5. NEW BUSINESS
a. Information: Introductions
Ms. Vahabzadeh announced that the Arts & Culture Program is now part of the Office of
Economic Development and introduced Ms. Pederson, the Economic Development Assistant
Director.
Ms. Pederson stated that Economic Development has to do with quality of life, which attracts
development to the City, and noted that a very good synergy exists between Econ
Development and Arts & Culture.
Ms. Pederson gave a brief background of herself and the Economic Development team.She
noted that department staff teaches entrepreneurship classes at the Main Library. Ms.
Pederson stressed that small business is the backbone of the community.
The Commissioners shared a brief background of themselves with Ms. Pederson.
Ms. Vahabzadeh thanked Ms. Pederson for attending the meeting.
b. Action: Centerline Arts & Cultural Initiative Project Proposal Presentation - ProMusica
Arizona
Ms. Vahabzadeh introduced Ms. Yvonne Dolby and Patti Graetz, of ProMusica Arizona, who
were in attendance to present their application for a grant funding opportunity. Ms.
Vahabzadeh noted that this was the first application for this grant cycle, which is being
presented to the Commission for funding consideration.
Ms. Dolby gave a presentation on the grant application, which included the following
information:
. This is the start of the 17th season for ProMusica Arizona, which is growing.
. The City of Glendale has been very good to the organization.
. Last season, ProMusica Arizona put on "Mountain Days: The John Muir Musical' in
Concert, at Murphy Park in the amphitheater, which was very successful. The
downtown business owners were very helpful and supportive. Approximately 300 people
attended the event and there were about 100 people on stage.
. The new musical is called "Celebrate America"
Ms. Dolby showed the marketing materials and graphics for the show. The show would be
held on Friday, November 1 st. Ms. Graetz described "Celebrate America" in detail:
. It will showcase American music and is a way to honor veterans and first responders.
. There will be a 40 -piece orchestra and over 60 voices.
. The music in the program will include music from Aaron Copland, Irving Berlin, John
Williams, music from movies, and more.
. The proposal for this year is to hold the show in the Civic Center, which provides climate
control for the instruments, ensures good quality of sound, and is better for the video and
slide projections to tell a story with the music.
The floor was opened for questions.
Commissioner Riley asked how tickets could be obtained. Ms. Dolby replied that the tickets
are free. Ms. Graetz estimated that there would be 475 seats in the Civic Center.
Commissioner Peverini inquired as to the time of the show. Ms. Graetz replied that the show
starts at 7:00 p.m.
Ms. Vahabzadeh suggested contacting the Mayor's Office since November is Veteran's Month
and there could be a tie-in for cross -promotion with the Veterans Day Ceremony at the Main
Library.
Commissioner Riley suggested promoting the event at local schools. Ms. Graetz stated that
this would be done.
Ms. Vahabzadeh recommended contacting the Chamber of Commerce, which has a Veterans
Affairs group.
Ms. Graetz commented that besides the 475 seats, the Civic Center indicated that overflow
could potentially be set up in the foyer if needed. Ms. Graetz stated that currently, the
reservation is for 2/3 of the ballroom, which can be adjusted if needed.
Ms. Vahabzadeh complimented Ms. Dolby and Ms. Graetz on promotions, as she has
seen/heard advertisement on Horizon and KJZZ for last year's performance.
Commissioner Fast inquired as to the normal ticket price. Ms. Graetz replied that it was
$24.00 for adults and $22.00 for seniors. She explained that the ticket revenue only covers
about 30% of cost and a lot of grant writing and fundraising is done to keep the ticket price
low. Commissioner Fast surmised that the event could really take off and recommended
booking the whole ballroom. Ms. Graetz replied that this would cost more money, but could be
considered if needed.
As there were no further questions, the agenda item was concluded. Ms. Dolby and Ms.
Graetz left the meeting.
The Commissioners filled out the Grant Review Sheet for the grant application.

C. Action: Downtown Bench Project
Ms. Vahabzadeh introduced the agenda item, noting that the idea for the downtown bench
project is to add color and vibrancy to some downtown benches.
Ms. Weldon gave a presentation on the proposed project, which included the following
information:
. Invite local artists to asethetically enhance the twenty benches in the pedestrian
right-of-way on 58th Aveue between Glenn Drive and Glendale Avenue.
. Photos of benches in other cities were shown:
o Stamford, Connecticut: Art in Public Places "Street Seats"
o 2 -Dimensional versus 3 -Dimensional
o Vienna Florida: Vienna Arts Society — Benches were set out in front of businesses
for six months and then auctioned off for sale. Benches were brand new and able
to be painted in a studio before being placed.
o Iowa City Downtown District: A project more similar to Glendale's. Local artists
were invited to enhance 100 benches throughout the downtown pedestrian mall.
The benches were painted in place. The project, entitled BenchMarks, was
developed by the Iowa City Downtown District Special Events Committee and
funded by presenting sponsor University of Iowa Community Credit Union.
. Project Components
o Preparation: Prepping and priming by artists. The bench wood is in good shape so
no major sanding will be required.
o All painting is to be done on site.
o No additions and extensions. The artwork will be two dimensional.
o Direction to artists on paints: Professional grade water-based acrylics (by
companies like Windsor -Newton, Golden, Daler-Rowney, Pebeo, Lascaux, Nova
Color, and Liquitex). No latex, resins or oils paints should be used. To prevent from
fading in AZ sun, avoid paints that do not have a high colorfast rating. For the
coating, high quality varnish required. Perhaps require an auto -body clear coat as
the finish, which will create a hard-shell high -gloss finish with a UV -protection
component.
o Program will provide uniform plaques.
o Considering entitling project "Take a Seat, Glendale!" because the primary canvas
of the downtown benches are the seat.
o Project Life: up to 3 years.
. Project Parameters
o Request for Qualifications (RFQ) that includes 6 images of past work, image list,
artist contact information, and 200 words addressing experience and artistic values.
0 20 finalists submit 2 concepts each that includes proposed design and process.
o Commission 20 proposals from up to to 20 artists, 1 to 2 benches per artist.
o Open to professional or experienced amateur artists/art professionals who are
Arizona residents.
o Up to $26,000 budget. $24,000 for artists that breaks down to $200 honorium per
finalist (for 2 proposals) + $1,000 per commissioned bench. Up to $2,000 for site
cleaning and plaques by program.
. Draft Timeline, If Approved
o RFQ: Open September 20 -October 18
o First selection panel: Week of October 28 -Nov 1
o Proposals by finalists due end of November
o Second selection panel: Week of December 9-13
o Work commences by mid January to be completed within 2 weeks
Chair Cole asked for a motion to approve the downtown bench public art project as an
opportunity for ten to twenty artists for twenty benches on 58th Ave between Glenn Drive and
Glendale with a total budget of up to $26,000.

d. Information: IN FLUX Temporary Public Art Project Update
Ms. Weldon gave an update on the IN FLUX Temporary Public Art Project, which included the
following information:
. Background and Growth
o Scottsdale Public Art in 2010 launched IN FLUX as an initiative for temporary
installations in vacant storefronts in response to the economic downturn of 2008.
o The initiative expanded and Tempe partnered with Scottsdale for Cycle 2.
o Now it is a strategic partnership of six organizations in Chandler, Gilbert, Peoria,
Phoenix, Scottsdale, and Tempe and the emphasis has focused on emerging
artists to give them experience in the public art field and connection of the Valley of
the Sun as a holistic community.
. Cycle 3: Westgate — Two Installations
o Shimmy, Shimmy Shake — Melissa Martinez
o Most Valuable Player — Christopher Jagmin
. Cycle 4: Two Locations
o Westgate: Light and Shadows — Jamie Blue

that the artwork utilize the space verticality. The space is adjacent to windows, thus
the selected artwork can be seen from the outside as well as greet visitors and City
staff and government officials.

Ms. Weldon asked for two volunteers to sit on the Selection Panel. Commissioners Peverini
and Riley volunteered. More information will follow.emporary Public Art Project, a Valley -wide
initiative.
6. STAFF UPDATES
The following updates were provided:
. The Heroes Regional Park Library art project is being considered for an AZ Forward
Environmental Award. Winners will be announced on September 21st.
. The Airport has made a pilot lounge in the terminal lobby and the dividers in the lounge
block the view of Ed Mell's Estrella Mountains, a 6 -foot by 11 -foot painting. The
painting needs to be moved and staff is looking for a good location. Any suggestions are
welcome.
. Ms. Weldon and Ms. Vahabzadeh attended the Arizona Arts Administrators Meeting,
which was a great opportunity for networking and learning.
. Ms. Vahabzadeh announced that the Government Services Committee has issued new
directives regarding goal setting and Chair and Vice Chair recommendations for the new
year, which will be discussed at the next meeting.

8. NEXT MEETING
The next regular meeting of the Glendale Arts Commission will be held on September 26,
2019 at 6:00 p.m., in the second floor boardroom of the Glendale Public Library, 5959 W.
Brown St., Glendale, Arizona, 85302.
