A Special Meeting of the Board of Directors of The Industrial Development Authority of the City of Glendale, Arizona (the
"Authority") was duly called and held at 4:00 p.m. on Thursday, October 19, 2022, in Conference Room 2A, Glendale City Hall,
5850 West Glendale A venue, Glendale, Arizona.

Layla Maroufkani, Program Director for Helping Hands for Single Moms
Kathleen Nunez, Student funded with scholarships provided by the Authority
3.CALL TO THE PUBLIC
APPROVAL OF THE MINUTES OF THE BOARD ON JUNE 16, 2022
The minutes of the Special Meeting of the Board of Directors of the Authority held on June 16, 2022, were
presented to the meeting and reviewed and discussed. Upon a motion made by Mr. Charles and seconded by Mr.
Catledge, the reading of the minutes was waived and the minutes were approved and adopted by unanimous vote.
5.FINANCIAL REPORT
Next, Mr. Charles, as Treasurer of the Authority, gave a financial report as of October 19, 2022, which noted that
the Authority had aggregate funds of$192,275.39. Thereafter, by acclimation, the financial report was accepted as
presented, a copy of which is included in the records of the Authority.
6.PAYMENT OF INVOICES
Next, Mr. Holmes noted there was an invoice from Clark Hill in the amount of $1,975.00. Thereafter, upon a
motion made by Mr. Catledge and seconded by Mr. Charles, the Board unanimously approved payment of this
invoice.
7.REPORT BY REPRESENTATIVES OF HELPING HANDS FOR SINGLE MOMS
8.DISCUSSION AND ACTION AS DETERMINED REGARDING A GRANT OF AUTHORITY FUNDS TO PROVIDE
SCHOLARSHIP ASSISTANCE TO STUDENTS PARTICIPATING IN THE HELPING HANDS FOR SINGLE
MOMS PROGRAM AND/OR FOR SUCH OTHER ENTITIES AND PURPOSES AS THE BOARD SHALL
DETERMINE
Mr. Holmes advised that the next item on the Agenda was for the representatives of Helping Hands for Single
Moms to give a report.
Mr. Holmes called upon Mr. Coffman and Ms. Maroufkani to review for the Board the scholarship program and the
manner in which the past year's funding had been applied and expended by Helping Hands for Single Moms. They
discussed the Helping Hands program and distributed to the Board information regarding the recipients of the
Glendale IDA scholarships and general information regarding the Helping Hands program ( copies of these
materials to be included in the permanent records of the Authority). Mr. Coffman and Ms. Maroufkani also
discussed the new shared housing program that had been started. Ms. Nunez then discussed with the Board her
background and time as a student working on her nursing degree at Aspen University and advised the Board as to
the important role Helping Hands for Single Moms had in her life.
9.DISCUSSION AND ACTION AS DETERMINED REGARDING A GRANT OF AUTHORITY FUNDS FOR OTHER
ENTITIES OR PURPOSES AS THE BOARD OF THE AUTHORITY SHALL DETERMINE
Mr. Holmes then advised that the next items on the Agenda were to discuss and determine whether and if so to
what extent the Board proposed that the Authority fund scholarships to Helping Hands for Single Moms and Mr.
Holmes proposed a one time grant of $5,000 to the Arizona Humane Society for its use in the City of Glendale. Mr.
Catledge asked that these two items be considered together, for discussion purposes and Mr. Holmes agreed.
Mr. Holmes advised that the Authority had a substantial amount of unallocated funds and could reasonably expect
additional funds as time went on.
Discussion then followed regarding the funding requests for the Helping Hands organization (it being noted this
organization was requesting a $20,000 grant to assist 6 single moms with their college education and with $2,000
of funding to go for general overhead for Helping Hands). In addition, the Directors discussed the one-time funding
proposal of $5,000 to the Arizona Humane Society for its work in the City of Glendale.
After discussion and upon a motion made by Mr. Catledge and seconded by Mr. Charles, the Board unanimously
approved the following grants.
1. $20,000 to Helping Hands for Single Moms to fund six $3000 scholarships to be awarded to single moms
residing in Glendale, Arizona to assist them in continuing their education and with the amount of $2000 to be
allocated for the payment of general overhead for Helping Hands for Single Moms.
2. $5,000 as a one-time grant to the Arizona Humane Society for its work in the City of Glendale.

There being no further business, the meeting was adjourned at 4:45 p.m.
The Industrial Development Authority meeting minutes of October 19, 2022 were submitted and approved this 20th day of June,
2023.
