GLENDALE AVE. GLENDALE, ARIZONA 85301 APRIL 20, 2023 5:30P.M. 1. CALL TO ORDER Chair Baker called the meeting to order at 5:31 p.m. 2. ROLL CALL Roll Call was taken. Present: Lisa Baker, Chair Leslee Miele, Vice Chair Kirstin Flores, Committee Member David Giles, Committee Member Theodora Hackenberg, Committee Member Brandon Hiller, Committee Member Moises Gallegos, Committee Member Carlos Vargas, Committee Member Absent: Kelly Carbello, Committee Member Also Present: Matthew Hess, Community Revitalization Administrator Yolanda Poole, Administrative Support Specialist 3. CITIZEN COMMENTS No comments were received via email or voicemail. 4. APPROVAL OF THE MINUTES Motion by Committee-member Giles, second by Committee-member Hiller, to approve the March 16, 2023 minutes of the Community Development Advisory Committee as written. The motion carried 8—0. a. Community Development Advisory Committee Minutes of March 16, 2023. 5. OLD BUSINESS None. 6. NEW BUSINESS a. Public Hearing #2 - FY 2023-24 Annual Action Plan And FY 2022-23 Substantial Action Plan Amendment. Mr. Hess called the Public Hearing to order for public comment at 5:33 p.m. Mr. Hess said the purpose of the hearing was to solicit public comment and discussion on the City of Glendale FY2023-24 HUD Annual Action Plan and to discuss the FY2022-23 Substantial Action Plan Amendment and prior year funding, as previously discussed at City Council and CDAC. He shared the timeline and process for the Public Hearings. Mr. Hess announced City Council gave consensus direction to move forward with the CDAC's recommendations for CDBG, HOME, and ESG funding for FY2023-24, without any changes. Mr. Hess provided financial details on the FY2022-23 and prior years'Annual Action Plan Substantial Amendment. Mr. Gallegos inquired about the new success coach positions. Mr. Hess said the success coaching was not part of this agenda topic. Mr. Hess said the funds included in next year's plan and the plan amendment were not slated for those positions. Mr. Hess said the funding was previously approved and there was some CDBG funding and HOME ARPA funds slated for those positions. There were no public comments. Mr. Hess closed the Public Hearing for public comment at 5:42 p.m. 7. DIRECTOR'S REPORT Mr. Hess announced the following: •The City will receive an award totaling $771,000, as ARPA funds provided to the City to operate heat relief respite centers, which will start operating on May 1, 2023. This is considered under the umbrella of homeless assistance. Council approved the award on May 11, 2023. Three centers, possibly a fourth, will operate through the end of September and possibly a few weeks longer, depending on the weather. This is a partnership with the Arizona Faith Network and Phoenix Rescue Mission. •The City will soon receive additional APRA funding from the county, of approximately $7.2 million to cover affordable housing funding gaps for an estimated additional 720 units. 8. COMMITTEE MEMBER COMMENTS AND SUGGESTIONS Committee-member Gallegos asked if the respite centers were new for the City. Mr. Hess said that was correct. Committee-member Gallegos complimented the model and said it was a positive and constructive way of moving forward. Vice Chair Miele asked how food would be distributed at the respite centers. Mr. Hess said the centers, run by the faith-based networks, will purchase the food and the City will reimburse the centers. Vice Chair Miele asked if the services at the centers were connected with the Master Services Agreement. Mr. Hess said it was not in a formal contractual manner, however, Phoenix Rescue Mission was a partner in the Master Services Agreement. Committee-member Vargas asked if there was a process to secure the funds and if so, could staff let other departments know how to secure funds as well. Mr. Hess explained these funds were through the county and earmarked for specific services. Committee-member Vargas asked how staff found funding opportunities and if other departments could follow suit. Mr. Hess said the ARPA funds were one-time funds and explained how his department worked with the county in regards to these funding opportunities. Committee-member Flores commented on a recent lawsuit in Phoenix regarding clean up of the `Zone' in Phoenix. She said that the Mayor of Phoenix said she was going to reach out to other valley cities and asked if Mayor Gallego reached out to Glendale for help. Mr. Hess said he was aware of the matter, but did not know if Mayor Gallego contacted Glendale. 9. NEXT MEETING The next regular meeting of the Community Development Advisory Committee will be held on May 18, 2023, at 5:30 p.m., in conference room B-3 of the Municipal Office Complex, located at 5850 W. Glendale Ave., Glendale, Arizona, 85301, or other location to be determined: 10. ADJOURNMENT Motion by Committee-member Flores second by Committee-member Giles, to adjourn the meeting at 5:58 p.m. Motion carried 8—0.
