ORDINANCES
23. ORDINANCE NO. 023-07
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING THE GLENDALE CITY CODE, CHAPTER 2 (ADMINISTRATION),
ARTICLE 1 (IN GENERAL), SECTION 2-3 (COMMUNITY DEVELOPMENT AND BUILDING
PERMIT FEES, ANNUAL REVIEW AND ADJUSTMENT, PAYMENT, AND WAIVER) AND
SETTING FORTH AN EFFECTIVE DATE.
Presented by: Jean Moreno, Director, Community Services
Ms. Bower read the ordinance by title.
Ms. Moreno said the proposed ordinance would authorize fee waivers and rebates for
qualified affordable housing developments in the City and require annual performance
reporting on the program. Council had provided direction to move forward with the
recommended changes at its February 14th workshop.
A motion was made by Councilmember Lauren Tolmachoff, seconded by Councilmember
Ian Hugh to adopt Ordinance No. 023-07.
Councilmember Aldama said the ordinance would encourage the development of
affordable housing in the City and would increase housing inventory. It demonstrated that
the City was leading the development of solutions for affordable housing. It would make
Glendale an affordable place to live.

24. ORDINANCE NO. 023-08
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING THE GLENDALE CITY CODE, CHAPTER 29.1 (RESIDENTIAL
RENTAL PROPERTY), ARTICLE III (ADMINISTRATION AND ENFORCEMENT), BY
ADDING SECTION 29.1-41 (SHORT-TERM RENTALS) AND SETTING FORTH AN
EFFECTIVE DATE.
Presented by: Rick St. John, Deputy City Manager
Ms. Bower read the ordinance by title.
Mr. St. John said the ordinance added a license and insurance requirement and a failure to
comply penalty so that the City could enforce the ordinance adopted back in May 2022.

Clark to adopt Ordinance No. 023-08.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Hugh said a Cactus District meeting would be held on March 30th at Manistee Ranch
from 5:00 p.m. to 7:00 p.m.
Councilmember Tolmachoff said Ordinance No. 023-07 would actually make affordable housing
possible. There were plans being thrown around in the State legislature that were supposed to make
housing affordable but did nothing to address affordability. It was more of an attempt to override
taxpayer -approved general plans. The ordinance showed the City was committed to being a partner
with the community to deliver affordable housing for residents.
Vice Mayor Clark said the Yucca District had its first shred event and it was well attended.
Vice Mayor Clark said the City would be hosting three concurrent community engagement public open

houses tomorrow, March 15th regarding the Downtown Campus Reinvestment Project. Meetings
would be held at the Foothills Recreation and Aquatics Center, Heroes Park Library and City Hall
Council Chambers, from 5:30 p.m. to 7:30 p.m.
Mayor Weiers said the City was ceremoniously changing its name to Swift City in honor of Taylor
Swift's two sold out concerts being held at the State Farm Stadium on March 17th and 18th.
CITIZEN COMMENTS
Amy Azpeitia, Yucca District resident, commented on concerns with an unlicensed group home in the
neighborhood.
Marylea Roth, Yucca District resident, commented on concerns with an unlicensed group home in
the neighborhood.
Joe Santana, Yucca District resident, commented on concerns with an unlicensed group home in the
neighborhood.
Robert Heidt, Glendale Chamber of Commerce President and CEO, commented on concerns
regarding Mayor Weiers and the Chamber of Commerce.
Yvonne Knaack, Glendale Chamber of Commerce Board Member, commented on concerns regarding
the City and the Chamber of Commerce.
James Deibler, Phoenix resident, commented on the Rio Verde Foothills community's water problems.
David Mitchell, Sahuaro District resident, commented on Mayor Weiers' support of the Glendale
Chamber of Commerce and local businesses.
Ray Strahl, Barrel District resident, commented on Mayor Weiers and the City Council's support of
local businesses. He also commented on Mayor Weiers' support of veterans.
Jeff Turney, Surprise resident, expressed his appreciation for the work of Mayor Weiers and Council
and their support of local businesses.
Francis Tesmer, Rolfs Global, expressed her thanks to Mayor Weiers, Council and City leadership.
