Parks and Recreation Mission Statement A partnership of employees and community working together to create a better quality of life for Glendale through the provision of excellent parks, recreational programming, special events, tourism, and neighborhood and community facilities. 1. CALL TO ORDER Vice Chair Johnson -Bodine called the meeting to order at 6:01 p.m. 2. ROLL CALL Vice Chair Johnson -Bodine conducted roll call. Present: Helena Johnson Bodine, Vice Chair Kathryn Mawby, Commissioner Marie Nesfield, Commissioner Bud Zomok, Commissioner Absent: Reginald Martinez, Chair Kathleen Roe, Commissioner Tom Traw, Commissioner Also Present: James Burke, Director John Kennedy, Assistant Director Heidi Barriga, Deputy Director Diane Williams, Program Manager Manuel Padia, Recreation Administrator Brad Giesbrecht, Recreation Supervisor Xochith Moreles, Management Assistant Joshua Edwards, Recreation Coordinator 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES Parks and Recreation Advisory Commission Minutes of August 14, 2023. Motioned by Commissioner Bud Zomok, seconded by Commissioner Marie Nesfield to approve the August 14, 2023 Parks and Recreation Advisory Commission Meeting minutes as written. Motion carried 4 — 0. AYE: Vice Chair Helena Johnson Bodine Commissioner Kathryn Mawby Commissioner Marie Nesfield Commissioner Bud Zomok Passed 5. NEW STAFF INTRODUCTIONS Mr. Padia introduced Ms. Morales, a new Management Assistant for Recreation, and shared a brief background. Mr. Giesbrecht introduced Mr. Edwards, a new Recreation Coordinator, and shared a brief background. 6. NEW BUSINESS a. INFORMATION: COMMISSION REPORTS Commissioner Zomok announced that a citizen asked him if there was a possibility for the Foothills skate park to be opened earlier, such as directly after 7:00 a.m., when staff cleans the skate park. He noted that the Foothills trail opens at sunrise and the dog park opens at 7:00 a.m. Mr. Burke said the challenge was a staffing issue, and he could not fully commit the park would be cleaned by 7:00 a.m. or 7:15 a.m., but would take the request under consideration. b. INFORMATION: UPDATE ON CAPITAL IMPROVEMENT PROJECTS FOR PARKS AND RECREATION Ms. Barriga gave an update on the Parks and Recreation Capital Improvement Projects, with information on the following: . Park Lighting Projects FY24 o In Progress: Sunset Park, Mission Park, and Carmel Park o Proposed: New World Park, Heroes Park - Phase 1, Montara Park . Park Irrigation Projects FY24 o In Progress: Desert Mirage, Discovery, Hillcrest, New World, Sunset Palms o Proposed: Rose Lane, Grand Canal Linear Park, Acoma . Splash Pad o Greenway Granada Park: Contract is in place with Vortex . Playgrounds o Sunset Park: Should be completed by the end of 2024 Commissioner Zomok asked if the irrigation improvements included flood irrigation. Ms. Barriga said the improvements were to the navigation lines, sprinkler heads, controllers, and such. Mr. Burke said the irrigation would be brought up to newer standards and will be better for the parks and trees. C. INFORMATION: PARKS MAINTENANCE UPDATE Mr. Kennedy gave a Parks Maintenance Update, which included information on the following: . Dust Control Treatment at Thunderbird Conservation Park o Lot will be cleared of debris and leveled. o `Gorilla Snot' will be applied to seal the surface afterward. . Ball Field Maintenance Project o Laser leveling of ball fields o Replacement of batter boxes and jock boxes oAerification and reseeding of outfield turf oAddressed transitions from infield to outfield o Replaced some base pads o Staff did a great job and great feedback has been received from users. *Glendale One Service Requests o A breakdown of the 47 Parks Service requests in August 2023 was provided. Commissioner Zomok asked for a graph of parks with vandalism requests for the last six months, to see any trends. d. INFORMATION: RECREATION UPDATE Mr. Padia gave an update on Recreation Programming, which included information on the following: . NFL Flag Football League o Ages 5 to 12 years o Games begin September 18th o Held at the Sahuaro Ranch Sports Complex . Fall Youth Soccer Season o Ages 5 to 8 years o Games begin November 27th o Held at the Sahuaro Ranch Sports Complex . Youth Pickleball Clinic o Collaboration with Chicken N' Pickle o Ages 8 to 17 years Held on October 21st, $5.00 fee 7. STAFF UPDATES Mr. Burke gave the Staff Update, which included information on the following: . Professional Development for Staff o 23 staff members were sent to the Arizona Parks and Recreation Association conference, which was a three-day event at the Renaissance Hotel in Glendale o 3 staff members will attend the next session of the AGTS Supervisor's Academy . Bonsai[ Park Master Plan o The conceptual designs will be presented to City Council on September 26th . Update on Trevino Site (the former Glen Lakes Golf Course) o Development is getting started again, as it was on hiatus for a while. o There will be approximately 10 acres of park in a 'u-shape' around the housing. o The model homes will start being built in December and the park should be completed by December. o An item will be brought to Council requesting their direction for the naming of the park. Based on Council's direction, staff will bring the item back to the Commission. . October Parks and Recreation Advisory Commission Meeting . 2024 Chair and Vice Chair Recommendations will be on the October meeting agenda for action. 8. COMMISSION COMMENTS AND SUGGESTIONS None. 9. NEXT MEETING The next regular meeting of the Parks and Recreation Advisory Commission will be held on October 9, 2023, at 6:00 p.m., at the Glendale Civic Center, located at 5757 W. Glenn Dr., Glendale, Arizona, 85301. 10. ADJOURNMENT Motioned by Commissioner Marie Nesfield, seconded by Commissioner Bud Zomok to adjourn the meeting at 6:30 p.m. Motion carried 4 — 0.
