensaries be required to be
located 1,000 feet from preschools and daycares.
Councilmember Turner said he would not be offering an amendment but would bring it back
for future discussion.
Mayor Weiers closed the public hearing.

Jamie Aldama to adopt Ordinance No. 023-60.
Councilmember Malnar would be voting yes but emphasized that concerns should be
brought back for discussion and possible action.
Councilmember Turner appreciated staffs work on the UDC and the citizens who served
on committees and provided input.
Vice Mayor Clark said it had been a long process. It was a very complicated and complex
document. There were avenues for residents to amend the code.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING CASH AND APPROPRIATION BALANCE TRANSFERS
BETWEEN BUDGET ITEMS IN THE ADOPTED FISCAL YEAR 2022-2023 BUDGET.

Ms. Bower read the ordinance by title.
Ms. Lindsay said the request was for approval of certain Fiscal Year 2022-2023 (FY22-23)
budget amendments. The total budget appropriation across all funds remained unchanged
with the action. Exhibit A contained the requested cash and appropriation transfers between
departments and funds.
Ms. Lindsay said line 7 of Exhibit A was an appropriation transfer from G. 0. Bond Fund Fees
(3010) to Water Fund Fees (6040) for an arbitrage payment due, per analysis by American
Municipal Tax -Exempt Compliance Corporation for Water and Sewer Bonds issued April 6,
2022, reflecting activity through June 30, 2023. The payment was required because the
City had unspent bond proceeds that had been invested at interest rates that exceeded the
rate on the outstanding bonds. The cash would come from the fund where the interest was
earned.
Councilmember Tolmachoff asked for an explanation of Line 1 — a cash transfer from the
Transportation Sales Tax Fund to the Streets In -Lieu Fee (SILF) Fund.
Ms. Lindsay said the SILF had been collected in the Transportation Sales Tax Fund but had
been moved into a separate fund for better tracking.

ARIZONA, AMENDING THE GLENDALE CITY CODE, CHAPTER 24, CHAPTER 25 AND
CHAPTER 29.1 AND SETTING FORTH AN EFFECTIVE DATE.

Mr. St. John said the proposed changes were administrative and would not impact
enforcement. The Chapter 24 changes better aligned the sections to remove conflict. In
Chapter 25, the word "maximum" was eliminated and was replaced with a "30-day period."
Chapter 29.1 included newly adopted code from the International Rental Property Code. The
proposed changes were discussed at a Council workshop in October.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama thanked staff for its work on the Unified Development Code. He wished
employees, the community and Mayor and Council, a Merry Christmas.
Councilmember Hugh congratulated and thanked Mayor Weiers for a fantastic Hometown Christmas
Parade.
Councilmember Malnar thanked staff for its work on Glendale Glitters. He said Mayor Weiers did a
great job on the Hometown Christmas Parade. He wished everyone a Merry Christmas, Happy
Hanukkah, and Happy Holidays.

Councilmember Tolmachoff thanked staff for assisting with and residents for attending the Cholla
District Holiday Mixer. There was a good turnout, and it was a lot of fun.
Councilmember Tolmachoff hosted a Public Safety Appreciation Day. She thanked Amazon for its
sponsorship of the 400 lunches served or delivered to Public Safety personnel. She thanked everyone
who worked to make it a success.
Councilmember Tolmachoff thanked City staff for its hard work. She wished everyone a Merry
Christmas, Happy Hanukkah and Happy Kwanzaa.
Councilmember Turner wished everyone the happiest of holidays and a safe New Year's celebration.
Vice Mayor Clark wished residents and City employees a Merry Christmas and a Happy New Year.
She also congratulated Mayor Weiers for a wonderful Hometown Christmas Parade.
Mayor Weiers thanked all of the volunteers who assisted with the Hometown Christmas Parade. This
year, $100,000 was raised for Hope for Hunger along with a lot of food. The support had been
amazing and represented the giving nature of the community.
CITIZEN COMMENTS
Daniel Peverini, Barrel District resident, commented on homeless camps in City parks and schools.
Helena Johnson Bodine, Cholla District resident, commented on the withdrawal of the StayAPT project.
James Deibler, Phoenix resident, commented on the Hometown Christmas Parade and the Arizona
Rattlers.
