GLEN HARBOR BLVD. GLENDALE, ARIZONA 85307 AIRPORT CONFERENCE ROOM OCTOBER 18, 2023 6:00 P.M. 1. CALL TO ORDER The meeting was called to order at 6:00 p.m. 2. ROLL CALL Present: Chair Bud Zomok Commissioner James Carneal Commissioner Bill Eikost Commissioner Larry Rovey Commissioner Quentin Tolby Absent: Commissioner Michael Portik Also Present: Matt Smith, Airport Administrator Attendees: Bill Gilies, Luke Air Force Base 3. CITIZEN COMMENTS There were no comments. 4. APPROVAL OF THE MINUTES Aviation Advisory Commission Minutes of August 16, 2023. Motion by Commissioner Eikost, second by Commissioner Carneal, to approve the August 16, 2023, Aviation Advisory Commission meeting minutes as written. The motion carried 5 — 0. 5. AIRPORT BUSINESS Presented by Matt Smith, Airport Administrator • Replacement of late Commission Member, Terry Aramian . Mr. Smith reported that Councilmember Turner is aware of the vacancy and is searching for a candidate. . Budget Information . Mr. Smith provided total FY2023 Revenue and Expenses. He is working on confirming the Revenue figures. 6. STAFF REPORTS Presented by Matt Smith, Airport Administrator Mr. Smith gave a report, which included information on the following: • Capital Improvement Program • East Side Development: An update will be provided at a future meeting. . Current: South Apron Phase 1 (ADOT Funded): The project began on September 18th and will end on November 10th. • Current: South Apron Phase 2A (FAA Funded): The project will start on or around November 6th. • Tower Equipment Replacement: e The item is going before City Council in November. . Mr. Smith filed the "Special Advance Purchase Form" in anticipation of Council approval. • The Purchase Order and Notice to Proceed are very close to being issued. . The project will take eight to twelve months to complete. • Operations • Aircraft Operations • July 2023: 7,734 operations . July 2022: 6.899 operations • August 2023: 8,073 operations . August 2022: 7,783 operations • There were two noise complaints: • A police department helicopter overflight of the Beyoncd concert. . Another was a complaint due to flight schools over a Peoria neighborhood. • Property Bid Updates . Lot 7, 13, and 15: The RFP was awarded, and a contract should be signed soon. Mr. Smith put the winning bidder in contact with the City's Development Services Department. • 6805 N. Glen Harbor: This is the apron adjacent to the terminal. An appraisal was completed and came in at $0.57 per sq. ft. per year, lower than expected: The RFP will be advertised nationally for ninety days. It will have to go out to bid although ATP Flight School initially expressed interest. • Human Resources • A new Service Worker was hired and started work on October 9, 2023. • The Temporary Administrative position direct hire applicant fell through and the search to fill the position will resume. • Tenant Meeting: Some tenants have been asking about the fate of their leases and a meeting date will be set for this main topic. Mr. Smith gave a general explanation of the City's leases. • Security Upgrades: The new ID cards are being gradually implemented. The process started with ID cards for businesses and that phase is nearly complete. Then, gradually, the process will continue with phases of rows of hangars. 7. LUKE AIR FORCE BASE OPERATIONS Mr. Gillies announced that the LAFB Air Show will be held on March 23 and 24, 2024 and more information will be provided closer to the date. 8. COMMISSION COMMENTS AND SUGGESTIONS Commissioner Tolby reported that he took a tour of the Police Crime Center last month. He asked if the Airport had security cameras. Mr. Smith said there are cameras at the Airport. Mr. Smith said the Airport has an old security system and a new additional system as well. Commissioner Carneal reported that former Airport Administrator Carl Newman passed away. He shared information about the memorial service and funeral. Mr. Smith complimented Mr. Newman on his great foresight and determination in pushing forth his vision for the East Side Development and Strategic Business Plan for the Airport. 9. FUTURE AGENDA ITEMS Chair Zomok suggested the purchase and installation of a memorial plaque or something similar at the Airport in honor of Mr. Newman. 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission will be held on November 15, 2023, at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11. ADJOURNMENT Motion by Commissioner Tolby, second by Chair Zomok, to adjourn the meeting at 6:46 p.m. The motion carried 5 — 0.
