HomeMy WebLinkAboutMinutes - Minutes - Library Advisory Board - Meeting Date: 3/8/2017City of Glendale Library Advisory Board Meeting Minutes Glendale Public Library, Velma Teague Library 7010 North 58th Avenue Glendale, Arizona 85302 Wednesday, March 8, 2017 6:00pm Call to Order – Chairperson Koory called the meeting to order at approximately 6:00pm. Roll Call - Board Members in Attendance: Board Members Lund, Ndavu, Kocur (arrived at 6:05pm), Johnson, Aborne, Heinzel, Vice Chairperson Collett, and Chairperson Koory were present. Staff in Attendance: Michael Beck, Chief Librarian, and Greg Kinder, Librarian, were present from the City of Glendale. Approval of Minutes – February 8, 2017 Chairperson Koory called for a motion to approve the minutes. Board Members noted the following changes: Board Member Aborne wanted the following added: “Board Member Aborne was concerned about the proposed total square footage included in the future expansion. She stated, including the future expansion, staff initially stated the Library would reach a total of 33,000 square feet. However, staff recently stated the total square footage including a future expansion would bring the total square footage to only 23,000 square feet.” Board Member Johnson referred to Page 4, under Adjournment, stating it should read Board Member “Johnson” striking the “t”. Board Member Ndavu referred to Page 4, under Library Advisory Board Comments and Suggestions, paragraph six should read “Board Member Ndavu asked for an…” striking “how”. Board Member Johnson made a motion to approve the February 8, 2017 Regular Meeting Minutes as corrected. Board Member Ndavu seconded the motion, which was approved with a vote of 7 to 0. Business From the Floor Chairperson Koory called for Business From the Floor. No one was present. Library Advisory Board Minutes March 8, 2017 Page 2 Heroes Park Branch Library Update Chairperson Koory asked for the Heroes Park Branch Library update. Mr. Michael Beck, Chief Librarian, provided the Board Members with an update on the progress and the next steps for the Heroes Park Branch Library design and architectural phase. Mr. Beck said the Board Members who volunteered and will be representing the Library Board, should be contacted soon to participate in the working group. As a follow-up to Board Member Aborne’s question, Mr. Beck explained that the architect has been instructed to allow for an expansion accommodation for an eventual 33,500-square foot library. The architect will consider this possibility. Mr. Beck said the joint Library Board and Parks and Recreation Commission meeting tentatively scheduled for April 12, 2017, will not be taking place. He will keep the Board updated on a future meeting date. Board Member Aborne said that she had asked her councilmember why Library Board members who volunteered to participate in the Heroes Library Working Group, had to be voted and approved. She questioned why members couldn’t volunteer and participate. She asked if it was due to the quorum. Mr. Beck said there were a couple reasons; yes, one being quorum, and another was the working group meetings have been held at 9am on Thursdays. He reassured her that the full Library Board will always be kept updated on what is taking place. National Library Week Proclamation Chairperson Koory called for this item. In celebration of the American Library Association’s National Library Week, Chief Librarian Michael Beck presented a draft Mayoral proclamation for Board Members to review and approve. Mr. Beck will submit the approved Proclamation at the April 11, 2017 City Council meeting. The Board agreed to the following revisions: #2 – strike ‘bringing’ and replace with ‘expanding’; after librarians insert library staff #3 – add ‘library staff’ after ‘librarians’ Library Advisory Board Minutes March 8, 2017 Page 3 #4 – should read, ‘Glendale libraries enable citizens to transform their community’s needs: e.g. resume-writing classes for residents, 24/7 access to homework and tutorial help for students, and retirement and second career planning for older adults’; #5 – strike ‘resume building’ #6 – strike “workers and” and add ‘staff and their’. Italicize Libraries Transform Campaign. #7 – strike the – ‘in sign-up.’ Chairperson Koory called for a motion. Vice Chairperson Collett made a motion to approve the Proclamation as revised. Board Member Lund seconded the motion, which was approved with a vote of 8 to 0. Velma Teague Branch Library Tour Chairperson Koory called for this item. Mr. Beck introduced Mr. Greg Kinder and also provided the Board with a fact sheet regarding the Velma Teague Library. Mr. Greg Kinder provided background information on how the library received its name. He continued with a guided tour of the Velma Teague Library highlighting the building’s completed CDBG renovations, which through this grant, allowed for remodeling and renovation, the expanded program room, recent collection moves and other areas. The Board Members thanked him for the information and tour. Chief Librarian Update Chairperson Koory called for the Chief Librarian Update. Mr. Michael Beck, Chief Librarian, presented information and updated members on the All-In-One Bill Pay Machines. Mr. Beck said the Foothills Library will begin using their pay machines on March 20, 2017. Also, he provided an update on the Library Administrator Position, stating this is now being advertised and the applicants will be referred to him. He said the city is in the height of the budget process with a Council meeting date scheduled for April. Library Advisory Board Minutes March 8, 2017 Page 4 Mr. Beck said he and Librarian, Michael Schor, met with the Building Committee to discuss improvements to the IDEA Center. He said the storage room has been re-carpeted and the baseboards have been replaced. Staff is looking into the feasibility of obtaining glass enclosures and a new entrance. He will keep the Board informed. Mr. Beck said The Friends of the Library is planning on holding an event at the Foothills Library on April 10, 2017, showcasing the Library, as well as providing information on the Friends group. He provided a program calendar of upcoming events to the Board. Board Member Aborne asked if there was information regarding the rules and regulations about non-profits. Mr. Beck said the Library has a programming partnership with SCORE, Service Corps of Retired Executives. This group volunteers their time on Saturdays to help aspiring entrepreneurs and business owners. He will provide information as to if they volunteer on weekdays as well. Library Advisory Board Comments and Suggestions – Chairperson Koory asked for comments or suggestions from the Board Members. Board Member Aborne stated the Phoenix Business Journal has a list of prominent businesses in their publishing, and the architects working on the Heroes Park Library are noted in the Journal. She also said she was speaking with her Councilmember regarding the budget needs of the Library. She said she encouraged her to go forward and approve it. Board Member Lund asked if books that do not sell at the libraries are donated. Mr. Beck said he would research the answer and reply to the Board. Vice Chairperson Collett said the Velma Teague looks like a new library. Chairperson Koory thanked everyone for a wonderful meeting and for the assistance provided on the Proclamation. Adjournment – With no further business, Chairperson Koory called for a motion to adjourn. Board Member Johnson made a motion to adjourn. Board Member Lund seconded the motion, which was approved unanimously. Library Advisory Board Minutes March 8, 2017 Page 5 The meeting adjourned at 7:31pm. The next meeting will be held in the Large Meeting Room at the Main Library on Wednesday, April 12, 2017, at 6:00pm.
