GLENDALE AVE. GLENDALE, ARIZONA 85301 JANUARY 25, 2023 9:30 A.M. 1. CALL TO ORDER THE LOCAL FIRE BOARD Chair Charles Erickson called the meeting to order at 9:30 a.m. 2. ROLL CALL Present: Mayor & Board Member Jerry Weiers Board Member & Chair Charles Erickson Board Member Paul Morales, Fire Battalion Chief Board Member Anthony Love, Fire Engineer Absent: City Manager & Board Member Kevin Phelps Staff Present: Jim Brown, Board Secretary & Director of Human Resources & Risk Mgmt. Vicki Moss, HR Benefits Administrator Mike Hamblin, Assistant City Attorney Ken Barnes, Assistant Fire Chief Arick O'Hara, Fire Captain Kyle Borg, Fire Captain Wayne Smith, Fire Captain Mitchell Ervin, Police Officer Police Board Member Cody Carmichael, Police Sergeant Police Board Member Justin Harris, Police Officer John Davidge, Police Sergeant Connie VonDomarus, HR Analyst Lisa Chill, Admin Support Supervisor, HR Other Attendees: Board Attorney Cynthia Kelley Police Officer David Carr Police Officer Stephanie Fikejs 3. CITIZEN COMMENTS There were no citizens present. 4. APPROVAL OF THE MINUTES The Board approved the Public Safety Personnel Retirement System - Local Fire Board Minutes of November 16, 2022 Motioned by Board Member Anthony Love, seconded by Board Member Paul Morales AYE: Mayor Jerry Weiers Board Member Charles Erickson Board Member Paul Morales Board Member Anthony Love Other: Board Member Kevin Phelps (ABSENT) Passed 5. NEW BUSINESS Board Secretary Jim Brown read the pertinent information and the following questions related to the reemployment of Daniel Wolters, a retired City of Glendale Fire Fighter. Mr. Wolters retired from the City of Glendale on November 17, 2022 with an Accidental Disability retirement from PSPRS. He was rehired by the City of Glendale on December 12, 2022 and accepted a job reassignment through the Americans with Disabilities Act (ADA process) as a Sr. Service Worker -Fire Dept. 1. Did Mr. Wolters terminate employment due to an Accidental Disability Retirement? The Board agreed by consensus that the answer is Yes. 2. Has Mr. Wolters become reemployed in any capacity by the City of Glenddale before one year after his date of retirement? The Board agreed by consensus that the answer is Yes. 3. Was his reemployment due to job reassignment under the ADA? The Board agreed by consensus that the answer is Yes. 4. Was Mr. Wolters rehired into a non-PSPRS position? The Board agreed by consensus that the answer is Yes. 5. Does this Board acknowledge that the City of Glendale is not responsible to pay the ACR to PSPRS, but will be responsible for matching contributions into ASKS? The Board agreed by consensus that the answer is Yes. The Board approved the reemployment of Mr. Wolters. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 7. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Fire Board will be held on February 22, 2023 at 9:30 a.m., in the 4th Floor Conference Room, located at 5850 W. Glendale Ave., Glendale, Arizona, 85301. 8.
