GLENDALE, ARIZONA 85303 NOVEMBER 1, 2023 6:00 P.M. 1. CALL TO ORDER Chair Berryhill called the meeting to order at 6:04 p.m. 2. ROLL CALL Present: Robin Berryhill, Chair Amber Ford, Vice Chair Srikanth Grandhi, Commissioner Scott Scherer, Commissioner Attendees: Ron Serio, P.E., Director, Water Services Katrina Alberty, Deputy Director, Water Services John Henny, Deputy Director, Water Services Megan Sheldon, Deputy Director, Water Services Mark Roye, Deputy Director, Water Services Lisa Esquivel, Administrator Department Support Services, Water Services Dan Hatch, Administrator Financial Programs, Water Services Alana Reid, Management Assistant, Water Services Michelle Woytenko, Director, Field Operations Kimberly Mackert, Administrator Financial Programs, Field Operations 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Citizen Utility Advisory Commission Minutes of October 4, 2023. Motioned by Commissioner Scott Scherer, seconded by Commissioner Srikanth Grandhi to approve the minutes of the October 4, 2023 Citizens Utility Advisory Commission Meeting as written. Motion carried 4 — 0. AYE: Chair Robin Berryhill Vice Chair Amber Ford Commissioner Srikanth Grandhi Commissioner Scott Scherer Passed 5. WATER SERVICES FINANCIAL UPDATE a. Water Services Financial Update Mr. Hatch, Administrator Financial Programs, Water Services, gave a presentation on the Water Services Financial Update, which included information on the following: • FY22 and FY23 Revenues and Sources • FY22 and FY23 Expenses and Uses • FY23 and FY24 Operating Budgets • FY24 3-Month Year -to -Date Actual • FY24 5-Year Capital Improvement Plan Commissioner Grandhi inquired about the billing process of water versus sewer. Mr. Hatch explained that water was billed on a monthly basis and meter readers walk the streets and read meters daily. Mr. Hatch said that sewer was based on the lower usage months of January, February, and March. He said that was then averaged and a percentage removed for what was consumed and did not hit the sewer. Commissioner Grandhi asked if using the lower billing months impacted the expenses of summer. Mr. Hatch said it did not, as usually the sewer operating costs remained fairly consistent annually. 6. WATER SERVICES CIP PROJECT STATUS a. Water Services CIP Project Status Mr. John Henny, Deputy Director, Water Services, gave a presentation on: • Hot Topics • Rising construction and design prices • Colorado River and escalating drought impacting project priorities • Working within the rate structure • FY24 anticipated spend: approximately $60 million to $70 million • Aging infrastructure, with many construction projects under contract in FY24 • System Operations Project Update • 67th Avenue and Beardsley Road Transmission Line Inspection • Waterline Replacement Package 2 • Sewer Rehabilitation Projects • New Water Wells • Thunderbird Reservoir Project Mr. Mark Roye, Deputy Director, Water Services, gave a presentation on: • Plant Project: Improvements • West Area Water Reclamation Facility • Lift Station 2 • Lift Station 8 • Cholla Water Treatment Plan Commissioner Scherer asked if the government repaid the City to operate Lift Station 8. Mr. Roye said that was correct. 7. SOLID WASTE/LANDFILL FINANCIAL UPDATE a. Solid Waste/Landfill Financial Update Ms. Mackert, Administrator Financial Programs, Field Operations, presented the Solid Waste and Financial Update, which included information on the following: • Solid Waste FY23 12-Month YTD Actual • Solid Waste FY24 3-Month YTD Actual • Landfill FY23 12-Month YTD Actual • Landfill FY24 3-Month YTD Actual 8. STAFF UPDATES a. Staff Updates Mr. Serio gave the following update: • This Friday will be the last flood irrigation watering service for 2023. There were 279 customers for 2023, which was a decrease of 3 customers from 2022. • This Friday there is a celebration with the Bureau of Water Reclamation, the Governor, and the Department of Water Resources to celebrate state water savings. The City of Glendale has saved approximately 7,000 acre feet of water. • The 2024 Clean & Green Calendar is being finalized and it will be mailed to the public in late December / early January. Ms. Woytenko gave the following update: • There was a truck fire this past month and the truck was a complete loss. On the positive side, the truck was due to be replaced last year. Despite the setback, staff has continued to pick up trash on schedule. 9. COMMISSIONER COMMENTS AND SUGGESTIONS Commissioner Scherer said he was impressed with the efficiency of the City in regards to the achievements and congratulated staff on doing their best to manage the financials. Vice Chair Ford said the presentations were wonderful and she is seeing strides being made with the plans of which the Commission has been apprised. Commissioner Grandhi congratulated staff on conserving 7,000 acre feet of water. 10. FUTURE AGENDA ITEMS a. January 3, 2024 Chair Berryhill announced the following: • January 3, 2024 • 2024 Calendar and Topic Discussion 11. NEXT MEETING The next regular meeting of the Citizens Utility Advisory Commission will be held on January 3, 2024, at 6:00 p.m., at the Oasis Water Campus, 7070 W. Northern Ave., Glendale, Arizona, 85303. 12. ADJOURNMENT Motioned by Commissioner Srikanth Grandhi, seconded by Commissioner Scott Scherer to adjourn the meeting at 6:52 p.m. Motion carried 4 — 0.
