1. CALL TO ORDER
Chair Martinez called the meeting to order at 6:00 p.m.
2. ROLL CALL
Chair Martinez conducted roll call.

3. CITIZEN COMMENTS
None.
4. APPROVAL OF THE MINUTES
a. Parks and Recreation Advisory Commission Minutes of May 8, 2023.
Motioned by Vice Chair Helena Johnson Bodine, seconded by Commissioner Kathleen
Roe, to approve the May 8, 2023, Parks and Recreation Advisory Commission Meeting
minutes as written. Motion carried 6 — 0.

5. NEW BUSINESS
a. INFORMATION: COMMISSION REPORTS
Commissioner Nesfield reported that she attended the ribbon cutting at the new splash pad,
which was nice. She said when she went back a few days later, the splash pad was closed.
She said her grandkids started swim lessons at Foothills and they love it.
Mr. Burke explained that the ribbon cutting was on a Monday and the splash pad did not
officially open to the public until about a week later. Commissioner Roe reported that she
also attended the ribbon cutting and it was announced that the event was more of a warm-up.
Chair Martinez reported that he went to the Rose Lane Park Aquatic Center and there were a
lot of people. He plans to visit all of the splash pads in Glendale this summer with his
children.
b. INFORMATION: UPDATE ON THE OPENING OF THREE COMMUNITY CENTERS
Ms. Barriga gave an update on the opening of the three community centers in Glendale,
which included the following information on the Glendale Community Center, Rose Lane
Community Center, and O'Neil Community Center:
. Statistics on enrollment, waitlist, and average daily attendance for week 1.
. Program activities will be consistent throughout the programs and include a variety of
themes.
. Partnership with St. Mary's Food Bank to provide free breakfast and lunch to program
participants and any community youth that stops in to pick up a meal. Anyone under 18
years of age is eligible to participate.
Commissioner Zomok asked for the average age of attendees. Ms. Barriga will follow up with
the information.
Commissioner Roe inquired if a Commission meeting could be held at one of the facilities.
Mr. Burke said it could be a challenge with the children using the center, however, will follow
up on the request. He encouraged the Commissioners to visit the centers.
C. INFORMATION: FY2024 CIP PROJECTS
Ms. Barriga gave an update on the Capital Improvement Projects (CIP) for FY2024.
Mr. Burke explained the ADA Upgrades (Americans with Disabilities Act) project and said a
consultant would conduct a review of the ADA at all of the facilities.
Commissioner Roe asked if the upgrades would include Braille markers. Mr. Burke did not
believe so, but will follow up.
d. INFORMATION: HEAT AWARENESS
Mr. Burke provided information on the Heat Relief Network Respite Centers and Hydration
and Cooling Stations in Glendale. A flyer with locations, dates, and times open was
distributed.
e. ACTION: BONSALL PARK MASTER PLAN UPDATE
Ms. Barriga gave a detailed presentation on the Bonsall Park Master Plan. An aerial design
concept was displayed, which depicted the existing amenities to remain and the new
proposed amenities.
Mr. Burke explained that a public survey was conducted and none of the public responses
indicated that the existing rollerblade/hockey arena and six racquetball courts should remain.
He said those amenities would be removed and commented on the redevelopment of the
volleyball court and new mini -pitch field, which is a small soccer field.
Mr. Burke said the budget was $2.4 million, however, was unsure if the full project could be
done with this budget. He said, if not, staff could ask Council for additional funding or to do
the project in phases. He said staff also put a request to the federal government for grant
consideration for the south end of the park for upgraded lighting and irrigation.
Commissioner Roe asked if a Movie in the Park could be held on the lawn at the park. Mr.
Burke said it was possible.
Chair Martinez asked if there was a picnic or seating area planned. Mr. Burke said it was not
included in the plan as those became gathering areas for criminal activity in the area.
Mr. Burke relayed a potential timeline for the project.
Chair Martinez asked if was more cost-effective for the volleyball court to be concrete. He
asked if sand had been suggested. Mr. Burke said the plan was to replace like for like, and
the existing volleyball court was concrete.
Motioned by Commissioner Kathleen Roe, seconded by Commissioner Bud Zomok, to
recommend approval of the Bonsall Park Master Plan conceptual design as presented by
staff, including an exercise element along the walkway path. Motion carried 6 — 0.

6. STAFF UPDATES
Mr. Burke provided the following staff updates:
. The Sunset Palms Splash Pad Ribbon Cutting was held on May 22nd. A video of the
ribbon cutting was shown.
. July is National Parks and Recreation Month and the proclamation for Glendale will be
held at the City Council Meeting on June 27 th. All Commissioners were invited to
attend the meeting.
7. COMMISSION COMMENTS AND SUGGESTIONS
Chair Martinez announced he planned to visit all of the Glendale splash pads in July and will
report back to the Commission in August.
8. NEXT MEETING
The next regular meeting of the Parks and Recreation Advisory Commission will be held on
August 14, 2023, at 6:00 p.m., at the Glendale Civic Center, located at 5757 W. Glenn Dr.,
Glendale, Arizona, 85301.
9. ADJOURNMENT
Motioned by Commissioner Kathleen Roe, seconded by Vice Chair Helena Johnson
Bodine, to adjourn the meeting at 6:42 p.m. Motion carried 6 — 0.
