GLEN HARBOR BLVD. GLENDALE, ARIZONA 85307 AIRPORT CONFERENCE ROOM MARCH 15, 2023 6:00 P.M. 1. CALL TO ORDER The meeting was called to order at 6:02 p.m. 2. ROLL CALL Present: Commissioner James Carneal Commissioner Bill Eikost Commissioner Michael Portik Commissioner Quentin Tolby Absent: Chair Bud Zomok Chair Larry Rovey Vice Chair Terry Aramian Also Present: Matt Smith, Airport Administrator Julie Patterson, Management Assistant Attendees: Scott Dalgliesh, Glendale Hangars Management 3. CITIZEN COMMENTS There were no comments. 4. APPROVAL OF THE MINUTES Aviation Advisory Commission Minutes of December 21, 2022. Motion by Commissioner Eikost, second by Commissioner Portik, to approve the December 21, 2022, Aviation Advisory Commission meeting minutes as written. The motion carried 4—0. 5. AIRPORT BUSINESS Mr. Smith announced Vice Chair Aramian was resigning from the Board due to health reasons. Mr. Smith said he will pursue the process of finding a replacement Commissioner. 6. STAFF REPORTS Mr. Smith gave a report, which included information on the following: Post Super Bowl Report •The Super Bowl went well. The internal numbers from the FAA appeared low. Mr. Smith requested the FAA review the initial numbers provided. Drone Council Item of Special Interest (CIOSI)Memo •A resident annoyed by a Walmart delivery drone contacted a television network regarding the matter. A Council member asked for a CIOSI regarding rules and regulations for drones. Mr. Smith prepared a memo for Council. He explained there were FAA and state laws. He said if a citizen believed a law was broken regarding drones, they should call the FAA or the Police Department. Upcoming Events •The Taylor Swift concert will be held on March 17th and 18th in Glendale. Ms. Swift will be using Glendale Aero Services for her FBO. •The taxiway construction project is complete. The paperwork to close out the grant will be filed. •There will be a meeting in late April with Kaufman and Associates regarding the East Side Development Plan. The target date for completion of the plan is October 2023. The plan will go to Council for approval, and if approved, onto the Department of Economic Development for implementation. •South Apron Phase 1: Design is 95% complete. It is expected the project will go to bid in April, with bids to be received by May 1st. This phase is ADOT funded. •South Apron Phase 2: Design is 95% complete. This phase is FAA funded. •Airport ACIP: A letter will be issued by ADOT and the FAA and a meeting will be held in June or July to finalize the projects. Commissioner Tolby asked if the drone flight showed up in the tracking system, noting every flight should be documented. Mr. Smith said the flight was documented under Part 107. Commissioner Tolby asked if there was a violation. Mr. Smith said there was no violation, but the resident was annoyed. Commissioner Eikost asked if the Council members could be provided with information on who to call or how to report and incident in their newsletters. Mr. Smith relayed he provided Council with the appropriate phone number for people to call to report incidents. 7. LUKE AIR FORCE BASE OPERATIONS No report, as the Luke Air Force Base representative was not present. 8. COMMISSION COMMENTS AND SUGGESTIONS None. 9. FUTURE AGENDA ITEMS No additional topics were suggested. 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission will be held on April 19, 2023 at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11.
