PROCLAMATIONS AND AWARDS
2. PROCLAMATION FOR PARKS AND RECREATION MONTH: JULY 2023
Presented by: Mayor Jerry P. Weiers
Mayor Weiers proclaimed July as Parks and Recreation Month in Glendale. The proclamation
was accepted by Parks and Recreation Director Jim Burke, Parks and Recreation staff and
members of the Parks and Recreation Advisory Commission.
Mayor Weiers recognized three Arizona State Legislators with plaques of appreciation.
Representative Kevin Payne, Legislative District 27, assisted the City in conserving water by
securing $810,000 to be used for xeriscape and smart irrigation sprinkler systems throughout
the City.
Representative Leezah Sun, Legislative District 22, assisted the City in acquiring $3.2 million
to help fund the future Veterans Village to be located in Glendale.
Senator Anthony Kern, Legislative District 27, led the effort in acquiring the $3.2 million for the
Veterans Village.

11. APPROVAL OF THE FINAL FOUR LOCAL ORGANIZING COMMITTEE AGREEMENT
Presented by: Brent Stoddard, Deputy City Manager
Mr. Stoddard said the City successfully hosted the 2017 NCAA Men's Final Four Tournament
at State Farm Stadium. The two-session event brought in 153,780 attendees, which was the
second-highest total in Final Four history. Final Four visitors stayed an average of 4.16 nights
and spent an average of$487.19 per day. At that time, it was the largest single non-Super
Bowl event impact in Arizona history. The NCAA and the Host Committee distributed grants to
Arizona non-profit organizations and organized numerous community projects.At Glendale
Heroes Regional Park, two existing basketball courts were renovated and resurfaced.
Mr. Stoddard said, in 2018, Arizona was awarded the NCAA Men's Final in 2024. The two
semi-final games would be held on Saturday, April 6, 2024, and the championship game on
Monday, April 8, 2024, at State Farm Stadium. The Phoenix Local Organizing Committee
(PLOC), a private, non-profit Arizona corporation, was responsible for driving the state's
efforts for the 2024 NCAA Men's Final Four and served as the official liaison between the
NCAA and all regional efforts. The proposed agreement totaled $500,000 and would be paid
in the current fiscal year utilizing budgetary saving from the Super Bowl Mega Event Fund.

Mr. Stoddard said the supporter benefits included:
•Supporter Privileges -The City would be included in the Committee's website and social
media posts (e.g., Facebook, Twitter, Instagram, etc.).
•CEO Forum -As an official supporter, the City would be able to drive future economic
vitality by participating in the Arizona CEO Forum.
• Events &Venues -The NCAA Final Four was a week-long experience that resulted in
events throughout the state. Local businesses could take advantage of the events and
be able to generate additional revenue by contracting to provide the needed goods and
services. The Host Committee would also recommend using Glendale bars and
restaurants as potential sites for third-party private events.
• Business Connect-The Business Connect Program would be an official initiative to
create network, education, and business opportunities for certified minority, women,
veterans, and LGBTQ-owned businesses for the Final Four.
• Read to the Final Four-The NCAA and Host Committee would engage Arizona youth
and leave a lasting, positive impact on students through education and friendly reading
competitions.
• Hospitality -As an official supporter, the City would be invited to attend the official NCAA
and Host Committee events.
Mr. Stoddard said participating as an official supporter of the Local Organizing Host
Committee would allow the City to take full advantage of the opportunities related to
enhancing its economy, attracting visitors, increasing commerce, and allowing local
businesses to take advantage of the major event.

A motion was made by Councilmember Ray Malnar, seconded by Vice Mayor Joyce
Clark to adopt Resolution No. R23-48.
Councilmember Tolmachoff understood the recommendation to change the Fund Balance
Policy from twenty five percent of operating revenues to twenty five percent of ongoing
expenditures, but it would reduce the fund balance by approximately$20 million. She
would be voting no.

Ms. Moreno said the action would allow the City to receive $7,211,000 from Maricopa County
in support of four affordable housing developments that represented approximately 800 units.
It was a significant partnership that was investing in the City. Council had demonstrated a
comprehensive commitment to affordable housing. Affordable housing was a critical
component of homelessness prevention.
Councilmember Tolmachoff said it was important to highlight the good work occurring in the
Community Services Department. The City was making progress. The Homeless
Point-in-Time Count had decreased by 58% in one year.

Ms. Chapin said Streamliner Aldea, LLC was proposing to construct a multi-family
development in the City of Phoenix located in the general vicinity of 99th Avenue and Bethany
Home Road. Due to the proximity to the Glendale Municipal Airport, the developer had agreed
to the easement.
Mayor Weiers asked if the purpose was to prevent residents from making noise complaints
regarding the airport.
Ms. Chapin said that was the goal.

airport operations.
Mayor Weiers said it protected the City from people moving into the development, directly
under the flightpath of the airport, and then complaining about pilots landing and taking off.
Ms. Chapin said that was correct.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama said Christmas in July in historic downtown Glendale and Catlin Court was
taking place on July 8th starting at 10:00 a.m.
Councilmember Hugh said his office had sponsored a free family swim day at Rose Lane Pool last
Saturday. He thanked the Parks and Recreation Department, Banner Health and the Glendale Fire
Department for participating. It was a wonderful event.
Councilmember Malnar said Council would be taking a break in July but his office would remain open.
He said there were lots and lots of summer activities in Glendale that residents could take advantage
of.
Councilmember Tolmachoff reminded Council that any personal attacks against fellow members of
Council, board or commission members, members of the public or City staff, violated Council's Code of
Conduct and the Code of Ethics. It embarrassed the City and the residents, and it should not happen.
Councilmember Turner thanked Councilmember Tolmachoff for the reminder and hoped it would be
taken to heart.
Councilmember Turner thanked Barrel resident Barbara Corzine for reminding him that the Glendale
Adult Center was celebrating its 20 th anniversary in July. It was a great facility with all kinds of

activities and equipment for residents.
Vice Mayor Clark said, as previously mentioned, Council offices would be open during Council's July
break.
Mayor Weiers said Westgate would be providing a free 4th of July fireworks display. He reminded
residents that fireworks that went up into the air, unless it was a commercial display, were not legal. If
someone was launching illegal fireworks, residents should not hesitate to report it to the Police
Department.
CITIZEN COMMENTS
Jamie Kelly, Sahuaro District resident, commented on Planned Parenthood.
Barbara rayes-Barnett, Yucca District resident, commented on Planned Parenthood.
James Deibler, Phoenix resident, commented on a Harkins Theater in downtown Glendale.
Rory Goree, Ocotillo District resident, thanked Councilmember Aldama for his support of Glendale
Glitters and the residents of the Ocotillo District.
