4. APPROVAL OF THE MINUTES
a. Historic Preservation Commission Minutes of May 19, 2022.
Mr Rovey motioned to approve as written.
Ms. Hackenbberg seconded.

6. Discussion Items.
a. Sugar Beet Factory Update
Jessi Pederson, Community & Economic Development Assistant Director presented to the
Commission.
She discussed the City owned rail -road spur parcels that are adjacent to the factory that
hinder development. The City is in the process of selling the parcels to adjacent owners.
Mr. Quinn asked about the building to the north of the factory.
Ms. Pederson replied that parcel is called the boiler room, and it is owned by a separate
entity. It has the same development challenge with a City owned rail -road spur. The City is
in the process of selling it also.
Mr. Quinn asked if there was a current use for the boiler room.
Ms. Pederson replied that it was being used by the owner as a storage facility, but it is not
operating as a commercial entity at this time.
Ms. Gomez asked when was he last safety walk through completed by City staff.
Ms. Pederson replied December 2020.
Mr. Rovey asked if the structure was still usable.
Ms. Pederson responded that the walk through was high level. It can be reinforced with
steel, and it needs a roof.
Ms. Gomez asked about the way the stack in the building leans. If it were to fall, would it
damage other properties?
Ms. Pederson said that if it were to fall it should fall within the property itself.
b. Gaslight Hotel
Edgar Felix, Plans Examiner made a presentation to the commission. The property was sold
in February 2022. The new owner has obtained permits and is in the process of completing
structural repairs. The new owners plan is convert the hotel into mixed use with tenants on
the first floor and micro housing on the second floor.
Ms. Gomez asked about ADA compliance in respect to the housing on the second floor.
Ms. Pederson replied that there will be some units on the first floor, giving the owner a mix of
opportunity with the property.
Mr. Quinn asked how many units will the property hold.
Mr. Felix replied 11.
Mr. Quinn asked if there were any other questions. There were none.
C. Heart of Glendale Plaques
Alex Lerma, Sr. Planner Presented a summary of the project.
Originally started by a member of the community to recognize the Glendale Latino
Community with three sites. Sereta's Candy, Lady of Guadalupe Church and Barrio Park.
City staff would like more participation from the Community to determine exact locations and
verbiage.The plan is to have two neighborhood meetings. One in November and one in
January.
Mr. Quinn asked if there were funds available for this project.
Mr. Lerma replied yes there are funds available.
Ms. Gomez asked if the plaques were going to be numbered.
Mr. Lerma replied that the details will be worked out through the neighborhood meetings.
Mr. Quinn asked if the Glendale Parks Department still operated the Glendale Community
Center, where the meeting will be held.
Mr. Lerma replied that it is run by the Glendale Facilities Department.
d. Historic Preservation Survey
Matthew Taylor, Sr. Planner presented a recap of the surveys. It's been 10 years since a
survey has been done, Staff would like to know what discussion or direction the board would
like to entertain with the gap.
Mr. Quinn asked if the studies on Sands Estates and Myrtle Ave were as extensive as the
original studies.
Mr. Taylor replied not beyond the neighborhood studies.
e. Graffiti Removal Process
Mr. Taylor spoke about graffiti abetment. Staff spoke with Mr. Tim Boling, Glendale's Code
Compliance Administrator. Graffiti falls under section 25 of City Code and falls into two
categories. Public or Private property. If it is Public property the graffiti busters program can
be called out to mitigate. If it is private property the owner would be required to mitigate. In
either case you can put in a request on the City website Glendale One or call the Graffiti
Removal Hotline - 623-930-2940.
Mr. Quinn stated that there seems to be a difference in the type of graffiti that is less gang
related and more from the homeless population, on sidewalks.
Ms. Perry asked Mr. Quinn to let staff know the location of the sidewalks, they can assist in
the mitigation process.
Mr. Rovey inquired about a request from the last meeting in regard to the homeless
population; particularly the dog park at 63rd Ave. & Northern.
Ms. Perry replied that the number of items on the agenda prohibited a discussion at this time.
A presentation on the homeless population will be done at a future meeting.
f. Gillett Building
Mr. Taylor met with the owner and took a tour. The space is being used for storage, there is
no occupancy at this time. Mr. Taylor presented a slide show of the building over time.
8. OTHER BUSINESS
Ms. Perry asked for discussion for Chair and Vice Chair, which will be voted on at the next
meeting.
Ms. Perry asked if the commission would like to revisit doing Historic Preservation Tours.
STAFF REPORT
Ms. Perry stated that discussion of the homeless population will be on the next agenda.
Ms. Perry introduced Matthew Taylor, Sr. Planner as the new Historic Preservation Officer.

11. NEXT MEETING
The next regular meeting of the Historic Preservation Commission is scheduled for January
26, 2023 at 4:00 p.m., in conference room 2A, located at Glendale City Hall, 5850 W.
Glendale Ave., Glendale, Arizona, 85301.
12. ADJOURNMENT
