5. CITIZEN COMMENTS
Ms. Zhang reported that there were no citizen comments.
6. GLENDALE TRAFFIC SIGNALS PROGRAM UPDATE
This item was removed from the agenda prior to the meeting.
7. PAVEMENT MANAGEMENT & RECONSTRUCTION PROGRAM UPDATE
[Commissioner Lowry joined the meeting during the agenda item.]
Mr. Gurrola gave an update on the following:
. FY2023 Pavement Management (PMP) Activity
. Arterial Reconstruction Program (ARP) Activity
Vice Chair Marsh asked about pavement related preparations for the Super Bowl. Mr. Gurrola
replied that the pavement in the area surrounding the stadium has been treated.
Commissioner Joyce asked if Mr. Gurrola anticipates exceeding the annual budget for the
pavement management program. Mr. Gurrola replied in the negative and stressed the
importance of staying within budget. Commissioner Joyce inquired about the life expectancy
of the resurfacing. Mr. Gurrola anticipated five to seven years in high traffic areas.
8. CTOC RECOMMENDATIONS FOR CHAIR AND VICE CHAIR FOR 2023
Mr. Sage explained the process of recommending appointments for Chair and Vice Chair. He
noted that City Council makes the final appointments and the terms will be for February 1,
2023 through January 31, 2024.
Mr. Sage announced that Commissioner Joyce self -nominated for Chair and asked if there
were any other nominations. No other nominations were voiced. Mr. Sage announced that
Commissioner Marsh self -nominated for Vice Chair and asked if there were any other
nominations. No other nominations were voiced.
ACTION BY CTOC: Approval of the recommendation for City Council to appoint
Commissioner Bryon Joyce as the CTOC Chair and Commissioner Paul Marsh as the CTOC
Vice Chair, for a one-year term starting February 1, 2023.

10. COMMISSION UPDATES
Vice Chair Marsh stated that he attended an ADOT public meeting on the SR101 L widening
project. Traffic noise and the need for a noise wall was a primary concern expressed by
attendees. He was pleased that ADOT was responding to citizen concerns. He announced
that ADOT distributes notices regarding public meetings on their projects. He encouraged the
other commissioners to take advantage of the meetings to learn more about the broader
transportation concerns in the region that may be outside the Glendale boundary but still
impact Glendale residents.
Commissioner Floyd inquired about the timeline for the sound wall. Mr. Adabala stated that
staff will place the item on an upcoming agenda for additional information and discussion.
Commissioner Floyd announced he is still hearing from residents in his community requesting
a pedestrian bridge over 51 st Avenue north of Union Hills, which located in the City of Phoenix
on Glendale's eastern boundary. He relayed that crossing the street is dangerous and that he
will continue to advocate for the matter until it is resolved.
11. FUTURE AGENDA ITEMS
Commissioner Floyd requested additional information on the traffic noise wall proposed as
part of ADOT's SR101 L widening project.
12. NEXT MEETING
The next regular meeting of the Citizens Transportation Oversight Commission will be held on
January 5, 2023 at 6:00 p.m.
