Ms. Bower read the item by title.
Ms. Moreno said said the MOU would develop 50 units of transitional housing for homeless
veterans on City -owned property including onsite wraparound services. It would make
available $321,450 of funding allocated from the Sate of Arizona's General Fund. The MOU
would allow VCP to begin incurring and requesting reimbursement for pre -development
expenses associated with the project including hiring consultants to assist with zoning, site
plan design, pre -construction activities, fundraising activities, and project management while
discussing and negotiating detailed definitive agreements pertaining to the project.
Ms. Moreno said the next step would be approval of the development agreement which would
include the instrument for making the land available to the organization and committing the
rest of the State's General Fund dollars to the project. Maricopa County was also interested in
providing funding for the project.
Councilmember Tolmachoff said, because it was publicly owned property, the public was
entitled to a presentation. The item did not belong on the Consent Agenda.
A motion was made by Councilmember Bart Turner, seconded by Councilmember Ian
Hugh to approve Consent Agenda item 7.
Mayor Weiers said the project was a solution to help homeless veterans to get their lives
back together. It would be operated by a nonprofit organization but needed partners. The
State had awarded $3.2 million to the project and there was an opportunity for Maricopa
County to also invest approximately $3 million in the project. The City -owned land was not
currently being utilized. The Veterans of Foreign Wars was also donating land that would
be used for a center for veterans. It was a community -oriented project to serve citizens.

Project. It would expand the lighting eastward along Glendale Avenue from 58th Avenue to
57th Drive.
Councilmember Aldama asked for the project timeline.
Mr. Bessler did not have the information but would provide it to Council at a later date.

NEW BUSINESS
39. A PUBLIC HEARING OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA
COUNTY, ARIZONA, REGARDING THE ADOPTION OF THE WATER AND WASTEWATER
INFRASTRUCTURE IMPROVEMENT PLAN AND LAND USE ASSUMPTIONS

Mayor Weiers opened the public hearing.
Mr. Murphey said a public hearing was required prior to the consideration of the ordinance
adopting the Water and Wastewater Infrastructure Improvement Plan (IIP) and the Land Use
Assumptions (LUA) that would provide the basis for calculating and then subsequently
adopting fees to ensure that growth paid its proportional fair share for the impacts to
transportation infrastructure.
Mr. Murphey said feedback was received regarding the substantial growth in multi -family
units. The numbers changed from 2,945 to 5,004, which had an effect on the proposed fee,
moving it down from $7,871 to $7,125. The ordinance to formally adopt the Water and
Wastewater IIP and LUA would be presented for Council adoption at the October 24, 2023
voting meeting.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama said the 19th Annual Teddy Bear Day had taken place this past weekend. He
thanked the Burner family for supporting the Glendale and Phoenix Fire Departments. The event
benefited the Trauma Teddy Program.
Councilmember Turner said there had been a redevelopment project taking place in the Barrel District
on 59th Avenue, between Royal Palm and Butler on the west side of the street. The townhome
development started in the 1970s but was never completed, leaving a large vacant lot that attracted
undesirable uses. He reported the redevelopment, 59 Evergreen, had been completed and rental
units were available. The development had been awarded the 2023 Arizona Multi -Housing Garden
Apartment Development of the Year. He said Council and the City had been flexible in helping the
project get completed and it was now an asset to the Barrel District.
Vice Mayor Clark said the next Yucca District meeting would take place on Monday, October 9th from
6:00 to 8:00 p.m. on the Desert Diamond Terrace at the Desert Diamond Arena. She said everyone
was welcome to attend.
CITIZEN COMMENTS
Stephen Powles, Barrel District, requested that the Glendale Fire Department include the cause of fires
in residential units in the City on its webpage.
James Ho, Cholla District, addressed concerns regarding the Citizen Bond Committee and the process
for ranking capital improvement projects.
Helena Johnson Bodine, Cholla District, addressed concerns regarding the Citizen Bond Committee.
James Deibler, Phoenix resident, commented on problems at St. Thomas Catholic Church.
