CALL TO ORDER
Mayor Weiers called the meeting to order at 12:30 p.m.

WORKSHOP SESSION
1. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, COMMUNITY PLANNING AND
DEVELOPMENT GRANT INVESTMENT RECOMMENDATIONS
Presented by: Jean Moreno, Director, Community Services
Matthew Hess, Revitalization Administrator
Ms. Bower read the item by title.
Ms. Moreno provided annual investment recommendations and public service grant
recommendations in a combined presentation and requested consensus to move forward.
The presentation included the following:
. Key accomplishments
. Staff analysis
. Rental rehabilitation pilot program
. Investment recommendations
. Consensus and next steps
Vice Mayor Clark asked if there was an estimate on how many properties could be
rehabilitated.
Ms. Moreno said it would depend on the condition of the home and assessments would need
to be done. Staff believed the current list was approximately 180. More work would need to be
done to develop requirements for the program.
Councilmember Aldama asked what could be done about rental properties that were over
market rate.
Ms. Moreno said rent control was not a program that was in Arizona.
Vice Mayor Clark asked the importance of focusing on eviction prevention over rehabilitation of
homes.

Ms. Moreno said over the last few years there was a COVID waiver associated with the public
services cap. Otherwise, the Community Development Block Grant (CDBG) funding was
traditionally for infrastructure.
Councilmember Malnar requested a breakdown of rental and homeowner properties.
Mayor Weiers confirmed there was Council consensus to move forward.
2. PRESENTATION REGARDING THE UNIFIED DEVELOPMENT CODE (UDC)
Presented by: Tabitha Perry, Planning Manager
Matthew Klyszeiko, Consultant with Michael Baker International, Inc
Ms. Bower read the item by title.
Mr. Klyszeiko provided a project update on the Unified Development Code (UDC) discussion
as a follow up from the November 2022 Council workshop on the following topics:
. Neighborhood notification requirements
. Recreational (adults use) Marijuana Establishments
. Good Neighbor Policy
*Planned Residential Development
Vice Mayor Clark asked if Glendale could adopt notifying the entire adjacent neighborhoods
and not just part of a neighborhood.
Mr. Phelps stated that it would not be practical for all situations. It could mean notifying up to
1,400 residences. Staff could notify homeowners association (HOA). Not all neighborhoods
were compact, and some were quite large.
Councilmember Malnar said posting signs along the street was sufficient notification.
Councilmember Aldama said, due to the size of some neighborhoods, some parts of the
community might not see posted street sign notification.
Vice Mayor Clark said the notification signs on streets were difficult to read when driving by
and mailed notifications were more effective.
Councilmember Malnar said a good compromise was utilizing watch groups, HOAs and other
groups.
Mr. Phelps said the consultant had increased notifications substantially from 300 feet to 900
feet. The cost could be burdensome to developers. The consultant would come back with
additional recommendations.
Councilmember Aldama did not want developers to be burdened with cost.
Mr. Klyszeiko continued the presentation with information regarding recreational marijuana
establishments.
Councilmember Malnar asked what would be available under the marijuana establishments
without medical.
Mr. Klyszeiko said the 131 active licenses for medical was what was provided by the Arizona
Department of Health Services (ADHS). There were 169 approved marijuana establishments.

The ADHS would provide the license and the licensee still had to secure a location within a
community.
Councilmember Malnar asked what the likelihood was that the 5 marijuana facility sites
available in the City could be filled and how many were available that the state could approve.
Mr. Klyszeiko did not have that information. The generation rate for recreational marijuana
establishments continued to be 1 for 10 pharmacies.
Councilmember Malnar said they were over the quota.
Mr. Klyszeiko said the rule had been in place for a few years and the number of licenses
originally was set based on the number of pharmacies at the time. Licenses were not taken
away once issued.
Vice Mayor Clark supported option 1.
Mayor Weiers said there was not a consensus to move forward on the recreational marijuana
establishments. It would require further discussion.
Mr. Klyszeiko presented information on the Good Neighbor Policy.
Mayor Weiers said there was consensus to move forward.
Mr. Klyszeiko presented information on Planned Residential Development (PRD).
Vice Mayor Clark asked how modifying setbacks would provide a benefit on a large lot
property.
Mr. Klyszeiko said the PRD process allowed minor flexibility to accommodate future situations.
Vice Mayor Clark was not in support of PRD on large lot development.
Councilmember Malnar asked if developmental standards were design standards or was it
much broader.
Mr. Klyszeiko said that the current Zoning Code had a PRD designation. A new tool was not
being introduced, but instead the current tools were being revised.
Mayor Weiers confirmed consensus to move forward with PRD.
3. REPORTING ON OPIOID SETTLEMENT FUNDS

Ms. Bower read the item by title.
Ms. Smith presented information on opioid settlement funds that included:
. Recap of distributor settlement
. Community impact of opioids
. Financials and reporting requirements
. Next steps

Mayor Weiers asked if 85306 was the 3rd highest rate per capita of fatal overdoses since the
pie chart indicated it was 85303.
Ms. Smith said the pie chart was reflecting total numbers not per capita numbers.
Councilmember Aldama asked Council to consider keeping the funds in the City's control.
Councilmember Malnar agreed with Councilmember Aldama. He asked if the funds could be
used within the Fire and Police Departments to provide more Narcan or further training for the
departments.
Ms. Smith said it would be an approved use of the funds. She clarified that if the City were to
give back the entirety of settlement funds there would be no guarantee the money would be
spent dollar for dollar in the City.
Mayor Weiers asked if the City kept the funds, would Maricopa County still provide additional
funds to the City.
Ms. Smith said that was correct. Maricopa County would continue to do the work it was
already planning.
Mayor Weiers asked if the cost of reporting would be high.
Mr. St. John said the reporting requirement was not overly burdensome and would not exceed
the amount the City would be receiving.
Mayor Weiers confirmed consensus for the City to retain the funds.
4. COUNCIL ITEM OF SPECIAL INTEREST ON CODE ENFORCEMENT DEPLOYMENT
Presented by: Rick St. John, Deputy City Manager
Ms. Bower read the item by title.
Mr. St. John was seeking Council approval to move forward with an analysis of Code
Compliance staff assignments and adjustments to grid areas to provide an increase in service
levels.
Councilmember Aldama asked Mr. St. John to clarify to Council that there was a significant
amount of code violations that needed to be addressed but were not being reported in the
Ocotillo District.
Mr. St. John said the Ocotillo District was underreporting the issues in the community which
skewed the numbers. Staff would look at different metrics to better control blight and take into
consideration that there was an underreporting of code violations to better align resources.
Councilmember Aldama said the underreporting was a City-wide problem and asked Council
for consensus to move forward.
Mayor Weiers confirmed consensus to move forward.
5. DOWNTOWN CAMPUS REINVESTMENT PROJECT UPDATE

Ms. Bower read the item by title.
Mr. Phelps provided an update on the reinvestment project which included the following
information on where staff would be moved to during the construction period:
Sine building: City Attorney's Office and Code Compliance
Media Center: City Manager's office and City Council
Adult Center: Engineering, Human Resources and Finance
GRPSTC: Building Inspectors
Airport: Right -of -Way Inspectors
Bead Museum: Development Services
Annex: One -Stop Shop and Community Services
Councilmember Aldama asked if there was consideration that Council might need a place to
hold confidential meetings if the conference rooms were busy.
Mr. Phelps said there would be 3 conference rooms available for use in the Media Center, one
on the 3 rd floor and 2 on the second floor. Staff was still trying to identify space in the Civic
Center for Tuesday's when Council Meetings would take place at the Civic Center.
Councilmember Aldama said that there did not seem to be any level of confidentiality between
cubicles. He asked if the 2nd level was arena management and where the City Manager's
office would be located.
Mr. Phelps said the City Manger's Office would be located on the third floor. Both arena
management and the Convention and Visitor's Bureau would have moved out of the Media
Center. Staff had extended walls and privacy elements to provide a more confidential working
environment. Staff would work very hard to accommodate Council's needs and would make
adjustments along the way.
Councilmember Aldama asked for clarification of the length of time Council would be
relocated.
Mr. Phelps said the estimate was approximately 2 years.
CITY MANAGER'S REPORT
Mr. Phelps said planning had begun for the Final Four which would be held in Glendale next year.
Representatives would be meeting with the Houston Host Committee over the weekend.
Mr. Phelps recognized Glendale employee Nicole Munson for receiving the Arizona Emergency
Manger of the Year Award for her outstanding work in coordinating the efforts around the Super Bowl.

Councilmember Aldama had attended the Police Department Awards Ceremony. He congratulated
the award recipients for their heroism.

EXECUTIVE SESSION
Council met in executive session at 2:17 p.m. for discussion/consultation with the City Attorney and
City Manager to receive an update, to consider its position, and to provide instruction/direction to the
City Attorney and City Manager regarding Glendale's position in connection with pending or
contemplated litigation, or in settlement discussions conducted in order to avoid or resolve litigation
as it relates to presumptive cancer pursuant to A.R.S. §38-431.03 (A)(3)(4).
A motion was made by Councilmember Ray Malnar, seconded by Councilmember Ian
Hugh to adjourn the executive session.
