AVIATION ADVISORY COMMISSION

1. CALL TO ORDER
The meeting was called to order at 6:03 p.m.
2. ROLL CALL
Present: Chair Bud Zomok
Commissioner Bill Eikost
Commissioner Michael Portik
Commissioner Quentin Tolby
Absent: Commissioner James Carneal
Commissioner Larry Rovey
Also Present: Matt Smith, Airport Administrator
Julie Patterson, Management Assistant
Attendees: John Padilla, Luke Air Force Base
3. CITIZEN COMMENTS
There were no comments.
4. APPROVAL OF THE MINUTES
Aviation Advisory Commission Minutes of May 17, 2023.
Motion by Commissioner Tolby, second by Commissioner Eikost, to approve the May 17,
2023, Aviation Advisory Commission meeting minutes as written. The motion carried 4 — 0.
5. AIRPORT BUSINESS
Presented by Airport Administrator, Matt Smith
Mr. Smith announced a new Vice Chair for the Commission had to be appointed since former
Vice Chair Terry Aramian passed away.
Motion by Commissioner Eikost, second by Chair Zomok, to nominate Commissioner Portik
as Vice Chair of the Aviation Advisory Commission.
6. STAFF REPORTS
Presented by Airport Administrator, Matt Smith
Mr. Smith gave a report, which included information on the following:

Capital Projects:
o Current: South Apron Phase 1 (ADOT Funded): Approximately one-third of the
south apron will be completed with a $2.2 million budget. A pre -construction
meeting will be held tomorrow.
o Current: South Apron Phase 2A (FAA Funded): Project design has been
completed and receipt of the grant is pending. The project should commence later
in 2023.
0 2025 — 2029 Airport Capital Improvement Plan (ACIP) Overview: A general
briefing of the projects in the ACIP was provided.
Operations
o Security Update: Mr. Smith has made progress on drafting the formal, written
aviation security program.
o Badge Updates: An example of a new badge was shown. As badges expire, new
ones will be issued.
Other
o Lot 7 RFP went out for bid today. Lots 13 and 15 RFPs will go out to bid on June
20, 2023. The height restrictions on the lots were explained.
Commissioner Portik asked if Mr. Smith was obtaining the support of the Glendale Police and
Fire Departments for the Airport security plan. Mr. Smith replied in the positive and said he
will also be working with the City's Emergency Management Coordinator.
7. LUKE AIR FORCE BASE OPERATIONS
Mr. Padilla said there was no report at this time.
8. COMMISSION COMMENTS AND SUGGESTIONS
Chair Zomok noted that the Commission used to receive reports on the budget and financials
and noise complaints. He asked for a quarterly report. Chair Zomok asked for an update on
the previously discussed aircraft display at the Airport entryway. Chair Tolby commented the
Airport was 36th on the list for an aircraft from the agency in Dayton, Ohio and he would
reach out to his contact to see if the Airport moved up on the list.
9. FUTURE AGENDA ITEMS
There were no new future agenda items announced.
10. NEXT MEETING
The next regular meeting of the Aviation Advisory Commission will be held on July 19, 2023
at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801
N. Glen Harbor Blvd., Glendale, Arizona, 85307.
11. ADJOURNMENT
Motion by Commissioner Tolby, second by Chair Zomok, to adjourn the meeting at 6:45 p.m.
