NEW BUSINESS a. Action: Centerline Arts & Cultural Initiative Project Proposal Presentation - Phoenix Conservatory of Music Ms. Nixon presented the grant application from the Phoenix Conservatory of Music. The presentation included the following information: . A background of the Phoenix Conservatory of Music and instructors . The request is for $10,000 . The funds will be used for music education programs at the Velma Teague Library, including 12 sessions of Musical Storytime for babies and pre-schoolers; 4 sessions of Discovering Music for primary school -aged children; 12 sessions of Guitar for Tweens; 4 sessions of Music Exploration for Teens; and 4 Interactive Lecture Demonstrations on Various Genres of Music for Adults. . Also, 30 hours of instruction/coaching for Glendale High School music students will be provided from January 2020 through May 2020. In Spring 2020, a musical concert will be held at the E. Lowell Rogers Amphitheater with students from Glendale High School and the Phoenix Conservatory of Music's College Prep Program. Action: Centerline Arts & Cultural Initiative Project Proposal Presentation - Driftwood Quintet Mr. Holley and Ms. Malork presented the grant application from the Driftwood Quintet. The presentation included the following information: *A background of the Driftwood Quintet and past offerings in Glendale . The request is for $10,000 . The funds will be used for a two-tiered approach of educational outreach and creative performances . The first performance will be at Libcon West on Saturday, December 7th, performing and organizing the musical aspects at the event. The second performance will be Latinissimo!, tentatively scheduled in March 2020 . Action: IN FLUX Temporary Public Art Project Artist Approval Ms. Weldon gave an update on the IN FLUX Temporary Public Art Project, which included the following information: . Photos of the present location and alternate location . Timeline: o Call to Artists/RFQ launched on August 18th o Deadline for applications: September 20th o Artist recommendation panel meeting: October 14th. Panel to rank 5 artists o Artist approval: October 24th Arts Commission Meeting o Design approval: January/February 2020 o Installation: End of March 2020 a IN FLUX kick off event: April 2020 . There were 99 applicants in total. The panel reviewed 55 artists. . Panel finalist recommendation: Artist Matthew Baral . Action: Vote to vacate the November 2019 Meeting of the Commission and to Change the Date of the December 2019 Regular Meeting Due to the holidays, the Commission will consider a vote to change the date/vacate two upcoming monthly meetings. Action: To vacate the November 2019 meeting of the Arts Commission and to change the date of the regularly scheduled December 29, 2019 meeting to December 5, 2019 Motioned by Vice Chair Bernadette Bolognini, seconded by Commissioner Helen Fokszanskyj-Conti AYE: Chair Thomas Cole Vice Chair Bernadette Bolognini Commissioner Joni Dinges Commissioner Helen Fokszanskyj-Conti Commissioner Cooki Peverini Passed e. Action: Vote to Change the Date and Location of the January 2020 Meeting of the Commission Chair Cole announced a request for the Commission to consider changing date and location of the January 2020 Commission meeting to the Juried Fine Art Exhibit location, which will be at the Sahuaro Ranch Park Fruit Packing Shed. Chair Cole noted that the Commission usually has funding through consensus to purchase one or two pieces of art from the exhibit. Ms. Vahabzadeh provided dates available for the meeting at the art exhibit. Action: To change the date and location of the January 2020 Arts Commission meeting to Thursday, January 9, 2020 at the Sahuaro Ranch Fruit Packing Shed Motioned by Commissioner Cooki Peverini, seconded by Vice Chair Bernadette Bolognini AYE: Chair Thomas Cole Vice Chair Bernadette Bolognini Commissioner Joni Dinges Commissioner Helen Fokszanskyj-Conti Commissioner Cooki Peverini Passed Action: Arts Commission Chair and Vice Chair Recommendations for 2020 Chair Cole announced that he and Vice Chair Bolognini term off of the Commission at the end of January 2020. Ms. Vahabzadeh thanked Chair Cole and Vice Chair Bolognini for their service. Ms. Vahabzadeh reported that the City Clerk's Office is asking for recommendations for Chair and Vice Chair effective in February 2020. Ms. Vahabzadeh relayed that Commissioner Riley has expressed her interest in being Chair or Vice Chair and asked if any other Commissioners were interested. Commissioners Peverini and Dinges volunteered. Chair Cole asked for a show of hands for Commissioner Peverini as Chair. Four hands were raised.Chair Cole asked for a show of hands for Commissioner Riley as Vice Chair. Five hands were raised. Ms. Vahabzadeh asked if Commissioner Dinges was still interested in Chair or Vice Chair Commissioner Dinges clarified that she volunteered only if no one else had expressed an interest. Action: To recommend Commissioner Cook! Information: Census 2020 Participation Outreach Ms. Weldon gave a PowerPoint presentation on the 2020 Census, including background, timeline, and handouts. 6. STAFF UPDATES . The terms for Chair Cole, Vice Chair Bolognini, and Commissioner Fast all expire in January 2020 . The Centerline grant performance by ProMusica will be held on November 1 st at 7:00 p.m. at the Glendale Civic Center . The Plein Air Competition will now be held during the Folk and Heritage Festival on February 29th at Sahuaro Ranch Park . Staff will recommend a performance-based art project to be presented at Glitter and Glow in January 2020. Funding was approved by the Arts Commission through the FY 2019-2020 Art Plan. . All five of the seals at the Veterans Memorial have been renovated in preparation of the November 11 th event. E2 Innovations did a great job on the project. Photos of the seals were shown. The Veterans Day event will be held at 9:00 a.m. and all are invited. . Biannual maintenance on all city sculptures was recently completed. . In preparation for the FY 2020-21 budget process, staff requested the commissioners be ready to discuss project ideas for the coming fiscal year at the next Arts Commission meeting. . The call to artists for the downtown bench project was closed and a number of applications were received. Staff will faciliate the upcoming artist selection panel meeting for this project. 7. COMMISSION COMMENTS Commissioner Peverini was sad to see Chair Cole and Vice Chair Bolognini's terms end on the Commission. Chair Cole commented that it has been quite an experience and he is proud of the work the Commission has done. Chair Cole stated it was good to see new people coming onto the Commission. Vice Chair Bolognini stated that being on the Commission has been a great experience. Vice Chair Bolognini would like to see more murals in the city. Chair Cole and Commissioner Fokszan skyj -Conti agreed. Ms. Mojgan replied that this suggestion will be discussed in future meetings. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on a date in December 2019 to be determined, at 6:00 p.m., in the Boardroom, on the second floor of the Glendale Public Library, 5959 W. Brown St., Glendale, Arizona, 85302. 9.
