GLENDALE, ARIZONA 85301 JUNE 6, 2023 5:30 P.M. 1. CALL TO ORDER The meeting was called to order at 6 :00 p .m . 2 . CITIZEN COMMENTS None 4. Citizen Bond Election Committee Minutes of May 16 , 2023. 5 . PRESENTATION ON THE CITY'S G.O . BOND FUNDED PUBLIC SAFETY AND FACILITIES CAPITAL PROJECTS Presented by : Lev i D . Gibson , Director , Budget and Finance Ms . Woytenko gave a presentation , which included detailed information on the following : Budget Overview • Building Philosophy • Tier 1: Mission Critical • Tier 2 : Business Critical • Tier 3: Support • Industry Stan dard Benchmark • Facility Condition Index (FCI) • FCI : Total Cost of Existing Repairs divided by the Current Replacement Value • Intended Outc omes : Guiding Principles • Public Safety Building FCI Summa ry • FCI Calculation Examples • Project Safety Components : Chief Freeburg presented on the topic . • Diesel Exhaust Removal • Building Zones • A coustics -24 hour sh ifts • Emergency Power • T raining Space • Security • Operational Efficiency • Benefits for the City: Ms . Woytenko and Chief Briggs presented on the topic. • Safer Conditions • Timely Processing of Evidence • Chain of Custody • Enhanced Security • Building Efficiency/ Reduced Maintenance • Sustainability • Fiscally Responsible • Current Public Safety G.O. Bonded Projects • An overview of the projects was provided . • Additional Projects Requiring Authorization -Estimated Cost of $69.5 Million: Chief Freeburg and Chief Briggs presented on the topic. • Police Forensics Lab • All lab work, such as DNA, serology, DUI testing , and toxicology , is currently sent to DPS which can take a long time to process. Having a lab in Glendale will shorten the turnaround time, which will provide quicker closure for victims and speed up prosecut ion. • Potential Fire Station 154 Relocation/ New Fire Station 101 Area • The four-minute polygon / response time map was displayed and explained. • The heat map depicting gaps or relocation opportunities was displayed and explained. • Automatic aid was explained. • Expand Training Capacity and Needs at GRPSTC • Relocate Support Services • Main Public Safety Building Mr. St. John noted that if Glendale had its own forensics lab , criminals would be off the streets faster, which was a benefit to the community . Committee Vice Chair Socaciu asked if the automatic aid between valley cities was fairly even. Chief Freeburg surmised that Glendale was a premier provider because of its resources. He said Glendale provided certain assets that not all other partners had, so Glendale probably provided a little more . Committee Vice Chair Socaciu asked what would happen to Phoenix residents if Fire Station 154 was relocated and if Phoenix would be made aware of the change in order to ensure its own coverage of the area . Chief Freeburg said Phoenix would be aware as there was a Strategic Planning Committee which discusses plans up to ten years in the future. He said Phoenix also does heat maps and planning as well for its stations, which can change as population changes. Committee Member Kiser asked if the proposed Glendale Forensics Lab would be used by Surprise or Peoria . Chief Briggs said initially it would be used for Glendale only and could be looked at in the future for other cities with an IGA, but only if there was capacity . Committee Member Brodnax asked if other cities had their own forensics lab. Chief Briggs said all of the west side cities used DPS. Committee Vice Chair Socaciu asked about the proposed new location for Support Services. Mr. St. John relayed the new location as the Field Operations Campus at 6210 W. Myrtle. Ms . Woytenko relayed details of the new location . Chair Baker inquired if there would still always be police officers dispatched out of downtown Glendale . Chief Briggs said that was correct. 6. EDUCATION AND PUBLIC OUTREACH Presented by : Vicki Rios, Assistant City Manager Presented by : Levi D. Gibson, Director, Budget and Finance Ms. Rios announced that Council approved the resolution calling for the Election and gave a presentation on the following: • Education and Public Outreach Timeline • Public Outreach Community Meeting • Meeting Dates • September 19th , 21st , 27th -2 hours per meeting • Locations • FRAC , Heroes Regional Park Library, Glendale Main Library • Facebook Live • Bond Election Talking Points • On May 26th , Moody's Investor Service has upgraded Glendale's transportation excise tax bonds to A 1 from A2. Moody's maintains an A 1 issuer rating on the City. The outlook is stable. There will be a press release. Committee Vice Chair Socaciu asked if the Electi on Talking Points was allowed to say the bonds will not result in a tax increase. He thought it had to say that the bonds would increase taxes , but because of City policy , it most likely would not. Ms. Rios said the language was approved by the Bond attorney, which is : "These bonds will not result in a tax rate increase: Consistent with prior fiscally responsible practices, the city intends to coordinate the issuance of new bonds with the full repayment of old bonds. Stable property values and continued growth will keep the secondary property tax rate from increasing ." 7 . STAFF REPORT Mr. Gibson noted that the Committee has received presentations on the G.O. Bonds , Streets , and Public Safety . He asked for the Committee's interests in other topics or additional meetings . Committee Vice Chair Socaciu expressed interest in what the public says on the City's website and how the site was being updated in response to the public 's questions and feedback. He would like to be informed on the public feedback before the first outreach meeting . Ms . Rios asked if the Committee would like this information in a report format or presented at a meeting. Chair Baker indicated she preferred a meeting so the Committee Members could discuss or ask questions. Ms . Rios noted that the first public meeting was scheduled in September. Mr. Gibson will reach out to the Committee Members with a few potential dates for the next meeting for scheduling . 8. COMMITTEE COMMENTS AND SUGGESTIONS None. 9.
