ARTS COMMISSION ZOOM MEETNG
JANUARY 28, 2021
6:00 P.M.
CALL TO ORDER
Chair Riley called the meeting to order at 6:00 p.m.

4. APPROVAL OF THE MINUTES
a. Action: Approve the Arts Commission Minutes of October 22, 2020 as written

5. NEW BUSINESS
a. INFORMATION: Arts Commission Appointments
Ms. Vahabzadeh announced that at the January 12, 2021 Council meeting, the Glendale City Council approved the following
appointments to the Arts Commission:
• Commissioner Riley was appointed to a term ending January 31, 2023 and as Chair for a term ending January 31, 2022.
• Commissioner Barber was appointed to a term as Vice Chair ending January 31, 2022.
• Commissioner Aguinaga was appointed to a term ending January 31, 2023.
b. ACTION: FY 2021-22 Arts Projects Plan
Ms. Vahabzadeh presented the proposed Community Activity Budget to the Commission and went to the line items in details.
Highlights of the presentation include the following:
• Community Activity Budget - $176,000
o IN FLUX Valley -Wide Initiative Temporary Art Installation $5,000
o Juried Fine Arts Show — Annual Art Purchase $2,000
o FY 2021-22 Performing Arts Partnership Program Grants $44,000
o Centerline District Arts & Cultural Initiative Grant $50,000
o Community Arts Activities $75,000
• A video of the downtown bench painting project that was completed last fiscal year was shown. Staff would like to consider
the possibility of a similar program that would include murals in the downtown area.
• Any project over $50,000 must go before Council for approval from the CIP budget. The last major CIP project was the arts
project completed at the Heroes Regional Park Library. CIP is not included in the budget presented this evening.
• An explanation was given of artist RFPs and CIP project approvals.
Action: Approve the FY 2021-22 Arts Project Plan As Presented

c. INFORMATION: Review of Glendale Arts & Culture Program Goals and Objectives
Ms. Vahabzadeh announced that the last Glendale Arts Master Plan was approved in 2005 and shared the document. Ms.
Vahabzadeh provided details regarding the Plan, which included the following:
• Professional standards recommend a Master Plan update at least every ten years
• The Master Plan process will involve focus group meetings and community input sessions
• The Commissioners and the community will be part of the process
• The goals of objectives of the current plan were shared
• The Commission will be asked to consider an update to the current plan in the near future
d. INFORMATION: Introduction to Submittable Software Platform
Ms. Vahabzadeh reported that staff is using a new web -based software platform to accept, review, and manage grant and project
applications. Highlights of Ms. Vahabzadeh presentation include the following:
• The new software will save time in managing and reviewing the submitted documents.
• The deadline for the 'We Are One' grant applications is March 15, 2021. Information is posted on the city's website and the
new Submittable software is being utilized for submissions for the grants.
• Ms. Vahabzadeh displayed the online software and how an artist can submit their application online.
• Commissioners will be able to sign into the system when the submitted applications are ready for review and evaluation.
Applications will be voted upon by the Commission at a March 25th Special Meeting with members of the Human Relations
Commission also in attendance.
• Ms. Vahabzadeh played an informational video on the Submittable software.
Commissioner Zomok inquired as to how many applications were submitted for the We Are One project. Ms. Vahabzadeh replied
that there are two applications in draft form. Ms. Vahabzadeh stated that due to privacy issues, until an application is submitted as
final, the identity of the artist and the application details are not allowed to be viewed.
Commission Barber asked if the application details and the scoring comments were able to be downloaded for use during the
follow-up discussion at a Commission meeting. Ms. Vahabzadeh replied in the positive.
6. STAFF UPDATES
Ms. Vahabzadeh asked Commissioners if members were comfortable with the continuation of monthly meetings via Zoom for the
next few months until further notice. All members were in agreement.
COMMISSION COMMENTS
Commissioner Zomok's comments included the following:
• Her fellow downtown business owners have expressed to her how much they enjoy the painted benches in the downtown area
and would like to see a continuation of similar type art projects.
• A suggestion to have art -inspired banners on the downtown banner poles.
• Other communities have displayed painted cows and horses as artwork, and years ago, downtown Glendale had an
installation of large painted guitars. A suggestion was made for consideration of painted peacocks, due to the importance they
have in Glendale.
Chair Riley asked if the Chocolate Affair was cancelled. Ms. Vahabzadeh replied in the positive. Commissioner Zomok announced
that the businesses are still holding specialty promotions downtown, such as Galentine's Day on February 13th. Commissioner
Zomok will send a promotional flyer to Ms. Vahabzadeh for distribution to the Commissioners.
8. NEXT MEETING
The next regular meeting of the Glendale Arts Commission will be held on February 25, 2021 at 6:00 p.m. The meeting will be held
via Zoom.
