APPROVAL OF THE AGENDA -WITHDRAWALS AND CONTINUANCES ACTION BY CTOC: Approval of agenda for the June 1, 2023 Citizens Transportation Oversight Commission (CTOC) meeting, as submitted. APPROVAL OF THE MINUTES ACTION BY CTOC: Approval of the minutes from the May 4, 2023 CTOC meeting of the Citizens Transportation Oversight Commission, with the change noting Commissioner Tiana Roberts and Commissioner James Ho abstained from the vote on approval of the January 5, 2023 CTOC meeting minutes. AYE: Chair Bryon Joyce Vice Chair Paul Marsh Commissioner Marc Floyd Commissioner James Ho Commissioner Tiana Roberts Other: Commissioner Sharon Nesbitt(ABSTAIN) Commissioner Patrick Lowry (ABSENT) Passed 5. CITIZEN COMMENTS Three members of the public attended the meeting and had the opportunity to address the commission. No citizen comments were provided. 6. PROPOSITION 400 EXTENSION Mr. Lee gave a presentation on the Proposition 400 Extension, which included information on the following: • Brief summary of Proposition 400 and major regional investments proposed. •2004 Proposition 400 Election results by precinct, in Maricopa County •Proposition 400 Extension Planning Summary •City of Glendale: Freeway and Highway Projects, Arterial Priorities, Competitive Programs • Proposition 400 Extension Potential Transit Programs •City of Glendale Transit Funding Priorities 7. PAVEMENT MANAGEMENT&RECONSTRUCTION PROGRAM UPDATE Mr. Gurrola updated the commission on the following: • FY2023 Pavement Management (PMP)Activity •$13.47M of the $13.53M budget spent, encumbered, or pending invoices • Primarily all sealcoat and slurry seal treatments •Approximately 119 miles Mr. Gurrola explained a new Pavement Condition Index(PCI) survey has been conducted. Commissioner Roberts asked if staff looked into the heat mitigation coating for streets, as used by the City of Phoenix. Mr. Gurrola said the coating was a cool seal treatment that the City of Phoenix is selectively applying and assessing, in partnership with ASU. He said staff was aware of the cool seal and was awaiting results from the use of the material in Phoenix. Mr. Adabala staff was also looking at other new technologies, as well. Commissioner Ho asked if the budget for the PMP was keeping up with inflation. Mr. Adabala explained how the budget was adequate to cover inflationary cost estimates. 8. GLENDALE GENERAL OBLIGATION BOND Mr. Adabala gave a presentation on General Obligation (G.O.) Bonds, which included the following: •Overview of G.O. Bonds • Property Tax and Debt Management Policy proposed to pay back the bonds •Secondary property tax history •G.O. Debt Service Capacity Commissioner Ho distributed information on the City's remaining bond authority and the Timeline for the 2023 Special Election. He asked for an explanation of the 'for and against' letter. Mr. Adabala explained the letters and noted they would be included in the ballot. Commissioner Roberts asked if the Commissioners could write a letter in support. Mr. Adabala said the Commissioners could write letters as private citizens. Mr. Adabala and Mr. Romney will follow up to see if the Commission as a whole could submit a letter. Commissioner Floyd said last year he expressed concern regarding the transparency of the budgets and if the funds were being utilized as intended. He said it was important to know if the City was being overcharged for labor or materials and stressed the importance of oversight for the public to feel comfortable. Commissioner Ho inquired about a project list for the$82 million. Mr. Adabala explained the process of identification and how cost estimates were arrived for projects currently in design and those scheduled further out. Mr. Adabala presented information on the City's Streets G.O. Bond-Funded Capital Projects, which included information on the following: • Elements of a CIP • Pavement Management Program •Arterial Reconstruction Program •G.O. Bond Funded Streets Capital Projects •2020 G.O. Bond Election Chair Joyce inquired about the City's due diligence with vendors and various costs for materials for different street treatments. Mr. Adabala said the costs for various treatments can be provided to the Commission. Mr. Romney said most or almost all of the roadwork over $50,000 was constrained by state statute, specifically Title 34, and there was a great deal of oversight. Mr. Romney offered to provide a future presentation on the budget, bids, and vendor selection process. Chair Joyce mentioned the need for transparency and said the majority of the public only knew the total project costs, not the details. Mr. Adabala indicated public outreach was conducted for the last bond election and the City will is developing outreach methods for this election. Commissioner Ho asked what level of PCI could be achieved with the proposed bond of$82 million. Mr. Adabala said the number would change due to the new 2023 survey, however, based on the 2020 survey, a PCI of between 65 and 73 could be achieved. Commissioner Roberts noted there were seven intersection projects that the audit report indicated had not been done. Mr. Adabala relayed reasons why projects may have not been implemented. Commissioner Ho asked if the new PCI survey would be completed in time to have a list of projects for the November election. Mr. Adabala estimated the updated list of projects should be available in the next two to three months. Commissioner Ho asked if this would be enough time to relay the information to the public and obtain its support. Mr. Adabala indicated the list would always need to be updated because the PCI survey will be done every three years. Commissioner Roberts commented that Council could still change the priority, even with a dedicated project list. Mr. Adabala concurred. 9. DRAFT 10-YEAR TRANSPORTATION PROGRAM FY2024-2033 Ms. Garcia Ramirez provided a presentation on the Draft 10-Year Transportation Program FY2024-FY2033, which included information on the following: •Financial Forecast •FY2024 Transportation Tentative Budget •Operating Budget •Capital Improvement Program • 10-Year Transportation Program Summary •Program Revenue versus Expense Commissioner Roberts asked if the 5% average for inflation for years two to ten was low. Mr. Adabala indicated it was a placeholder and an average for years two through ten. Vice Chair Marsh relayed the figure was provided from the Finance Department. Commissioner Ho inquired about the drop in fund balance over time. Mr. Adabala explained this was due to the light rail project that was cancelled. Commissioner Ho asked if the CTOC receives a presentation on budget supplementals. Ms. Garcia Ramirez replied the positive. Vice Chair Marsh commented on the minimal local match for bike projects in FY2024. Commissioner Ho asked if the CTOC could recommend an increased match in the budget for bicycle and pedestrian projects. Mr. Adabala replied in the positive. 10. ARIZONA BICYCLING SUMMIT 2023 Commissioner Roberts recommended tabling this agenda item to the next CTOC meeting. No commissioners opposed the recommendation and the item was tabled for a later meeting. 11. DEPUTY DIRECTOR'S REPORT Mr. Adabala gave an update on the following: • Right-of-Way Landscaping Plan •Arizona Legislature Funding •Water Conservation Grant Fund (WCGF) •Veterans Community Projects .Grand Avenue and 63rd Avenue •Surplus land owned by city 12. COMMISSION AND STAFF UPDATES Vice Chair Marsh reported that Mayor Weiers will conduct his State of the City presentation on Friday evening, June 8th at Westgate and encouraged all to attend. 13. FUTURE AGENDA ITEMS Commissioner Roberts requested a presentation that reviews the findings from the last GO Program Triennial Audit and describes the actions taken by the City to address those items. Commissioner Roberts also requested an overview on bicycle planning in the City. Commissioner Ho requested information on the Title 34 procurement process. 14. NEXT MEETING Discussion was held regarding possibly vacating the July 6th CTOC meeting due to the July 4th holiday. The majority of commissioners indicated they will be available to attend the July 6th meeting. The next regular meeting of the Citizens Transportation Oversight Commission will be held on Thursday, July 6, 2023 at 6:00 p.m. 15.
