Bower, City Clerk Councilmember Turner arrived at 12:54 p.m. WORKSHOP SESSION 1. EMERGENCY SERVICES ORGANIZATION CODE CHANGES Presented by: Nicole Munson, Emergency Manager, Emergency Management Ms. Bower read the item by title. Ms. Munson provided an overview of proposed changes to Chapter 14 of the City Code regarding Civil Defense and Emergency Services. With Council consensus, staff would move forward with proposed amendments to the City Code to modernize the language and bring it into alignment with state statute. Councilmember Tolmachoff asked if there would be any notification to residents before the test of the Emergency Broadcast System next week. Ms. Munson said residents would be notified. Mayor Weiers confirmed consensus to move forward. 2. PRESENTATION OF THE CITY'S MODERN DATA PLATFORM Presented by: Feroz Merchhiya, CIO Megan Ellgen, Controller Jenny Durda, Business Intelligence & Analytics Officer Swathi Muthukumar, BI Report Developer Iffat Tariq, Chief Digital Officer, I&I Software, Inc. Rajil Nambiar, Data Governance Functional Lead, I&I Software, Inc. City Council Meeting Minutes - September 26, 2023 Page 2 of 7 Ms. Bower read the item by title. Mr. Merchhiya provided information about the City's modern data platform that was created in collaboration with I&I Software, Inc., and various City departments. Vice Mayor Clark asked if the City would continue to use Munis for the raw data or would the new system capture the data. Mr. Merchhiya said Munis would continue to be used for the data; however, the modern data platform would connect to any ERP system. Vice Mayor Clark asked if Munis would be phased out. Mr. Merchhiya said that was correct. Vice Mayor Clark asked what infrastructure would be incorporated in the system to ensure the data remained unbiased and uncompromised. Mr. Merchhiya said the data governance technology was used for that reason. Ms. Tariq presented information about the project's scope. Ms. Eller provided information about the process of running reports in Munis. Ms. Muthukumar provided information about the process of the modern data platform and how it worked in conjunction with Munis. Ms. Durda provided information about the current process of data governance and the lack of technology to support it. Mr. Nambiar demonstrated how the data inventory worked. Vice Mayor Clark asked if data platforms would be created for other departments in the City. Mr. Merchhiya said the platform was for all areas and not just finance. Councilmember Tolmachoff asked if the process would speed up the financial reports and if the reports would automatically be sent to Council. Mr. Merchhiya said yes, the reports could be scheduled and sent to Council. Councilmember Tolmachoff asked what the lag time was on generating the reports. Mr. Merchhiya did not have the information but would find out and report back. VM Clark asked if the departments could access daily reports. Mr. Merchhiya said that was correct. Councilmember Aldama asked if the system would help with project management. Mr. Merchhiya said that the platform was capable but was a project reporting tool and not a project management tool. City Council Meeting Minutes - September 26, 2023 Page 3 of 7 3. DOWNTOWN CAMPUS REINVESTMENT PROJECT UPDATE Presented by: Kevin R. Phelps, City Manager Ms. Bower read the item by title. Mr. Phelps provided an update on the Downtown Campus Reinvestment Project. Councilmember Aldama asked about the different costs that were budgeted. Mr. Phelps said that the City was looking at the project as a whole. Councilmember Aldama asked if there were any final GMPs. (Gross maximum price) Eddie Garcia, City Architect, said the City was maintaining the project cost. Councilmember Tolmachoff asked if the $7 million for relocations was separate from the City Hall renovation. Mr. Garcia said that was correct. Councilmember Tolmachoff asked if the entire complex was going to be fenced off at the same time. Mr. Garcia said staff was currently working on the logistics. Councilmember Tolmachoff asked where the heavy equipment would be kept after hours and on the weekends. Mr. Garcia said that the equipment would be contained within the fenced areas and parking garage. Councilmember Tolmachoff asked about mail delivery. Michelle Woytenko, Director of Field Operations, said that mail was still being delivered to City Hall and was distributed by the City's contracted mail service. Vice Mayor Clark asked about receiving the breakdowns of estimated costs. She asked when Council and the public would see the final design concepts of the exterior of the building, Murphy Park, and the Amphitheater. Mr. Garcia said the contractor would break down the individual costs and share it with Council near the end of October. The design concepts would be available at the same time. Vice Mayor Clark asked when it was anticipated that the final design would be adopted. Mr. Garcia said in January or February. Councilmember Turner did not want to have a workshop and the voting meeting on the design development on the same day. He asked if it was possible to have a special workshop on the design development and then decide at a voting meeting at a later date. Mr. Phelps said that was something staff would take into consideration and report back with a City Council Meeting Minutes - September 26, 2023 Page 4 of 7 revised schedule. Councilmember Turner asked about design plans for the park and library. Mr. Garcia said designs for Murphy Park and the library would be looked at in early 2024. Councilmember Tolmachoff asked if the design at future Council workshops would include the design of the amphitheater. Mr. Garcia said that would be included in the presentation. Councilmember Aldama asked about fencing around Murphy Park and the library. Mr. Garcia said the library would remain open. The fence line would be on the east side of the library. Vice Mayor Clark asked if demolition and construction components would be done at the same time. Mr. Garcia said that was correct. Councilmember Tolmachoff asked for clarification on fencing in Murphy Park and the parking of heavy equipment in the parking garage. Mr. Garcia said that the area around the Council Chambers was the primary area where equipment would be staged. Mr. Phelps said Mr. Garcia had discussed with the contractor keeping downtown as clean as possible. CITY MANAGER'S REPORT Mr. Phelps reported on the successful Ballet Under the Stars event held at Sahuaro Ranch Park. Mr. Phelps said the City's LiVE! concert series would begin on Saturday at the Civic Center parking lot. CITY ATTORNEY'S REPORT No report COUNCIL ITEMS OF SPECIAL INTEREST Councilmember Tolmachoff requested a detailed project listing for the City's bond election. Councilmember Turner requested information on a request by a Glendale Independent reporter regarding capital improvement projects. Instead of being given detailed information, the reporter was given a link and told to search for the answers in the CIP. Vice Mayor Clark requested information on a possible cruising ordinance. A motion was made by Councilmember Bart Turner, seconded by Councilmember Ray Malnar to adjourn the executive session.
