POSTING OF COLORS PLEDGE OF ALLEGIANCE Mr. Bailey requested a point of order regarding item 24. Vice Mayor Clark said item 24 would be taken out of order to consider a request for a motion to continue. Councilmember Malnar requested a point of personal privilege for the presentation of a proclamation. He requested Police Chief Chris Briggs, Arizona State Senator Anthony Kern and Glendale Police Officer Greg Mills to come forward for the presentation. Chief Briggs presented the proclamation from Senator Kern to Officer Mills for Officer Mills' dedication to assisting the homeless in the City of Glendale. RESOLUTION NO. Ms. Bower read Ordinance No. 023-10 and Ordinance No. 023-11 by title. Vice Mayor Clark opened the public hearing. Ms. Perry said the request was for annexation and rezoning of the property. The current County zoning was RU-43 and the proposed zoning was PAD (Planned Area Development) with amended M-1 (Light Industrial) development standards. The applicant was requesting that the maximum height be increased from 30 feet to 70 feet. There would be access off of Cotton Lane and Bethany Home Road. The Planning Commission had recommended approval of the rezoning request with a stipulation. Councilmember Tolmachoff asked about the annexation map. Ms. Perry said the annexation map had been included. There was no one who wished to speak on the matter. Vice Mayor Clark closed the public hearing. Councilmember Aldama asked why the item was being continued. Mr. Bailey said there was a need for more time to address outstanding issues regarding neighborhood concerns, and that was the reason for the continuance. Ms. Perry said the request was to amend an existing PAD entitled Desert River II to include additional land uses, and modifications to existing regulations. Modifications included amendments to allow for self -storage facilities and to reduce the parking space requirement. It would also allow senior and active adult living facilities, indoor new and used auto dealerships and an enclosed auto service center. The Planning Commission forwarded a recommendation for approval with 3 stipulations. Vice Mayor Clark was disappointed in the storage facility, the auto service center and the car sales facility. The developer could have had much better tenants. No one wished to speak on the matter. Vice Mayor Clark closed the public hearing. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Ian Hugh to adopt Ordinance No. 023-13. Councilmember Aldama said the tenants were relevant to the area. Storage would be needed because of the multi -family units and the automotive uses were also a good fit. RESOLUTION NO. R23-32 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING ACCEPTANCE AND EXPENDITURE OF THE VISIT ARIZONA INITIATIVE (VAI) MARKETING GRANT PROGRAM AWARD FROM THE ARIZONA OFFICE OF TOURISM, IN THE APPROXIMATE AMOUNT OF $249,270 FOR THE VISIT GLENDALE PROJECT ON BEHALF OF THE GLENDALE CONVENTION AND VISITORS' BUREAU. Presented by: Christian Green, Economic Development Officer Ms. Bower read the resolution by title. Mr. Green said the purpose of the Visit Arizona Initiative Grant Program was to provide recovery assistance to the state's tourism industry in the aftermath of the COVID pandemic. There was a 20% matching funds requirement in the amount of $49,854. Funding was available in the Convention & Visitors Bureau's budget. Funds must be used by September 16, 2023. A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember Bart Turner to adopt Resolution No. R23-32. There was a meeting of West Valley cities regarding the issue. It was a problem and action would be taken. Councilmember Tolmachoff said the Cholla District Barbeque would take place on Thursday, April 27th at the Foothills Recreation and Aquatics Center at 5:30 p.m. Vice Mayor Clark said an article in the Business Journal had identified the hottest zip codes for home sales, which included Glendale zip codes 85307, 85306, and 85303. CITIZEN COMMENTS James Deibler, Phoenix resident, commented on homelessness issues. Christine Grimm, Barrel District resident, commented on the addition of fluoride to the City's water.
