CALL TO ORDER Chair Schiavone called the meeting to order at 6:00 p.m. 2. ROLL CALL Chair Schiavone conducted roll call. Present: Gayle Schiavone, Chair Reginald Martinez, Vice Chair Helena Johnson Bodine, Commissioner Kathryn Mawby, Commissioner Kathleen Roe, Commissioner Bud Zomok, Commissioner Joseph Jarrett, Teen Commissioner Also Present: James Burke, Director John Kennedy, Assistant Director Paul King, Recreation Administrator Diane Williams, Program Manager Robert Gallegos, Park Manager Heidi Barriga, Special Events Administrator 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Parks and Recreation Advisory Commission Minutes of June 13, 2022. Motioned by Commissioner Helena Johnson Bodine, seconded by Commissioner Kathleen Roe, to approve the June 13, 2022, Parks and Recreation Advisory Commission Meeting minutes as written. Motion carried 7 — 0. NEW BUSINESS a. INFORMATION: COMMISSION REPORTS Commissioner Mawby reported that neighbors have told her the picnic tables at Sunset Park have graffiti and one light is out at the northwest corner between the school and the fence. She also said a neighbor suspected there was drug dealing at the park and asked staff to inform the police. Commissioner Roe suggested contacting the CAT Team for the specific neighborhood. Chair Schiavone reported flooding at the dog park on Northern Avenue from storms. She also said there was trash at the dog park and sent photos to Mr. Burke. b. INFORMATION: RECREATION UPDATE Mr. King gave a presentation on Recreation Programming: . Rose Lane Aquatics Complex o Recreation Swim Program . 6,779 users in 2022, 4,408 users in 2021, 54% increase in use o Swimming Lessons .242 participants in 2022, 193 in 2021, 25% increase . Foothills Aquatics Complex o Recreation Swim Program .8,479 users in 2022, 7,722 users in 2021, 10% increase in use o Swimming Lessons .441 participants in 2022, 252 in 2021, 75% increase *Junior Lifeguard Program 010 participants at each Aquatics location 0 3 -week program for youth ages 13 to 15, includes classroom . Foothills Recreation and Aquatics Center — 360 Summer Camp 0 8 -week day camp program for ages 6 to 14 o Monday through Friday 7:00 a.m. to 6:00 p.m. 0 40 registrations weekly (capacity) o Themed weeks, guest presenters, and swim days in July . Glendale Community Center — Free Summer Day Camp 0 8 -week day camp program for ages 6 to 14 o Monday through Friday 7:00 a.m, to 6:00 p.m. 0 60 registrations weekly (capacity) o Free breakfast and lunch, themed weeks, and guest presenters o Vice Mayor Aldama provided backpacks and pizza to campers . Glendale Community Center — Free After School Program o Program begins August 8 o School bus drop off 0 60 participants (capacity) o Free dinner . Youth Sports o Flag Football — Boys and girls ages 7 to 12, two age divisions o September 6th through November 10th 0 96 participants registered o Held at Sahuaro Ranch Sports Complex . Ballet Under the Stars o Commissioner Volunteer Opportunity o Friday, September 9th from 6:00 p.m. to 8:00 p.m. o Sahuaro Ranch Historic Area - East Lawn Chair Schiavone announced that she attended Ballet Under the Stars last year and it was a lot of fun and well attended. She commented on the need for extra access for handicapped people to cross the lawn. Commissioner Mawby said that parking last year was difficult. Mr. King said staff will check on additional parking at the library or at the community college. Commissioner Zomok asked if anything was being done monetarily to entice the lifeguards to come back next year. Mr. King said a lot of time was spent off-season working on compensation incentives, and this will continue to be addressed. He said there was a $2,500 incentive per guard this season and Mr. Burke is already working with the City Manager's office regarding the strategy for next year. Mr. King commented that the swimming program was very important. Commissioner Zomok enjoyed Ballet Under the Stars last year and said it was a phenomenal show. He noted that he would not have typically attended such a program but was very glad that he went. Commissioner Roe said it was wonderful that Ballet Under the Stars was a free event, especially for students and families who would never have the opportunity to see such an event. Ms. Williams distributed the new Glendale@Play magazine. C. INFORMATION: SPECIAL EVENTS UPDATE Ms. Barriga gave a Special Events update, which included the following: . Live!@Murphy Park o October 2022, Thursday through Saturday nights in Downtown Glendale at Murphy Park o Starts at 7:00 p.m. o Two food trucks each night, beer and hard cider will be sold as well . Movies by Moonlight o October 2022 through April 2023 0 3rd Friday of each month in various parks throughout the City o The first one will be held at Sahuaro Ranch Park . Touch -a -Truck o November 19, 2022, Westgate Parking Lot . Jingle Bell Hike o December 10, 2022, Thunderbird Conservation Park — Sunrise Trail . Folk & Heritage Festival o March 4th and 5th, 2022 — Historic Sahuaro Ranch Park Chair Schiavone asked if there were any plans to get Murphy Park into better shape before the events, as she last saw it in June, and it was not in great shape. Mr. Burke explained that there were irrigation issues in June, which have been fixed, and the park is looking better. Chair Schiavone inquired about the cafe lighting. Mr. Burke stated that the lights were an Economic Development Department project. Commissioner Roe relayed that she has heard positive comments about the lights. 6. , STAFF UPDATES Mr. Burke announced that the following items will be on the Council Workshop agenda for August 9, 2022, at 12:30 p.m.: . The Downtown Campus Reinvestment Project . The Sahuaro Ranch Park Master Plan o Staff would like to begin public outreach in September and host open houses in October. After which, information obtained will be brought to Commission meetings for review and discussion. . The Fiesta Bowl Charities Project o Based on the staffs recommendation, the Fiesta Bowl Charities will donate turf from the Fiesta Bowl field, build a sport court, and will replace two playgrounds at O'Neil Park. . The Community Centers Project o Staff will request additional funds from Council to complete renovations at the following community centers: O'Neil, Rose Lane, and Glendale. Mr. Burke announced that the Commissioners could attend the Workshop in person, watch the meeting live on Glendale 11, or watch a taped version of the meeting at a later time. Mr. Burke reported on the impact of recent storms on the parks. He indicated that Skunk Creek Linear Park needed a lot of sand and silt removed at the underpass and staff has been working through clean-up at many parks. Mr. Burke stated that the drilling of the well at Sierra Verde Park was moving along nicely and public art was being considered for the walls surrounding the well. The City's Arts Commission recommended $140,000 to finance the project, which will be voted upon by Council at their 5:30 p.m. meeting on August 9, 2022. Mr. Burke reported on the new LED lighting upgrade in various parks, which provides the following benefits: . Better looking and safer parks after sundown . No warm-up period for the new LED lights as there is 100% output instantly . Less maintenance and repairs . Lower energy consumption . Better light color . Better ball tracking for sports . Better sight lines for the Police Department and Park Ranger patrols Mr. Burke displayed before and after photos of the lighting at Acoma Park and Mondo Park. He announced that staff would eventually like to upgrade all parks with LED lights; however, this would be a long-term project. Chair Schiavone asked if the new LED lights preserved the dark skies. Mr. Burke replied that the new lights were indeed dark -sky lights. 7. COMMISSION COMMENTS AND SUGGESTIONS No comments. 8. NEXT MEETING The next regular meeting of the Parks and Recreation Advisory Commission will be held on September 12, 2022, at 6:00 p.m., at the Foothills Recreation & Aquatics Center, 5600 W. Union Hills Dr., Glendale, AZ 85308. 9. ADJOURNMENT Motioned by Commissioner Bud Zomok, seconded by Commissioner Kathryn Mawby, to adjourn the meeting at 6:54 p.m. Motion carried 7 — 0.
