Chair Sund called the meeting to order at 6:00 p.m.

5. CITIZEN COMMENTS
Mr. Sage reported that there no citizens were present to provide comments.
6. TRANSIT UPDATES
Mr. Link gave a presentation on the following transit projects and programs:
. Microtransit City -Wide Project
. Phase I pilot project recap
. Main objectives for the Phase II project
. Status of Phase II project
. Bus Stop Advertising Program
. Advertising kiosks/panels & wraps
Vice Chair Marsh commented that the senior population is not as tech -savvy as other
populations regarding the Glendale Onboard smartphone app that can be used for scheduling
trips. Mr. Link understood and relayed that scheduling by telephone remains available.
Commissioner Joyce asked about promotions for Glendale One targeting out-of-town visitors
for the Super Bowl. Mr. Link said there were promotions on buses and the City's website. Mr.
Sage suggested placing promotional material in hotel lobbies.
Chair Sund inquired about revenues for the bus stop advertising. Mr. Link replied that the City
receives 60% of the revenue generated by the advertising. He cited a goal of $25,000 to
$30,000 annually with the current 26 locations and noted revenue would increase with more
locations.
Commissioner Sprague inquired as to the reason for the decrease in ridership from 2014-15
to present. Mr. Link stated that rideshare companies have cut into some ridership. Mr. Link
relayed this was not just an issue in Glendale. It is an issue regionally and nationally. Mr. Link
is optimistic that the Glendale One service using the smartphone app will attract new riders.
7. GLENDALE 2023 RAISE GRANT APPLICATION
Mr. Sage provided a brief overview of the federal Rebuilding American Infrastructure with
Sustainability and Equity (RAISE) grant program and Glendale's project for FY2023 round of
applications. Vice Chair Marsh asked if the project elements located in the downtown
Glendale area were part of the renovations considered by the study group for downtown
renovations. Mr. Sage said the project would dovetail nicely into any other downtown project
and staff will coordinate with other city departments if grant monies are awarded. Vice Chair
Marsh inquired if some downtown renovation group could assist with the funding match. Mr.
Sage indicated this could be part of the conversation.
Commissioner Joyce inquired if the sidewalk ramps will all be new construction or a
modification to the existing ramps. Mr. Sage replied that some locations will require new
ramps and others would be modifications to the existing ramps.
ACTION BY CTOC: Motion to support the FY2023 RAISE grant application for the Central
Glendale Infrastructure Improvements Project.

8. FY2022 GLENDALE ONBOARD (GO) PROGRAM ANNUAL REPORT - DRAFT
Ms. Zhang presented the draft FY2022 Glendale Onboard Program Annual Report, which
included the following information:
. Proposition 402: Background and Projects
. GO Program and the role of CTOC
. FY2020-21 financial summary of the GO Program, including revenues and expenditures
. Updates on active GO Program funded projects
ACTION BY CTOC: Approval of the draft FY2022 Glendale Onboard Program Annual Report
as presented and to recommend the report to City Council.

Mr. Adabala gave an update on the following:

10. COMMISSIONER UPDATES
Chair Sund expressed his appreciation for the opportunity to serve on the CTOC as a
commissioner and the Chair. He hopes his role and efforts have brought a positive difference
to the citizens of Glendale as it pertains to transportation issues. Mr. Sage said that Chair
Sund was a very thoughtful and dependable Chair and appreciated his service. Vice Chair
Marsh suggested that after a six-month absence Chair Sund could apply to be on the
Commission again. Mr. Sage concurred and said this was certainly encouraged.
11. FUTURE AGENDA ITEMS
Vice Chair Marsh requested an item on the upcoming expiration of the Proposition 400
Maricopa County transportation sales tax.
Commissioner Joyce asked if the Commission could have a follow-up on upcoming
bond -funded road projects and how the City would mitigate the impacts of inflation.
Commissioner Sprague asked if staff would consider sending out a survey to paratransit
users to find out the reason for the decline in ridership. Mr. Sage will follow up with Mr. Link
and provide information at an upcoming meeting.
12. NEXT MEETING
The next regular meeting of the Citizens Transportation Oversight Commission will be held on
February 2, 2023 at 6:00 p.m.

Vice Chair Marsh adjourned the meeting at 7:33 p.m.
