POSITION RECLASSIFICATIONS City Council Meeting Minutes - October 24, 2023 Page 3 of 10 Mr. Brown said the request would authorize the City Manager to reclassify existing positions within the organization that had either experienced a change in duties and/or responsibilities or required a grade adjustment to better align internally and with the external market or both. There were six departments requesting reclassifications. Mr. Brown made the following corrections to the spreadsheet entitled "Positions Recommended for Reclassification": The second to the last column, with the heading of "Estimated Budgetary Impact for FY 24-25 Vacant Positions (based on the midpoint of the range)" dollar amounts were inadvertently populated for the filled positions. There was a request to reclassify position number 95, Assistant Fire Marshall, to Fire Inspector Sr. The spreadsheet reflected a savings for the position of $58,861.46 for this FY and an estimated savings of $85,022.11 for FY 2024/2025. The correct dollar amounts should reflect a savings of $4,367.06 for this FY and an estimated savings of $6,307.98 for FY 2024/2025. Mr. Brown said after the corrections, the known budget impact for FY 2023/2024 changed from $232,319.43 to $286,813.84 and it changed the estimated budget impact for FY 2024/2025 from $839,064.48 to $432,332.61. Councilmember Tolmachoff said the duties of the Director Of Organizational Performance had been reassigned and she confirmed that the vacant position would be filled. Mr. Brown said that was correct. The position was in the process of being filled. Responsibilities that were more employee -centric, such as the Employee Engagement Survey, Success Factor Awards, etc., were being moved to the City Manager's Office. 16. APPROVAL OF FINAL PLAT 67 FLAT AND JUNIPER SQUARE (FP23-08) A motion was made by Councilmember Ian Hugh, seconded by Vice Mayor Joyce Clark to approve Consent Agenda items 2 through 16. AZ-2019-015-00) FOR THE PURPOSE OF PROVIDING TRANSIT SERVICES, 18. RESOLUTION NO. R23-85 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AMENDING THE GENERAL PLAN MAP OF THE CITY OF GLENDALE, ARIZONA, BY APPROVING GENERAL PLAN AMENDMENT GPA23-04 FOR PROPERTY LOCATED AT THE NORTHEAST CORNER OF 55TH AVENUE AND NORTHERN AVENUE. AND ORDINANCE NO. 023-50 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, REZONING 1.5 ACRES LOCATED AT THE NORTHEAST CORNER OF 55TH AVENUE AND NORTHERN AVENUE FROM A-1(AGRICULTURAL) TO PAD (PLANNED AREA DEVELOPMENT) FOR A DEVELOPMENT PLAN ENTITLED "GLEN LAKES"; AMENDING THE ZONING MAP; PROVIDING FOR AN EFFECTIVE DATE; AND ORDERING THAT A CERTIFIED COPY OF THIS ORDINANCE IS RECORDED. Presented by: Tabitha Perry, Deputy Director, Development Services Ms. Bower read the resolution and ordinance by title. Mayor Weiers opened the public hearing. Ms. Perry said the request for the City -owned 1.5-acre site was for a Minor General Plan Amendment from POS (Public Open Space) to PC (Planned Commercial) and rezoning from A-1 (Agricultural) to PAD (Planned Area Development). Ms. Perry said the proposed General Plan Amendment was compatible with surrounding land use designations and promoted a context -appropriate infill development. The rezoning of the property to PAD was consistent with the land uses in the general vicinity. The rezoning proposal allowed for flexibility which supported the purpose of the PAD to provide creative land uses and effective circulation systems while being compatible with other land uses in the surrounding area. Ms. Perry said the Planning Commission had recommended approval of GPA23-04 as written and recommended approval of ZON23-06 with one stipulation. No one wished to speak on the item. Mayor Weiers closed the public hearing. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Ian Hugh to adopt Resolution No. R23-85. ORDINANCE NO. 023-51 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AMENDING THE GLENDALE CITY CODE, CHAPTER 14 — CIVIL DEFENSE AND EMERGENCY SERVICES, AND SETTING FORTH AN EFFECTIVE DATE. Presented by: Nicole Munson, Emergency Manager, Emergency Management Ms. Bower read the ordinance by title. Ms. Munson said the proposed amendments to City Code Chapter 14 would bring it into alignment with state statutes and Federal Emergency Management Agency best practices. It would modernize the language to better reflect current emergency management principles and the broader approach to all hazards than singular focus on civil defense. A motion was made by Councilmember Bart Turner, seconded by Vice Mayor Joyce Clark to adopt Ordinance No. 023-51. ORDINANCE NO. 023-52 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AMENDING GLENDALE CITY CODE, CHAPTER 2 (ADMINISTRATION), ARTICLE III (OFFICERS AND EMPLOYEES), DIVISION 1 (GENERALLY), SEC. 2-58 (POWERS AND DUTIES), TO CREATE AN INDEPENDENT INTERNAL AUDIT PROGRAM AND AN AUDIT COMMITTEE. Presented by: Mike Kingery, Independent Internal Audit Program Manager Ms. Bower read the ordinance by title. Mr. Kingery said the proposed ordinance would update the City Code to match current procedures as approved by the Audit Committee and the Government Services Committee. The periodic risk assessment and creation of the annual audit plan, along with the distribution of audit reports to the City Manager and City Council were performed by the Independent Internal Audit Program Manager and reviewed/approved by the Audit Committee. The amendment would reflect the procedures as currently performed. A motion was made by Councilmember Ray Malnar, seconded by Vice Mayor Joyce Clark to adopt Ordinance No. 023-52. ORDINANCE NO. 023-53 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE ABANDONMENT OF CERTAIN RIGHTS -OF -WAY IN THE CITY OF GLENDALE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Presented by:Jayme E. Chapin, P.E., Principal Engineer Ms. Bower read the ordinance by title. Ms. Chapin said the proposed ordinance would authorize the abandonment of public right-of-way for roadway purposes in two locations in the City. A portion of Reems Road right-of-way would be abandoned adjacent to the Bickman industrial development and would be utilized as a drainage channel. The 69th Avenue right-of-way within the Golden Ridge subdivision would be abandoned and be incorporated into the subdivision's open space. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Ian Hugh to adopt Ordinance No. 023-53. ORDINANCE NO. 023-54 AN ORDINANCE OF THE COUNCIL OF THE CITY OF fGLENDALE, MARICOPA COUNTY, ARIZONA, ADOPTING THE LAND USE ASSUMPTIONS AND INFRASTRUCTURE IMPROVEMENT PLAN RELATED TO THE FUTURE ADOPTION OF DEVELOPMENT IMPACT FEES. Presented by: John Murphey, Engineering CIP Administrator Ms. Bower read the ordinance by title. Mr. Murphy said the proposed ordinance would adopt tine Water and Wastewater Infrastructure Improvement Plan and the Land Use Assumptions that would provide the basis for calculating and then subsequently adopting fees to ensure that growth paid its proportional fair share for the impacts to water and wastewater infrastructure. The next step in the process would be a public hearing on the impact fees and adoption of the fees. A motion was made by Councilmember Bart Turner, seconded by Councilmember Lauren Tolmachoff to adopt Ordinance No. 023-54. It was not his intention to cause any distress to the person or their family. He was committed to being more mindful in the future. Councilmember Hugh thanked residents for attending his Cactus District meeting. He also thanked his Council Assistant Shannon Beck and all members of City staff who worked hard to make it a successful event. Councilmember Malnar said ballots for the City's upcoming election had to be returned or received by the time the polls closed on Election Day, November 7th. He thanked Ms. Rios for her presentation at the Bond Committee regarding the bond questions and clarifying that the projects listed were the types of projects that would be completed. Councilmember Tolmachoff reminded Cholla District residents that the Cholla Holiday Mixer would be held at the Foothills Recreation and Aquatics Center on December 7th from 5:30 to 7:30 p.m. Mayor Weiers complimented Councilmember Malnar for meeting with Sahuaro District residents to discuss concerns the residents had regarding code enforcement issues. Mayor Weiers said the Stand Up for Veterans event went very well and he thanked everyone who helped to make it a success. CITIZEN COMMENTS Cody Eller, Yucca District resident, addressed concerns regarding code enforcement and parking issues. Connie Kiser, Sahuaro District resident, addressed concerns regarding the StayAPT project. Helena Johnson Bodine, Cholla District resident, addressed concerns regarding the behavior of Vice Mayor Clark. James Deibler, Phoenix resident, commented on traffic lights.
