Bower, City Clerk Councilmember Aldama joined the meeting telephonically at 12:39 p.m. WORKSHOP SESSION The item was removed from the agenda. 2. COUNCIL ITEM OF SPECIAL INTEREST ADMINISTRATIVE POLICY UPDATE Presented by: Brent Stoddard, Deputy City Manager Ms. Bower read the item by title. Mr. Stoddard presented the administrative policy on the process for Council Items of Special Interest. Councilmember Turner asked if a step was missing between step 2 and step 3 where an item was vetoed by the City Manager's Office. He had yet to receive a memo regarding his item of interest for an amphitheater business plan and had only received two responses from Mr. Phelps indicating that it was not possible. Mr. Phelps had not vetoed any requests. It was not possible to provide a business plan for a free concert series. Councilmember Turner said nonprofits had business plans and it should be something that could be done. The process did not indicate that the City Manager could refuse the request. Mr. Phelps said Council adopted the budget for special events and in the Downtown Campus Reinvestment Project (DCRP) there was a placeholder for amphitheater improvements. Staff could provide the memos for those items but there was not a business plan for an event that would be free to the public. City Council Meeting Minutes - April 11, 2023 Page 2 of 6 Councilmember Turner said his request was not a public records request that was denied because it did not exist. The process should be followed for the item of special interest. Councilmember Clark was not interested in the chart or how the process worked. She would prefer a timeframe for follow up. Councilmember Malnar appreciated the time staff had taken to produce the information requested. Councilmember Hughes did not fault the City Manager for not having a business plan. He asked if other cities' councilmembers had opportunities to make special requests of staff. Mr. Stoddard said Glendale was one of a handful that had CIOSI as a standing item. Mayor Weiers agreed with Mr. Phelps that there was not a way to create a business plan on something for which the City did not turn a profit. Councilmember Aldama reminded Council that the item was not about a business plan. The purpose of the presentation was to provide an outline for the process on how to address the items of interest. Councilmember Turner said a business plan did not need to show a profit but agreed his comment was not about the process. It served as an example of a step missing in the process. Vice Mayor Clark did not support the policy presented. She would rather see two adopted timeframes, clean and simple. Councilmember Malnar preferred a simplified process. He recognized the amount of time items of special interest took away from staff and their everyday jobs serving the public. Mayor Weiers suggested the first step in the process be a text or email to the City Manager asking for further information on a topic. Mr. Phelps said the question came up because in the past items were not being addressed. The process was developed to address the concern. It was a framework for his office to manage requests made by Council. Councilmember Aldama said the process helped staff understand and better manage requests and the process outlined was already being followed. Councilmember Clark said bringing the items forward was not a waste of time and typically was a response to a resident request. Mr. Phelps said Council had the right of inquiry in any form it felt comfortable with. Mayor Weiers said it would be nice to just ask the question as the first step. Councilmember Turner supported having a policy, the revisions made to the policy and the policy being used. Mayor Weiers confirmed consensus on what was presented. DOWNTOWN CAMPUS REINVESTMENT PROJECT UPDATE - COMMUNITY MEETINGS Presented by: Eddie Garcia, Principal Architect Diane Jacobs, Holly Street Studio Ms. Bower read the item by title. Mr. Garcia provided an update on the community engagement meetings regarding the DCRP and feedback from the meetings. Vice Mayor Clark said the design, whatever it turned out to be, would never satisfy all people. Council would need to make final decisions and move forward. Councilmember Turner asked if there had been any questions about the brick sidewalk and bronze plaques. Ms. Jacobs said that the comments indicated they were important and needed to be incorporated in a new design. Councilmember Turner asked about community reaction on removing parking on Glendale Avenue. Ms. Jacobs said there was not much discussion about parking and folks were more excited about additional trees. Councilmember Turner said it was a good idea to expand the park and make it more attractive. Hard scaping should not be done to accommodate the idea of a farmers' market which had never been very successful at the location. He liked that art kept coming up and that it be incorporated into the designs. The library should be studied further. If the open dialogue with the community continued, more people would be happy with the result. Councilmember Malnar agreed it was a great opportunity to incorporate art into the downtown. A comprehensive plan for the library was needed. Mayor Weiers said the library was critical to downtown but not necessarily in the current location. In place of the library, he would like to see a large gazebo that could be used for multiple events. It would be best to plan for it now. Councilmember Aldama said the library was a significant amenity for the community and any changes should be brought to the community for input. He asked about the next steps involving the design cost of the project. Mr. Phelps said that cost would be in the budget update on April 25th. There would be discussion with library patrons and staff to get input and then would move on to site planning and design. CITY MANAGER'S REPORT Mr. Phelps said that the Cubes at Glendale was a project previously approved by Council. There had been an announcement that one of the buildings had been sold for $82.6 million which would net an estimated $800,000 to $1 million for the City. Staff had not included anything that had not been built yet in the forecast. It would now be built into the forecast. Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with property located at the Southwest corner of 91st Avenue and Cardinals Way pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7) .
