The virtual meeting was called to order by Chair Zomok at 6:01 p.m. 2. ROLL CALL Present: Lorraine Zomok, Chair 5850 West Glendale Avenue Glendale, AZ 85301 zoom Nancy Lenox, Vice Chair Jose Aguinaga, Commissioner Derrell Barber, Commissioner Jean Hailey, Commissioner James Smith, Commissioner Anne Marie Chaney, Commissioner Also Present: Mojgan Vahabzadeh, Arts & Culture Program Manager Taylor Ingro, Arts & Culture Coordinator. Daniel Sabillon, Economic Development Program Manager PUBLIC COMMENTS 3. INFORMATION: Update on Current Projects Ms. Vahabzadeh announced a meeting had been held with the consultants for the Arts & Culture Master Plan. She said an internal and external stakeholder 114 group will be put together, including City leaders, Arts Commissioners, and leaders of industry in Glendale, who will be interviewed by the consultants. Ms. Ingro announced a task force will also be put together, which will advocate for the Master Plan and guide the future Arts policies and programs.Ms. Ingro asked for any volunteers to serve on the task force.Vice Chair Lenox and Chair Zomok volunteered. Ms. Vahabzadeh gave an update on the FY23-24 Performing Arts Grants: • Grant applications are currently open on the City's website. The submission deadline is June 16, 2023. • Grant award are up to $4,000 per applicant and can be for events, programs, or workshops. • The venue or school must be located in Glendale and the event or program must take place during the period of September 1, 2023 to June 30, 2024. • The Commission will receive the applications prior to the voting meeting for review. • To accommodate the review timeline, staff proposes to hold the June Arts Commission meeting on June 22, 2023, instead of June 29, 2023. A vote will be held at the May meeting. Ms. Ingro provided information on the following: Heroes Park Library: Maintenance is scheduled on the terrazzo flooring of the library during the third week of May. Thunderbird Field Art Project: Two finalists have been chosen and their art designs were sent to the community for feedback. Over thirty people responded. The artists will revise their designs, which will be sent back to the selection panel and then to the Arts Commission for approval in May. Ms. Vahabzadeh said the project budget was $49,000 and the two finalists were Ms. Kristine Kollasch and Mr. Jeff Zischke. b. ACTION: Approval of Recommended Pre -Qualified. Mural Artists List Ms. Ingro reported that staff conducted a Call to Artists to develop a Pre - Qualified Mural Artists List for an upcoming community beautification initiative that will be presented to the Arts Commission for their consideration in FY 2024. She explained the goal of the list was to provide private property owners interested in murals with pre -qualified artists from which to choose for their project. Ms. Ingro presented a PowerPoint presentation of the artists and samples of their work to the Arts Commission. There were twenty-seven applications and twenty-two met the qualifications to be included on the list. Passed ACTION: Approval of Revised Accession and Deaccession Policy Ms. Vahabzadeh announced the Commissioners were sent the revised Accession and Deaccession Policy prior to tonight's meeting for their advance review of this action item. Commissioners asked for additional time to review the policy document. No action was taken for this agenda item. The Commission requested this item be placed on the May 25, 2023 Arts Commission agenda for a vote. d. ACTION: Approval of the Sierra Verde Park Well Site Public Art Project Design Ms Vahabzadeh gave a presentation on the proposed public art for the Sierra Verde Park Well site and provided a brief background of the project.She said the selected artist was Mr. John Randall Nelson, who incorporated community feedback from residents in his final design. Chair Zomok asked how many surveys were completed. Ms. Ingro said there were 687 total survey submissions. Ms. Vahabzadeh announced the following: Downtown Arts & Culture Fest: The first festival was held in February 2023 at Murphy Park and was very successful. The May Commission agenda will include a request for the Commission's approval for funding of the event for 2024. Ballet Under the Stars: The May Commission agenda will include a request for the Commission's approval of a free community performance to be held on Saturday, September 23, 2023. COMMISSION COMMENTS 7. Chair Zomok reported that a community member asked her about a discussion at a recent Council meeting regarding Arts funding that was swept many years ago and whether the funds will be paid back to the Arts Fund. Ms. Vahabzadeh indicated that the item was discussed at the most recent City Council Workshop session and a robust discussion occurred, but ultimately there was no consensus by the City Council to replenish the funds at this time. Chair Zomok asked if the Commission could make a recommendation to Council to potentially reconsider their decision. Ms. Vahabzadeh recommended that the Commissioners watch the video of that Council Workshop first to see what the 3/4 Council discussed. Ms. Vahabzadeh indicated that she would be happy to answer any questions after the Arts Commissioners had viewed the recording of the Council Workshop. NEXT MEETING 8. The next regular meeting of the Glendale Arts Commission will be held on May 25th at 6:00 p.m., via Zoom. ADJOURNMENT S.
