HomeMy WebLinkAboutMinutes - Minutes - Library Advisory Board - Meeting Date: 4/12/2017City of Glendale Library Advisory Board Meeting Minutes Glendale Public Library, Main Library, Large Meeting Room 5959 West Brown Street Glendale, Arizona 85302 Wednesday, April 12, 2017 6:00pm Call to Order – Chairperson Koory called the meeting to order at approximately 6:00pm. Roll Call - Board Members in Attendance: Board Members Lund, Ndavu, Kocur, Johnson, Aborne, Heinzel, Fernandes and Vice Chairperson Collett, and Chairperson Koory were present. Staff in Attendance: Michael Beck, Chief Librarian, was present from the City of Glendale. National Library Week Proclamation Chairperson Koory introduced Mayor Jerry Weiers. In celebration of the American Library Association’s Libraries Transform campaign and National Library Week, Mayor Jerry Weiers presented and read to the Library Advisory Board members a Mayoral Proclamation in commemoration. He added that the boards and commissions of the City of Glendale are important and he appreciates everything these volunteers do for the citizens and the community. Approval of Minutes – March 8, 2017 Chairperson Koory called for a motion to approve the minutes. Board Members noted the following changes: Page 2, paragraph 3, Board Member Aborne wanted the following added: “Mr. Beck said the joint Library Board and Parks and Recreation Commission…” Page 2, paragraph 4, Board Member Aborne wanted the following added: “...who volunteered to participate in the Heroes Library Working Group had to be voted and approved.” Page 4, paragraph 4, Board Member Aborne asked for a correction. It should read “This group volunteers their time on Saturdays to help aspiring entrepreneurs and business owners. Mr. Beck will provide information as to if they volunteer on weekdays as well.” Board Member Johnson made a motion to approve the March 8, 2017 Regular Meeting Minutes as corrected. Vice Chairperson Collett seconded the motion, which was approved with a vote of 8 to 0. Library Advisory Board Minutes April 12, 2017 Page 2 Business From the Floor Chairperson Koory called for Business From the Floor. No one was present. Loyalty Oath of office Chairperson Koory called for this item. Newly appointed Library Advisory Board Member Victoria Fernandes took the Loyalty Oath. The members welcomed her to the Board. Heroes Park Branch Library Update Chairperson Koory called for this item. The Board was updated on the progress and next steps on the proposed Heroes Park Branch Library Design and Architectural phase. Chief Librarian Mr. Beck and Dick & Fritsche Design Group (DFDG) architects provided a presentation to the Board on the status of the Heroes Park Library and the next steps in the planning and public participation process. DFDG Architect Christina Noble displayed a plan of the library layout. She guided the Library Board Members through the site plan. She reviewed the existing amenities at Heroes Park and she indicated where the proposed library would be located. She noted where the operations of the library would be located. She displayed three design proposals and described each proposal. The Library Board had the opportunity to review the schematic designs for each proposal and provide feedback. Mr. Beck announced that the Yucca District meeting would be taking place on Thursday, April 20 at 6pm at Coyote Ridge Elementary School. He announced staff would begin display of the proposals at 5:30pm allowing citizens in attendance to review and comment on the proposals. Many of the Board Members hoped to attend the Yucca District meeting. Board Member Ndavu asked for a tentative timelin e. Mr. Beck verbalized the timeline and said citizens and interested parties would have opportunities to provide comments regarding the future library, such as the Yucca District meeting. Board Member Lund stated she does not want additional funds spent on landscape and artwork before the expansion occurs. She felt the expansion of the library is more critical than the aesthetics. Board Member Lund added since being on the Board she has learned just how much the libraries provide for its patrons and the citizens. Library Advisory Board Minutes April 12, 2017 Page 3 Chief Librarian Update Chairperson Koory called for the Chief Librarian Update. Mr. Michael Beck stated the All-in-One Bill Pay machines went live at Foothills in March and went live this week at the Velma Teague and Main Library. He said the patrons are really enjoying and making use of the machines. This frees employees from having to serve as ‘cashiers’ and allows them to work in other areas such as assisting patrons or developing additional programs. Employees have noted that the kids like to use the machines. There are shorter waiting lines at the public service desks. Also, from a revenue standpoint, there has been an increase in fine and fee collections. He suggested this may be due to increased patron privacy by paying their fines at the pay machines. Mr. Beck provided an update on a recently damaged Free Little Library. He said after speaking with the Neighborhood Services Program Manager, unfortunately volunteers provide the initial Little Library, however, if it is d amaged or needs to be replaced that would be up to the facility where it is located. Board Member Kocur asked if a Free Little Library could be installed at Heroes Park. Mr. Beck added staff would need to work with the Parks and Recreation Department on this endeavor. He said the Government Services Commission was unable to meet last month. This may impact the reappointment of two Board Members’ terms, which are expiring in April 2017. Mr. Beck said the summer reading programs would be provided this summer. One program is through the city’s library and the second is through Maricopa County. Last, Mr. Beck noted the Friends of the Glendale Public Library will be hosting the Foothills Spring Tour on Monday, April 10 at 5:30pm. Library Advisory Board Comments and Suggestions Chairperson Koory asked for comments or suggestions from the Board Members. Board Member Ndavu said it was an honor to have the Mayor attend the meeting and read the proclamation. Vice Chairperson Collett said she had the same thoughts regarding the Mayor’s attendance. Also, she had her first experience this evening with the All -in-One Bill Pay machine. Board member Johnson thanked the members of Dick & Fritsche Design Group for their presentation. Board Member Aborne welcomed new Board member Fernandes. Also, she spoke of the article in The Glendale Star where Board Member Heinzel won Rotary Student of the Month. She said she notified her Council Member Joyce Clark to let her know that Library Advisory Board Minutes April 12, 2017 Page 4 National Library Week was upcoming. Board Member Aborne suggested to the council member she contact Mr. Beck for more information. Also, Board Member Aborne suggested that this information should be included in the Yucca District Newsletter. Board Member Aborne asked each Board Member to contact their council member and ask they promote the library in information the provided to their district residents. Board Member Ndavu stated the Cactus District meeting is scheduled for April 13, 2017, at the Manistee Ranch. Adjournment With no further business, Chairperson Koory called for a motion to adjourn. Board Member Johnson made a motion to adjourn. Board Member Aborne seconded the motion, which was approved unanimously. The meeting at 7:30pm. The next meeting will be held in the Large Meeting Room at the Main Library on Wednesday, May 10, 2017, at 6:00pm.
