GLENDALE AVE. GLENDALE, ARIZONA 85301 JUNE 15, 2023 5:30 P.M. 1. CALL TO ORDER Chair Baker called the meeting to order at 5:32 p.m. 2. ROLL CALL Roll Call was taken. Present: Lisa Baker, Chair Moises Gallegos, Committee Member David Giles, Committee Member Theodora Hackenberg, Committee Member Brandon Hiller, Committee Member Carlos Vargas, Committee Member Absent: Kelly Carbello, Committee Member Kirstin Flores, Committee Member Also Present: Matthew Hess, Revitalization Administrator Trilese DiLeo, Revitalization Grants Supervisor Yolanda Poole, Administrative Support Specialist 3. CITIZEN COMMENTS No comments. 4. APPROVAL OF THE MINUTES Motion by Committee -member Hackenberg, second by Committee -member Giles, to approve the May 18, 2023 minutes of the Community Development Advisory Committee, with the change of "Ms. Hess" to "Mr. Hess" on page two. The motion carried 6 — 0. 6. OLD BUSINESS None. 6. NEW BUSINESS a. Future CDAC Meeting Location Mr. Hess announced the City Hall building will be undergoing renovation and therefore, a new meeting location for the Committee needed to be determined. He explained that staff researched options and the two facilities that met the criteria for the schedule were the Glendale Main Library and the Velma Teague Library. He noted that staff recommended the Glendale Main Library. Committee -member Giles stated he was in favor of the Main Library because it did not have the challenges of traffic, the train, or construction. Mr. Hess confirmed the Committee's consensus for the Main Library. b. 2023 CDAC Retreat Mr. Hess stated that there was a tentative retreat date scheduled for August. He said, this evening, the CDAC could consider re -adopting the goals established at the 2022 retreat, which were: . Promote diverse and sustainable housing options; and . Promote diverse funding and partnerships Mr. Hess relayed some of the initiatives that have been completed or were underway that advanced the goals. He said if the Committee wanted to re -adopt the goals, the Committee could reconsider the need for an August retreat. Committee -member Hackenberg supported the 2022 goals and said if a vote was held this evening, there may not be a need for a retreat. She asked about the video that was to be watched at the last retreat. Mr. Hess explained that was ROMA training and he said this training could be placed on an agenda for a regular monthly meeting, as well. Committee -member Vargas said that Council decided to keep the funding from the One Arizona grant and not send the funds back to the county. He said the City would receive funds for twenty years and asked if this could be included as a sub -goal to bring visibility to it. Mr. Hess said a sub -goal could be added and action could be taken tonight. Committee -member Vargas did not want to rush the verbiage but said he would like to see language that said the drug crisis was part of the effort of the CDAC. Chair Baker saw the effort as falling under goal two, diverse partnerships. Mr. Hess said the funding source was not under the CDAC's purview, however, staff could bring the information to the CDAC and the Committee -members could speak to their Councilmembers. He said the CDAC could also make a recommendation to Council regarding the funds. Committee -member Hackenberg asked if the issue was more under the police department. Mr. Hess explained the funds were from the opioid settlement and there was a variety of eligible ways to spend the funds. He did not know if there had been a conversation yet on how to expend the funds or who would manage the funds. Committee -member Gallegos did not think it was prudent to add the issue as a sub -goal at this time because it was still a grey area. He liked that the goals were broad and indicated the CDAC could provide influence on the topic as it developed. Committee -member Vargas concurred. Committee -member Giles recalled hearing that the opioid settlement was for reimbursement of funds previously spent on treatment of drug addiction. Mr. Hess said that may be an eligible use. Mr. Hess will invite the ASU fellow working with the City on this issue to give a presentation to the CDAC on the topic. Ms. DiLeo explained other potential opportunities throughout the year for the CDAC to influence or direct funding strategies for the drug crisis. Mr. Hess said the CDAC could make a recommendation to include a focus on drug abuse as part of the call for proposals for the grant opportunities. Ms. DiLeo said the 5-Year Needs Assessment for the Consolidated Plan will be conducted and something on the opioid and drug crisis in the community could possibly be included. Chair Baker asked if the Committee was inclined to readopt the goals this evening or would like a retreat to discuss further. Committee -member Gallegos said the two goals were broad enough yet germane to the CDAC's purview. He did not see need for a retreat. Motion by Committee -member Hackenberg, second by Committee -member Gallegos, to re -adopt the CDAC goals established at the 2022 retreat and to forgo the 2023 retreat. The motion carried 6 — 0. 7. DIRECTOR'S REPORT Mr. Hess announced that at the June 27, 2023 City Council meeting, there will be some votes on funding recommendations that have come through the CDAC. He relayed the specific issues and encouraged the Committee -members to either attend or watch the meeting. 8. COMMITTEE MEMBER COMMENTS AND SUGGESTIONS Chair Baker presented former Vice Chair Leslee Miele with certificate of recognition plaque for her service on the CDAC from 2016 through 2023. 9. NEXT MEETING The next regular meeting of the Community Development Advisory Committee will be held on July 20, 2023 at 5:30 p.m. at the Main Library in the Large Room located at 5959 W. Brown St., Glendale, Arizona, 85302. VACATED 10. ADJOURNMENT Motion by Committee -member Giles, second by Committee -member Hackenberg, to adjourn the meeting at 6:08 p.m. Motion carried 6 — 0.
