PRAYER/INVOCATION The invocation was offered by Verlon Jose, Chairperson, Tohono O'Odham Nation. POSTING OF COLORS PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Deer Valley High School student Gwendolyn Cole. Tohono O'Odham Nation Chairperson Verlon Jose and Vice Chairperson Carla Johnson provided an update on the Tohono O'Odham Nation and its economic development efforts within the City. Mayor Weiers presented Chairperson Jose with a medallion with the City's seal on one side and a key to the City on the other side in appreciation of the partnership between the City and the Tohono O'Odham Nation. Weiers Mayor Weiers proclaimed September 30th as the General Federation of Women's Club National Day of Service to Battle Food Insecurity in the City of Glendale. Ms. Bower read the item by title. A motion was made by Councilmember Bart Turner, seconded by Councilmember Jamie Aldama to approve item 18. Vice Mayor Clark said, as was her habit and practice, she would be voting no on all 5-year contracts. RESOLUTION NO. R23-78 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE ENTERING INTO OF AN INTERGOVERNMENTAL AGREEMENT FOR CONTINUED PARTICIPATION IN THE ARIZONA CHILD ABDUCTION RESPONSE TEAM (AZCART) BY THE GLENDALE POLICE DEPARTMENT. A motion was made by Councilmember Ray Malnar, seconded by Vice Mayor Joyce Clark to adopt Resolution No. R23-78. ORDINANCE NO. 023-31 AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA (1) APPROVING THE SALE, EXECUTION AND DELIVERY OF EXCISE TAX REVENUE OBLIGATIONS IN ORDER TO FINANCE VARIOUS CITY IMPROVEMENTS CONCURRENTLY WITH PREVIOUSLY AUTHORIZED EXCISE TAX REVENUE REFUNDING OBLIGATIONS THAT WOULD OTHERWISE HAVE BEEN PAID FROM CURRENT FUNDS; (2) DELEGATING TO AN AUTHORIZED OFFICER OF THE CITY THE LIMITED AUTHORITY TO APPLY CURRENT FUNDS TO THE DEFEASANCE OF CERTAIN EXCISE TAX BONDS AND (3) AUTHORIZING THE TAKING OF ALL OTHER ACTIONS NECESSARY TO THE CONSUMMATION OF THE TRANSACTIONS CONTEMPLATED BY THIS ORDINANCE, INCLUDING THE EXECUTION OF CERTAIN DOCUMENTS AND DECLARING AN EMERGENCY. Mr. Gibson said the proposed ordinance authorized the Assistant City Manager or Chief Financial Officer to execute documents and take the necessary actions to cause a cash defeasance of the Series 2015A and Series 2016 Municipal Property Corporation Excise Tax Revenue Bonds totaling approximately $78 million for debt service savings through the issuance of new Series 2023 obligations. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Ian Hugh to adopt Ordinance No. 023-31. AYE: Mayor Jerry Weiers Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner Passed COUNCIL COMMENTS AND SUGGESTIONS Councilmember Aldama reminded residents there was a public meeting on September 27th at 6:30 p.m. at the Main Library to provide information regarding the City's upcoming bond election. Councilmember Turner said Glendale resident Beverly May, had passed away in August. Ms. May had devoted her time to addressing the needs of the feral cat and dog populations in the City. She was the inspiration behind the City's feral cat program. Vice Mayor Clark attended Ballet Under the Stars at Sahuaro Ranch Park on Saturday. She said it was absolutely beautiful and a wonderful experience. Vice Mayor Clark invited residents to attend her next Yucca District meeting on Monday, October 9th from 6:00 to 8:00 p.m. on the Desert Diamond Terrace at the Desert Diamond Arena. Mayor Weiers said the 10th annual Stand Up for Veterans event would be held on October 14th at American Christian University. Mayor Weiers said Council was given the opportunity to create a thank you video for City employees. He hoped all employees had an opportunity to view the video. He thanked the employees for all they did to make Glendale a great place to live and work. CITIZEN COMMENTS James Deibler, Phoenix resident, commented on homeless issues. Jonathan Abel, Cactus District resident, commented on issues at Horizon Elementary School. Robert Cruz, Yucca District resident, commented on the City's Question 1 ballot measure regarding road construction projects.
