CALL TO ORDER Chair Joyce called the meeting to order at 6:03 p.m. 2. ROLL CALL Present: Bryon Joyce, Chair Paul Marsh, Vice Chair Marc Floyd, Commissioner James Ho, Commissioner Sharyn Nesbitt, Commissioner Tiana Roberts, Commissioner Also Present: Patrick Sage, Transportation Planner Purab Adabala , Transportation Deputy Director Russ Romney, Assistant City Attorney Tony Abbo, City Traffic Engineer Reuben Lopez, Intelligent Transportation System Superintendent Yunpei Zhang, Transportation Planner 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES ACTION BY CTOC: Approval of agenda for the August 3, 2023 Citizens Transportation Oversight Commission, as submitted. APPROVAL OF THE MINUTES ACTION BY CTOC: Approval of the minutes from the July 6, 2023 CTOC meeting of the Citizens Oversight Commission, as written. Motioned by Commissioner Tiana Roberts, seconded by Commissioner Sharyn Nesbitt Commissioner Ho requested a presentation by Mr. Romney regarding clarification of the role of the CTOC. He noted that since the audit was upcoming, it was important to know if the CTOC was fulfilling its role. Mr. Sage said this was on the list of future agenda items. GLENDALE TRAFFIC MANAGEMENT CENTER (TMC) Mr. Lopez provided an overview of the Glendale TMC's operations and capabilities and demonstrated some of the equipment functions. Commissioner Robert's inquired whether the traffic cameras can pan around to see other areas, or are the cameras are fixed. Mr. Lopez responded that staff can change the direction of the cameras, explaining that the cameras have a "pan, tilt and zoom" capability and provided an example. Vice Chair Marsh asked whether the connected signals are also installed at the half -mile collectors streets. Mr. Lopez responded in the affirmative. Commissioner Nesbit inquired as to which agency (Glendale or Phoenix) has responsibility for traffic signals along Camelback Road. Mr. Lopez stated that Glendale owns the traffic signals along Camelback Road from 51st Avenue to 99th Avenue. Mr. Abbo and Mr. Adabala then explained how agency infrastructure responsibilities are generally determined in the region for border streets and intersections like Camelback Road. Commissioner Nesbit inquired whether the Police Department (PD) requests recorded video from the TMC's cameras for their investigations. Mr. Lopez explained that the PD actually has live access to the cameras' functions and recordings and regularly uses that access to view incidents and other activities. Commissioner Roberts inquired whether the fiber network has some sort of redundancy in case the fiber is damaged or otherwise goes down. Mr. Lopez responded that the city's fiber system is designed with a built-in redundant fiber loop to avoid loss of connectivity and access. Commissioner Ho asked about how many Glendale intersection still use an induction loop detection equipment. Mr. Lopez responded that currently about 50% of signalized intersections still have this older equipment. However, it is a priority of the department to implement advanced detection equipment for all the signalized intersections over th next several years. This initiative includes obtaining grant money to purchase the updated equipment. 7. DRAFT 10-YEAR TRANSPORTATION PROGRAM UPDATE FY2024-2033 Mr. Adabala gave a follow-up presentation on the Draft 10-Year Transportation Program FY2024-FY2033, which included information on the following: . Financial Forecast . FY2024 Transportation Budget . 10-Year Transportation Program Summary . Report Modification Commissioner Roberts asked if the Airport was an enterprise fund. Mr. Adabala said the Airport was not yet fully self-sufficient, and is instead between 70% to 80% self -funded at this time. Commissioner Ho inquired as to what would happen with the program after FY2033. Mr. Adabala said the debt payment would be paid down, with revenues keeping pace with expenses. He said that there was a balanced budget ordinance. Mr. Sage noted that the program's financial forecast is updated annually and adjustments are made annually as needed. Vice Chair Marsh said that the City is doing catch-up of on pavement management. Mr. Adabala displayed the report language modifications as requested by the CTOC at the last meeting. He said it was also emailed to the Commissioners for review. Commissioner Roberts said there was another opportunity for staff to speak to the importance of Proposition 400 when presenting the report to Council and get public input, especially regarding the crashes at major intersections in Glendale. Mr Adabala agreed, stating that the G.O. Bond initiative, Glendale's transportation sales tax and the Proposition 400 Extension all need to be coordinated to best provide the best funding scenario to address needed improvements like the subject intersections. Commissioner Ho requested a copy of the 10-Year Plan next year, prior to the budget being approved. Mr Adabala encouraged commissioner to review the current program to prepare for next year, as the vast majority of the program will be the same. He stated that the CTOC can comment at any time. He encouraged the commissioners to share their ideas on the projects. Vice Chair Marsh asked if the projects could be future agenda items at anytime. Mr. Adabala said that was correct. Commissioner Nesbitt announced that she received an email stating that ADOT was seeking input for its draft 2050 Long Range Transportation Plan. Mr. Adabala said all entities have their transportation plans and this was another opportunity to provide input on where transportation dollars would go. Commissioner Roberts said the crashes at major intersections in Glendale were making the newspaper and it would be an issue if not addressed. She said if Proposition 400 was not passed, hard decisions would have to be made. Vice Chair Marsh noted that Proposition 400 affected all of Maricopa County, not only Glendale. ACTION BY CTOC: Approval of the draft 10-Year Transportation Program FY2024-2033 with updated language per the July 6, 2023 and to recommend the report to City Council. DEPUTY DIRECTOR'S REPORT Mr. Adabala's update involved notice of the upcoming public meetings for the Glendale Right-o,-Way Landscape Plan. . July 25th for Yucca District . July 26th for Cactus District . July 27th for Ocotillo District *Tentative plans for September . Barrel District . Sahuaro District . Cholla District 9. COMMISSIONER UPDATES Commissioner Ho announced that he attended the Bond Committee meeting on August 2nd. He said there will be three public meetings on the bond election. The dates were September 19th, September 21st, and September 27th at 6:30 p.m. and the location for each date can be found on the City's website. Vice Chair Marsh announced that he attended a Zoom meeting for ADOT regarding a plan it is creating for rural electric charging locations. He said the state was proceeding to bid out charging locations, however, no specific plan was announced. He relayed the state would like to put charging locations close to major highways. 10. FUTURE AGENDA ITEMS Commissioner Ho requested an agenda item for clarification of the role of CTOC. No additional topic suggestions were made. 11. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission will be held on Thursday, September 7, 2023 at 6:00 p.m., at the regular location 6210 W. Myrtle Ave, Glendale, AZ, 85301. 12.
